Whittier, Alaska zones its own land, and no new construction may start until the city clerk issues a land use permit12. The application costs $203. Whittier's code bans most private septic systems, so sewer connection, not a septic field, is the default4. Living in an RV is limited to 24 hours outside a posted camp area5.

Does Whittier, Alaska have zoning?
Yes. Whittier requires every building, structure and land use inside city limits to conform to the regulations for its zoning district1. District boundaries are on the city zoning map, and the allowed uses are listed in the city code6.
In the Single-Family district, Whittier's dimensional table sets front, side and rear setbacks of 20 ft11, limits all buildings to 40% of the lot9 and caps building height at 40 ft12. Other districts differ, so confirm your parcel's district with the city clerk before you plan a building. We could not confirm a minimum dwelling size or an accessory-dwelling rule, so ask the clerk about both.
Do you need a building permit in Whittier, and who issues it?
Whittier requires a land use permit before new construction begins, and the city clerk issues it2. The application fee is $20, nonrefundable, and is charged before the city processes the application3. Applications that do not fit the zoning go to the planning and zoning commission for review2.
We could not confirm that Whittier has adopted a building code, runs building inspections or issues certificates of occupancy, so ask the City Clerk what inspections follow the land use permit. Statewide, the State Fire Marshal exempts residential housing that is three-plex or smaller from its plan review13.
How do septic permits work in Whittier?
Whittier's code makes it unlawful to construct or maintain a privy, septic tank, cesspool or other wastewater disposal facility, except as the sewer chapter provides4. Where the public sewer lies within 100 feet of the property line, the owner must install toilet facilities and connect at their own expense within 90 days of official notice7. A property on a private system must connect within 60 days once public sewer becomes available14.
The city code does not name an office that permits private systems, so we could not confirm who approves one. Alaska's Department of Environmental Conservation administers the statewide septic rules, and every septic system in Alaska falls under Alaska Regulations Chapter 7215. Ask both the City Clerk and16 before buying a lot without sewer.
Can you live in an RV or tiny home in Whittier?
Whittier limits RV living to 24 hours outside a posted camp area, and cooking in an RV outside a posted campsite is prohibited5. The city also allows camping only on land designated as public campgrounds8. An RV is therefore not a way to live on a vacant lot while you build.
We could not confirm any Whittier rule on tiny homes, so ask the City Clerk whether a tiny home is treated as a dwelling under the zoning district for your lot.
Building a home in Whittier: the steps, in order
- Ask the City Clerk which zoning district your parcel is in and whether the use you plan is allowed there6.
- Check setbacks, lot coverage and height for that district against your plans11.
- Confirm sewer availability and the connection rule before you design the plumbing7.
- File the land use permit application with the City Clerk and pay the $20 fee3.
- Ask what inspections follow, since we could not confirm a building code or inspection program.
What stays outside Whittier's rules, and what to check before you buy
Whittier's rules apply inside city limits only. For land outside the city, see the Chugach Census Area page, where no local land-use service area has been established outside the incorporated cities17.
Alaska lets an owner act as their own contractor without contractor registration, limited to one home, duplex, triplex, four-plex or commercial building every two years10. Subdividing a lot requires plat approval18. We could not confirm Whittier rules on private wells, floodplain development or short-term rentals, so ask the City Clerk about each.
Watch-outs
- A property on a private wastewater system must connect to public sewer within 60 days once sewer becomes available14.
- Sleeping in an RV beyond 24 hours is allowed only in a posted camp area5.
- The City Clerk issues the land use permit, but we could not confirm a Whittier building code, inspection program or certificate of occupancy, so ask the clerk before you buy2.
