Do you need a building permit in Thornton, CO?

Thornton requires a building permit to construct, enlarge, remodel, alter, repair, move, remove, convert or demolish a building, structure or utility, or change its occupancy, with exemptions for listed projects.1 Ask Thornton Building Inspection whether your specific work is exempt before treating a small project as permit-free.8

Thornton Building Inspection handles plan review, building-permit issuance and inspections for new construction and remodeling inside the city.8 A manufactured-home owner who also occupies the home may install it without the specified contractor license, but must still obtain necessary building permits; that narrow exemption does not establish a general permit exemption for owner-built houses.6

Who handles Thornton building permits and building inspections?

Contact Thornton Building Inspection at 303-538-7250 or buildings@thorntonco.gov for city building-permit questions.8 Submit a complete application and plans electronically through the CityView Portal.8 After fee payment, the portal provides the building permit, required inspections and approved plans.8 Thornton also accepts inspection scheduling through 303-538-7396.8

Thornton’s adopted ICC codes took effect July 1, 2026, and the NEC took effect August 1, 2026; ask Building Inspection which requirements govern your application.8 For zoning, subdivision and development-process questions, contact Thornton Current Planning at 303-538-7295 or citydevelopment@thorntonco.gov.9

Does Thornton have zoning, lot-size rules and setbacks?

Every property inside Thornton has a city zoning district, and that district controls allowed uses, setbacks, height and development standards.2 Begin with the property’s actual district rather than applying an estate-lot rule to another residential district.2

In Thornton’s Residential Estate (RE) District, serviced detached dwellings require at least 1 acre, while non-serviced detached dwellings require at least 2.5 acres.5 Those RE dwelling categories have listed minimum setbacks of 20 feet at the front or street side and 15 feet at the interior side and rear.10 Maximum lot coverage for both categories is 45%.11 Thornton’s Residential High Density (RH) standards vary by dwelling type and include setback footnotes, so ask Current Planning to identify the applicable table column and qualifications.129

How do septic permits and well permits work inside Thornton?

Adams County Health Department administers countywide onsite wastewater permitting and inspection; Thornton’s building approval is a separate responsibility.38 For a new septic system, the county process generally requires a soils report, system design, application and fee, followed by installation by a licensed installer and final inspection before backfilling approval.13

For a Thornton home connecting to an existing septic system, contact the Water Quality Program at 303.288.6816 or ehwaterprogram@adamscountyco.gov to confirm the parcel’s application requirements.14 Ask Thornton Building Inspection how septic approval fits the city’s final building approval rather than assuming the county’s house-occupancy procedure applies inside the city.813 Colorado Division of Water Resources issues groundwater well permits, with statutory exemptions and basin-specific conditions; city zoning approval alone does not establish a right to drill.72

Can you live in an RV or tiny home on Thornton land?

Thornton allows camping on private residential property with the owner’s permission for a limited time, but we could not confirm the permitted duration or a right to use an RV as a permanent residence; ask Thornton Current Planning about the proposed address and occupancy.49

Colorado approves regulated tiny homes for long-term living subject to Division of Housing plan approval, applicable codes and local zoning, but we could not confirm Thornton’s distinct tiny-home occupancy rules.15 State approval therefore still leaves Thornton zoning to resolve for the proposed site.152 Thornton no longer performs manufactured-housing setup inspections or attaches insignias, while retaining final building and utility-meter-release inspections; ask the state about setup requirements and the city about the remaining inspections.8

Building a home in Thornton: what should you do first?

  1. Start by asking Thornton Current Planning to confirm the parcel’s zoning district, allowed residential use and dimensional requirements; subdivision review also runs through Thornton City Development.216
  1. For an RE lot, distinguish the serviced and non-serviced dwelling categories before sizing the proposed homesite.5
  1. Next, resolve septic design and groundwater well approval with Adams County Health Department and Colorado Division of Water Resources where those systems are proposed.137
  1. Submit the complete building application and plans through Thornton’s CityView Portal, pay the building-permit fees and obtain the approved plans and required inspection list.8
  1. New or replacement residential driveways need a separate Planning & Zoning permit through the city portal.17 For land outside city limits, consult the Adams County guide for the county’s unincorporated-area building requirements.18

Watch-outs

  • Temporary camping with owner permission does not establish permanent RV occupancy in Thornton; ask Current Planning about duration and residential use.49
  • Thornton’s manufactured-home owner-occupant license exemption still requires necessary building permits and is limited to 1 manufactured home in a 12-month period.6
  • Thornton building-code effective dates differ for ICC codes and the NEC; ask Building Inspection which code governs your application.8
