Does Red Lodge have zoning, and what does it mean for lot size and setbacks?

Yes. Red Lodge adopts its own zoning inside city limits, and county zoning does not apply to land inside the city1. The city publishes use tables and dimensional standards for districts R-1, R-2, R-3, R-4, C-1, C-2, C-3-N, C-3-S and C-44.

Dimensions depend on the district. In R-1, a lot needs at least 10,000 square feet and 75 feet of frontage5. R-1 setbacks are 25 feet in front (less where a prevailing block setback applies), 10 feet on the side and 10 feet at the rear, or 0 feet at the rear on an alley or row10. R-1 buildings top out at 30 feet11.

In R-2, a lot needs at least 5,000 square feet and 50 feet of frontage6, with a 6-foot side setback12 and the same 30-foot height limit13.

Residential lots may hold one principal dwelling and one ADU or guest house7. Manufactured home communities are listed in the C-3-N district14.

Do you need a building permit in Red Lodge, and who issues it?

Inside Red Lodge, the City Building Division issues building permits for new buildings, additions, alterations and repairs, and its inspector reviews construction documents and inspects the work2. The city says applicants should call the Building Official to schedule an appointment before submitting an application2. In 2022 the city council adopted the 2021 International Codes2.

We could not confirm the city's exact permit thresholds, fee schedule or certificate-of-occupancy rules, so ask the Building Division before you assume any structure is exempt. Accessory buildings are inspected in sequence: when one is built before the house, its final inspection waits until the house has passed its rough framing inspection15. Zoning applications go through the city's Planning & Zoning Division and its Planning Board16.

How do septic permits and sewer connections work in Red Lodge?

We could not confirm whether new septic systems are allowed on lots inside Red Lodge city limits, so ask the city and Carbon County Environmental Health before you count on one.

City sewer and water work is clearer. A written service line installation permit from the city is required before any connection to the public sanitary sewer8. A parcel that does not front a public water main or sanitary sewer must extend the utility at the owner's expense before the permit is granted8. The application is made on a form the city supplies17.

For septic in Carbon County, an approval statement from Montana DEQ or Carbon County comes first, and then the county issues the Construction Authorization and permit3. Parcels over 20 acres, not counting county road frontage, need only the county's sanitary approval9.

Can you drill a well inside Red Lodge city limits?

Red Lodge allows water wells inside the city for irrigation, or for potable water if a list of conditions is met18. One potable-water condition is that the property is not served by city water and city service is beyond a set distance from the lot18. We could not confirm the full list of conditions, so call the city before you plan a drinking-water well.

Can you live in an RV or tiny home in Red Lodge?

We could not confirm Red Lodge's rules for living in an RV, camping on a lot, or occupying a tiny home. Ask the Planning & Zoning Division at (406) 446-1606 before you move one onto a lot16. Montana requires a city that zones to treat manufactured housing like other residential units, though placement still follows the zoning district and building code19. Montana also requires a zoning municipality to allow at least one accessory dwelling unit by right on a lot with a single-family home20.

What stays with Carbon County, and what should you check before buying in Red Lodge?

The county's development rules cover unincorporated Carbon County, not land inside Red Lodge21. For land outside the city, see the Carbon County page. Carbon County Environmental Health handles septic approvals for the county3.

Before buying, confirm the lot's district and dimensions with the Planning & Zoning Division16, whether city sewer and water front the lot8, and whether the lot sits in an identified floodplain, which we did not research for the city. Montana's owner-builder exemption covers the contractor-license rules only, not building permits or inspections22.

Unanswered questions are usually a sign that Red Lodge publishes no rule on the point, not that none exists. Carbon County’s page lists the county offices to call.
