Which Ohio counties don’t require a building permit?

Ohio has 15 of 88 counties without a residential building-permit requirement in unincorporated areas; the county counts concern land outside city limits, where municipal rules can differ.1 The highest-scoring counties in that group are Adams County, Monroe County, Morgan County, Perry County, Gallia County, Hocking County, Holmes County, Vinton County1. Another 28 counties require a residential building permit only in some cases, and 45 require one.23

Statewide, an owner submits plans to the municipal, township or county building department that has jurisdiction, but where no department certified for residential buildings has jurisdiction, the owner does not have to make that submission.14 Counties may adopt and enforce local residential building regulations in unincorporated areas and may operate certified building departments.15 Use the Ohio no-building-codes list to start a shortlist, then ask the Ohio Board of Building Standards which department is certified for the address.116

Which Ohio counties have no zoning?

Ohio has 39 counties without countywide zoning and 42 with county zoning.48 The highest-scoring counties without countywide zoning are Adams County, Morgan County, Perry County, Gallia County, Hocking County, Holmes County, Noble County, Vinton County4. Ohio has 13 counties with neither a residential building-permit requirement nor countywide zoning.9

Use the no-countywide-zoning list and no-building-permit and no-countywide-zoning list as starting points, not as permission for a particular land use.49 County zoning authority covers unincorporated territory only, so cities and villages set their own rules, and the county may regulate height, lot coverage and yards for nonresidential property only.22 Township zoning resolutions are a separate layer: they can regulate setbacks and height for agricultural buildings on lots over 1 acre and up to 5 acres in qualifying platted subdivisions, and the statute sets no statewide distance or height.523 Ask the township zoning office and the municipal planning office about RV occupancy, tiny-home placement and setbacks before buying.
