Building permits, zoning and septic rules in Cordova, Alaska

Cordova, Alaska requires a city building permit before you construct, improve or enlarge a building inside city limits, issued by the City Planner1. Cordova also runs its own zoning2. Private septic systems outside the city sewer are designed by an engineer and approved by the state Department of Environmental Conservation, not the city3.

Do you need a building permit in Cordova, Alaska?

Yes, inside city limits. Buildings and structures in Cordova may not be constructed, structurally improved, structurally modified or enlarged unless the City Planner has issued a building permit1. You apply on the form from the City Planning Department8, and permits are available for residential, multi-family, commercial and industrial structures9.

Before a permit issues, any required Fire Marshal approval and City Planner compliance review must be complete1. An approved permit expires 12 months after it is issued9. Building permit fees are set by City Council resolution and are due when the application is filed10.

Cordova has adopted building codes by reference, amended by its own code, and where the two conflict the city code controls11. We could not confirm a general inspection schedule or certificate-of-occupancy rule; ask the Planning Department.

Who issues building permits in Cordova, and how do you reach them?

The City of Cordova Planning Department takes building permit applications, and the City Planner approves them81. The office is at 601 First Street, Cordova, Alaska 99574, phone (907) 424-6224, email planning@cityofcordova.net9.

Projects outside normal zoning standards need Planning Commission approval, and the city recommends a pre-application conference8. Conditional-use and variance applications generally need complete materials three weeks before the Planning Commission meeting8. The conditional-use fee is $250 ($550 for townhouse development) and the variance fee is $250, both non-refundable10.

New construction also needs a Water/Sewer Connection Permit from City Hall before the building permit is issued12.

Does Cordova have zoning, and what does it mean for lot size and setbacks?

Cordova has zoning. The city divides land into zoning districts and regulates use, dimensional standards such as yard setbacks and height limits, and design standards within each district2. The city publishes a zoning map on its planning page13.

Rules differ by district. In the RR3 rural residential district the minimum lot area is 3 acres5, with a 10-foot front yard, 10-foot side yards and a 25-foot rear yard14. In the R low-density district the minimum lot is 4,000 square feet with a minimum width of 40 feet6, and the front yard must be at least 10 feet from the curb line15.

We could not confirm numeric height limits, lot coverage, minimum dwelling size or accessory-dwelling rules; ask the Planning Department which district your parcel is in.

How do septic permits work in Cordova, Alaska?

Septic is a state matter, not a city one. Any sewage system outside the City Sanitary Sewer System must be designed by a Registered Professional Engineer and installed by a Certified Installer, unless the property owner is approved by the Department of Environmental Conservation to install it; the engineer submits the design to DEC3. Where city sewer is not available, the private system must comply with the city's wastewater chapter and DEC recommendations16.

Some systems that follow prescriptive standards can be installed without prior plan approval, but they still need advance electronic notification and a registration fee of $115 after construction17. DEC plan review for a system up to 1500 gallons per day costs $65518.

Private drinking-water wells are not regulated for water quality by the state Drinking Water Program, and local governments may have separate rules19. We could not confirm a Cordova well rule; ask the Planning Department.

Can you live in an RV or tiny home on your land in Cordova?

Only with limits. The Planning and Zoning Commission may grant a conditional use permit to place a mobile home or travel trailer outside a mobile home park, in any zone, for up to 12 months while you build a residence4. The RR3 district prohibits residential use of travel trailers4.

In the A1-30, AH and AE flood zones, an RV must be elevated and anchored, or stay fewer than 180 consecutive days, and must be fully licensed and highway ready20.

Manufactured homes are expressly permitted in R-MH planned mobile home districts and prohibited in RR321. Camping on watershed lands needs a written city permit22.

We could not confirm any Cordova rule specific to tiny homes; ask the Planning Department before buying.

Building a home in Cordova: the steps, in order

  1. Ask the Planning Department which zoning district your parcel is in and what it allows29.
  2. If you are dividing or selling part of a lot, plan for a recorded subdivision plat, which goes through the plat amendment process23.
  3. Hold a pre-application conference with city staff8.
  4. Get a Water/Sewer Connection Permit from City Hall, or arrange an engineered private system approved by DEC if the city sewer is not available123.
  5. Submit the building permit application to the City Planning Department8.
  6. Complete any Fire Marshal approval and City Planner compliance review before the permit issues1.
  7. Build within the permit's 12-month life9.

What stays outside Cordova's control, and what to check before you buy

Cordova's rules apply inside city limits. For land outside the city, see the Chugach Census Area page. That land appears to have no borough government to require building permits or zoning2425, though state rules on septic, subdivision and highway driveways still apply.

Driveways inside Cordova: access easements must be at least 20 feet wide, grades are limited to 15 percent, and property along a state-owned road may need an Alaska DOT driveway permit26.

An owner acting as their own contractor is exempt from state contractor registration for one home every two years7; we could not confirm any owner-builder exemption from Cordova's building permit.

For taxes, the Chugach Census Area's median property tax bill is $3033 a year27.

Watch-outs

  • Floodplain: parts of Cordova lie in A1-30, AH and AE flood zones with extra rules for RVs, manufactured homes and development, so ask the Planning Department about your parcel's flood zone20.
  • Short-term rentals: we could not confirm a current Cordova short-term-rental ordinance, so ask the City Planning Department before planning one9.
  • Septic does not move to the city: even inside Cordova, a private sewage system outside the city sewer is approved by the state Department of Environmental Conservation3.
