Jefferson County, Alabama

Zoning, building permits and septic rules in Hoover, Alabama

Hoover, Alabama requires a building permit before any construction starts, and the city's own Building Inspections Department handles permits and inspections12. Hoover also sets its own zoning for all land inside city limits3. Septic permits stay with the county health department: Jefferson County's for lots in Jefferson County, Shelby County's for lots in Shelby County45.

Does Hoover, Alabama have zoning, and what does it mean for RVs, tiny homes and lot size?

Yes. All land inside Hoover city limits falls into one of the zoning classifications in the city's Municipal Code, and each classification restricts development and use3. The zoning ordinance includes agricultural, residential, planned-unit-development, commercial and industrial classifications11. Rezoning requests go to the Planning and Zoning Commission and then to the City Council in a public hearing3.

For RVs, Hoover's city code makes it unlawful to park overnight and occupy an RV, motor home, travel trailer or similar vehicle on a street, alley or other public way8. That section does not set a rule for living in an RV on a private lot, so ask the city before you plan on it. We also could not confirm Hoover's rules on tiny homes, accessory dwellings, minimum lot size, setbacks or minimum home size; those vary by zoning district, so look up the parcel's district on the city's GIS site or call the city's zoning contact listed above12.

Do you need a building permit in Hoover, and who issues it?

Yes. The City of Hoover requires a building permit before any construction work starts, and that applies to homeowners, business owners and contractors alike113. Hoover's own Building Inspections Department enforces the adopted building, electrical, fire, mechanical and plumbing codes inside the city67. Once permits are issued, the same department performs the inspections2.

For a new home, the city asks for plans, a plot plan, an application, sewer or septic approval, stair and wall detail, and a floodplain development permit when one applies1. Only erosion-control installation may happen before the residential building permit is issued1. Since April 1, 2026, a $20.00 fee is added to each residential permit issued in Hoover10.

The Jefferson County permit office does not issue building permits inside Hoover; its permit requirement covers unincorporated Jefferson County14. We could not confirm an owner-builder exemption inside Hoover, so ask Building Inspections before assuming one applies.

How do septic permits work inside Hoover?

Septic permits are not a city permit. Hoover directs owners to the Jefferson County Health Department for septic tank installation when the property is in Jefferson County, and to the Shelby County Health Department when it is in Shelby County45. Hoover crosses the county line, so check which county your parcel is in first.

Before applying for a Hoover building permit, you must know whether the property will be served by public sewer or a septic tank, and a sewer impact study may be required15. The agency that serves the address depends on the area of Hoover, and the city lists Hoover Inspection Services, the Jefferson County Environmental Services Division and Southwest Water for different parts of town15. The city must receive approval from the governing system before it can issue the permit15.

In Jefferson County, the health department issues the onsite sewage construction permit first, and the building permit follows16. Across Jefferson County, about 24.1% of soils rate "not limited" for a conventional drain field, so many lots need a site evaluation or an engineered system17. We could not confirm Hoover's rules on private wells or on other off-grid sanitation, so ask the health department.

Building a home in Hoover: the steps, in order

The city's published process for developing property inside Hoover runs in this order18:

  1. Check the zoning designation for the property, and apply for rezoning or conditional use if the zoning does not fit your plan12.
  2. Check the sewer and sanitation requirements: find out whether the address is on public sewer or septic, and get approval from the governing system15.
  3. If the lot is septic, contact the Jefferson or Shelby County health department for the septic permit45.
  4. Apply for the building permit and submit site plans for approval, and obtain any development bonds that apply18.
  5. After approval, apply for electrical, plumbing, mechanical or gas permits as the project requires18.
  6. Pass the city's inspections and receive the final Certificate of Occupancy18.

What stays with Jefferson County, and what to check before you buy in Hoover

Septic permits and the health department stay with the county, as above. Jefferson County's own zoning and building permits apply to unincorporated land, not to land inside Hoover19. If a lot sits outside Hoover city limits, the county's rules apply instead; see the Jefferson County page for those.

Before buying, check two things. First, floodplain: Hoover requires a floodplain development permit for development in Special Flood Hazard Areas, and where flood elevation data exists the lowest floor must sit at least two feet above base flood elevation9. Second, driveway access: we could not confirm a general driveway permit rule inside Hoover, so ask Building Inspections, and note that Jefferson County requires its own access application for new connections to county-maintained roads, including some inside municipalities20.

Watch-outs

  • Hoover lies in both Jefferson and Shelby counties, so the septic authority depends on which county the parcel is in45.
  • Do not rely on Jefferson County's permit or zoning pages for a lot inside Hoover; those cover unincorporated land14.
  • We could not confirm Hoover's minimum lot sizes, setbacks, tiny-home rules or accessory-dwelling rules; ask the city's zoning contact for the parcel's district12.

  17. Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
