Does Northport have zoning, and what does it mean for RVs, tiny homes, lot size and setbacks?

Yes. The City of Northport administers its own zoning ordinance inside the city limits, with a published zoning map and districts including RS-1, RS-2, RS-3, RM and AG16. Rules change by district, so look up your parcel's district on the city's zoning map before you plan anything.

In the RS-1 district, a detached single-family lot needs at least 15,000 square feet and a 95-foot width10. RS-1 setbacks are 40 feet in front, 50 feet in the rear and 14 feet on the side11. In the AG district, a detached single-family dwelling needs a 3-acre minimum site area12.

An accessory dwelling needs an Accessory Dwelling Permit, a lot of at least 10,000 square feet and a permanent foundation13.

Do you need a building permit in Northport, and who issues it?

Yes. Inside Northport city limits, construction, demolition, moving or alteration of a structure requires a building permit from the city's building official, with exceptions for minor repairs and painting2. Applications go on city forms with plans and specifications14.

The Chief Building Official reviews plans and does field inspections15. The city adopted the 2021 International Residential Code as the Northport Building Code5. Northport's own Planning and Inspections pages say the city's ordinances also reach the police and planning jurisdiction outside the city limits16, so ask the city whether your parcel falls in it.

Once a building is finished, the city also requires a certificate of occupancy before land or a building is used17. Building permit and zoning application fees are set by separate ordinance; we could not confirm the amounts, so ask the Chief Building Official18.

How do septic permits work inside Northport?

The city does not issue septic permits. For property in Northport that is not connected to public sanitary sewer, the Tuscaloosa County Health Department handles onsite sewage permits319. Alabama law requires a permit from the local health department before a new system is installed or an existing one repaired20.

The application needs soils information, a legal description, a plot plan and a vicinity map, and sometimes a construction plan20. Alabama also allows only registered engineers to design systems where soil percolation exceeds 60 minutes or a shallow limiting zone exists21.

The city will not issue its building permit for a project with onsite sewage until the county health department approves it2. Start with the health department, then go to the city. Where city sewer is available, connection fees apply: the water development fee for a 5/8 or 3/4 inch meter is $1,379 and the sewer fee is $1,598, and they rise each year22.

Can you live in an RV or tiny home in Northport?

Not on a regular lot. Northport allows RVs for residential occupancy only temporarily, in RV parks and campgrounds4. From August 15 to December 15 an RV may stay no longer than 100 consecutive days, and from December 16 to August 14 no longer than 60 consecutive days4. RVs may not be permanently affixed, and removing wheels or adding skirting is prohibited4.

Tiny homes on wheels follow the same limit: temporary occupancy in RV parks and campgrounds only7. For permanent living, the options are a building that meets the Building Code or a HUD-code manufactured home7. Manufactured home parks need site-plan approval8.

So living in an RV on your own Northport lot while you build is not something the city's rules allow; ask the Planning and Inspections Department about any exception16.

Building a home in Northport: the steps, in order

  1. Confirm the parcel is inside Northport and find its zoning district with the Planning and Inspections Department166.
  2. If there is no city sewer, start the septic application with the Tuscaloosa County Health Department's Environmental Office3.
  3. Apply for the building permit on the city's forms, with plans and specifications14.
  4. If you are building your own one- or two-family home to live in, Alabama's owner-builder licensing exemption may apply; the owner must provide all material supervision9.
  5. If the driveway meets a state highway, submit ALDOT Permit Form BM-11123.
  6. Schedule field inspections with the Chief Building Official18.
  7. Get the certificate of occupancy before moving in17.

Watch-outs

  • Rules differ by zoning district, and the AG district's 3-acre minimum is very different from RS-1's 15,000 square feet1210.
  • Northport's ordinances reach the police and planning jurisdiction beyond city limits, so confirm with Planning and Inspections whether your parcel is inside it16.
  • We could not confirm whether Northport has a permit or licensing exemption for owner-builders, so ask the Chief Building Official before you start18.
  • Northport lists a short-term rental application packet on its forms page, and we could not confirm its conditions; ask Planning and Inspections before you plan on rental income16.
