Dardanelle, Arkansas requires a city building permit before a building is constructed, moved, demolished or structurally altered, and city zoning controls land inside the city limits.12 Septic permits are different: onsite wastewater systems need state construction and operation permits from the Arkansas Department of Health, and city sewer rules generally bar private septic systems.34 Dardanelle is in Yell County.

Do you need a building permit in Dardanelle, Arkansas?
Yes. Inside Dardanelle, a building permit is required before construction, reconstruction, moving, demolition or structural alteration of a building begins.1 The application requires scaled plans in duplicate and the information needed to administer the zoning chapter; the permit expires after six months unless work is in progress.14 The city has adopted building, fire, energy, fuel-gas, plumbing, mechanical and electrical codes, subject to its local amendments.15 Arkansas building codes are also statewide minimums that apply even where no permit or inspection is required.5
The City of Dardanelle Code Enforcement / Building Inspections office reviews plans before issuing building permits and handles separate electrical, gas, mechanical and plumbing trade permits.16 Arkansas exempts an owner building their own residence from contractor licensing, unless the owner builds more than one residence in a calendar year.12 That licensing exemption concerns contractor licenses, not Dardanelle's building-permit, zoning or inspection requirements.12
Who issues building permits in Dardanelle, AR?
The City of Dardanelle Code Enforcement / Building Inspections office is the local building office for property inside city limits.16 The office reviews plans, issues building and trade permits, conducts construction-stage inspections and enforces city ordinances.16 Call 479-229-4500 or email smoore@dardanelle.gov before preparing the application, especially if the project mixes structural, electrical, gas, mechanical or plumbing work.16
Dardanelle's code requires the building inspector to issue the building permit before covered work begins.1 Building permits and zoning stay with the city, but onsite wastewater approval follows the Arkansas Department of Health framework.117 The Yell County Local Health Unit in Danville is the local health-office contact at 1309 East 8th Street or (479) 495-2741.18
Does Dardanelle have zoning, and what does it mean for a home?
Dardanelle has municipal zoning inside city limits, including residential districts R-0, R-1, R-2, R-3 and R-4.26 Confirm the parcel's mapped district with the city before using any dimensional rule, because the requirements are district-specific.
In the R-0 Agricultural—Estate Residential District, structures and accessory uses may cover no more than 35% of the lot, and building height is capped at 2½ stories.1920 In the R-1 Single-Family Residential District, the code states no structure-coverage requirement but still requires enough lot area for all required yards; building height is capped at 2½ stories.2122 We could not confirm a citywide minimum dwelling size or a specific accessory-dwelling rule, so ask Code Enforcement / Building Inspections about the parcel and proposed floor plan before buying or designing.16
How do septic permits work inside Dardanelle?
An onsite wastewater system serving a Dardanelle building or residence needs approved plans and a construction permit before installation or modification.3 The state review fee runs from $30 for a structure of 1500 square feet or less up to $150 for one over 4000 square feet.7 The system must be inspected and approved, and the owner must receive a Permit for Operation before using it.23 Applications go to the Arkansas Department of Health or its Authorized Agent, so begin with the Yell County Local Health Unit in Danville.1718
Public sewer can change the answer. Arkansas requires a premises to connect when sanitary sewer is available within 300 feet of the point where the sewer exits the building and the connection does not cross another person's property, and bars a private system there.24 Dardanelle also generally prohibits a privy, septic tank, cesspool or other sewage-disposal facility, subject to exceptions we could not confirm, so ask the city whether sewer reaches the lot.4 Only 10.9% of Yell County soils are rated without severe limitations for a conventional septic drain field, so obtain a parcel-level site evaluation rather than assuming a conventional system will work.25
Can you live in an RV or tiny home in Dardanelle?
Dardanelle generally prohibits occupying a camping or travel trailer while it is parked or stored inside city limits, except in the R-4 zoning district.9 A trailer may be occupied temporarily during repairs to a primary structure after an act of God, fire or another unforeseen emergency, but that emergency occupancy requires a permit.9 A travel-trailer park may operate as a special-use commercial enterprise only in R-4 and requires a building permit and state health approval.26
Dardanelle's reviewed provisions do not establish a separate rule for a tiny home, so ask the city how the proposed unit will be classified before purchasing it. For Arkansas health rules, a tiny house on wheels counts as a mobile home if plumbed and inspected under the 2018 Arkansas Plumbing Code, and otherwise as a recreational vehicle.10 Those rules cover parks with three or more paid spaces, where RVs must sit 15 feet apart; they do not answer whether one tiny house is allowed on a private lot.27 Manufactured homes have a clearer city rule: placement on an individual lot is prohibited outside the R-4 Residential District, apart from possible temporary construction use in some districts.11
Building a home in Dardanelle: what are the steps?
- Ask the city to confirm that the parcel is inside Dardanelle and identify its zoning district, allowed use, yards, coverage and height rules.2
- Determine whether public sewer is available; if an onsite system may be needed, contact the Yell County Local Health Unit before finalizing the site plan.2818
- Prepare duplicate scaled plans and the other information required for the city building-permit application.1
- Obtain the city building permit and any electrical, gas, mechanical or plumbing trade permits before beginning the covered work.116
- Arrange city construction inspections as work reaches the required stages.16
- If using onsite wastewater, obtain inspection approval and the Permit for Operation before using the system.23
- If drilling a private well, secure the city permit through the required City Council approval and use properly licensed well professionals.1329
What should you check before buying land in Dardanelle?
Verify city-limit status and the mapped zoning district first; the R-0, R-1 and R-4 rules produce very different answers for lot coverage, manufactured homes and trailer occupancy.6119 Ask the city whether the proposed access needs approval because we could not confirm a Dardanelle driveway-permit rule. A driveway connecting to an Arkansas state highway requires an Arkansas Department of Transportation permit before work begins in the highway right-of-way.30
Check public-sewer availability and soils before assuming the lot can use septic.28 Yell County's soil data indicate that only 10.9% of soils avoid severe limitations for a conventional drain field.25 For county-level cost context, Yell County's effective property-tax rate is about 0.5%, and its median annual property-tax bill is $679.3132 A private well also needs city approval, while the well contractor and rig remain subject to Arkansas licensing and permitting rules.1333
If the lot is zoned R-0 and you plan farm buildings, note that the state electrical-licensing exemption for nonresidential farm buildings covers electrical licensing only, not zoning or building permits.34
Watch-outs
- Do not start covered building work before Dardanelle issues the building permit; applications require duplicate scaled plans, and permits expire after six months unless work is in progress.1
- Do not assume an RV can serve as temporary housing in Dardanelle; occupancy is generally barred outside R-4, and the emergency-repair exception requires a permit.9
- Do not buy a manufactured home for a Dardanelle lot until the city confirms R-4 zoning or another applicable temporary-use provision.11
- A private well is not an automatic alternative to city water in Dardanelle; drilling requires a city permit approved by a two-thirds City Council vote for good cause.13
- Arkansas's park rules for three or more paid RV or tiny-house spaces require Department of Health plan approval before construction, so renting out RV spots in Dardanelle needs state approval as well as city R-4 zoning.2726
