Does Carefree, Arizona have zoning?

Yes. The Town of Carefree has its own Zoning Ordinance with a table of development standards for each zoning district, and it governs land inside town limits2. The Maricopa County Zoning Ordinance covers only the unincorporated parts of the county, so it does not apply here8.

Standards depend on the district. In the main single-family district, R1-35, the minimum lot area is 35,000 square feet, with minimum yards of 40 feet in front, 20 feet at the sides and 40 feet at the rear910. In Rural-43 the minimum lot area is 43,560 square feet11, and in R1-18 it is 18,000 square feet12. Footnotes in the ordinance modify these yards, so confirm your parcel's district and setbacks with Carefree Planning & Zoning before you design.

Principal residential structures may not rise more than 24 feet above design grade6. Minimum dwelling size, accessory dwellings and lot coverage were not confirmed; ask Carefree Planning & Zoning.

Do you need a building permit in Carefree, and who issues it?

Yes. Inside Carefree town limits, the Town's own building department issues building permits, and no work can start until the permit has been issued113. The Town has adopted building codes, including the 2018 International Building Code with local amendments14.

The Town's published process runs from an optional pre-submittal meeting through plan review, permit issuance and inspections15. Plan review typically takes 3-4 weeks for the first review and 2-3 weeks for a second review13. Inspections follow at intervals set by the approved permit16.

A new building also needs final inspections from both the building and zoning inspectors before utility clearances and the certificate of occupancy7. Call the Town at (480) 488-368613. The Maricopa County permit office handles only unincorporated land, so do not file there for a lot inside Carefree.

How do septic permits work inside Carefree?

The Town does not issue septic permits. Maricopa County Environmental Services administers onsite sewage systems for land inside Carefree town limits3. A complete residential building permit application must include either a Maricopa County septic permit or letter of approval, or a sewer service agreement from Liberty Utilities5.

The county's Onsite Wastewater Program takes septic questions at septicquestions@maricopa.gov or 602-506-666617. Maricopa County requires a septic permit and inspections for systems it administers1819. Because the Town ties the county approval to your building permit, start the septic evaluation early. Whether the Town adds its own septic inspection was not confirmed.

Can you live in an RV or tiny home in Carefree?

We could not confirm whether the Town of Carefree allows long-term RV living, temporary camping, tiny homes or manufactured homes on private lots. The Town's use tables were not readable enough to answer, so treat these as unconfirmed rather than allowed or prohibited. Ask Carefree Planning & Zoning at (480) 488-368613 before you buy a lot with the plan of living in an RV or a tiny home during construction.

The county's unincorporated-area RV rules do not apply inside town limits. For land outside Carefree, see the Maricopa County page.

Building a home in Carefree: the steps, in order

  1. Confirm your parcel's zoning district and development standards with Carefree Planning & Zoning; some uses need a zoning application before a building permit2.
  2. Hold a pre-submittal meeting with the building and planning & zoning staff, which the Town highly recommends for new construction13.
  3. Get Maricopa County septic approval or a Liberty Utilities sewer service agreement5.
  4. If you will use a private well, get the Arizona Department of Water Resources well permit4.
  5. Submit plans and fees to the Town for a building permit15.
  6. Build with inspections at the intervals the permit sets16.
  7. Pass the final building and zoning inspections to receive the certificate of occupancy7.

What stays with Maricopa County, and what to check before you buy in Carefree

Septic permits stay with Maricopa County Environmental Services, and well permits stay with the Arizona Department of Water Resources34. Subdivisions and lot splits inside town limits are regulated by the Town, so confirm a parcel can be divided before you count on it20.

County figures give context but are not Carefree rules. Maricopa County's effective property tax rate is 0.5%21, and about 28% of its soils rate "not limited" for a conventional septic drain field22, which means many lots need a site evaluation or an engineered system. For anything outside Carefree town limits, use the Maricopa County page.

Watch-outs

  • Maricopa County's planning and permit offices serve unincorporated land only; inside Carefree town limits, the Town's building department issues building permits1.
  • Septic approval or a sewer service agreement must accompany a complete residential building permit application, so septic timing can hold up your building permit5.
  • RV living, tiny homes, accessory dwellings and minimum home size inside Carefree were not confirmed; ask Carefree Planning & Zoning at (480) 488-368613.

  22. Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
