Maricopa County, Arizona

Building permits, zoning and septic rules in Chandler, Arizona

Chandler, Arizona has its own zoning code, Chapter 35 of the city code1, and the city's Building Safety division reviews plans and issues building permits2. Septic is different: new or altered onsite wastewater systems inside city limits still go through the Maricopa County inspection process3. Maricopa County's own planning counter serves unincorporated land, not Chandler addresses.

Does Chandler, Arizona have zoning?

Yes. Chandler's zoning code is Chapter 35 of the City of Chandler Municipal Code, and it applies to land inside city limits1. Maricopa County's separate zoning ordinance covers only unincorporated land, so it does not govern a Chandler lot9.

Rules change by district. In the single-family SF-8.5 district, the minimum lot is 8,500 square feet and 70 feet wide7, and buildings may cover no more than 40 percent of the lot10. In the AG-1 agricultural district, accessory dwelling units are allowed if they meet Section 35-2202.2 of the city code6.

We could not confirm height limits, minimum dwelling size, tiny-home rules, manufactured-home occupancy or agricultural exemptions for Chandler lots. Ask the Planning & Zoning office, and use the planner of the day line before you buy11.

Do you need a building permit in Chandler, and who issues it?

Inside Chandler city limits, the city issues building permits, not Maricopa County. Chandler's Building Safety division reviews plans, issues permits and conducts inspections2.

Chandler adopted the 2024 International Codes and the 2023 National Electrical Code, and plans submitted on or after July 1, 2025 must comply with them4. A pre-technical review is required before any proposed subdivision, site plan development, new building or substantial building addition12.

We could not confirm whether Chandler offers an owner-builder exemption, so ask Building Safety before planning to pull a permit yourself.

How do you apply for a building permit in Chandler?

Chandler offers electronic plan review for all projects and recommends electronic submittal; applicants register for the Citizen Access portal13. Walk-in plan review runs Monday to Friday for residential and small commercial projects, and the plan reviewer decides whether a given project qualifies13.

Building Safety is at 215 E. Buffalo St., Chandler, AZ 85225, phone 480-782-30002. Chandler publishes a development fee schedule and a building permit fee page; check those for current amounts rather than relying on an estimate.

How do septic permits work inside Chandler?

Septic is handled by Maricopa County, not the city. For a new or altered onsite wastewater system inside Chandler, a final inspection is requested through the county process, and the system must receive discharge authorization or authorization to backfill3. Existing systems with additions or remodeling may need a minor plan review3.

To request the inspection, complete the Request for Discharge Authorization form and email it to SepticQuestions@maricopa.gov14. The county's Environmental Services Department runs the Onsite Wastewater Program in unincorporated areas, issued on the state's behalf15.

We could not confirm a rule requiring new homes to connect to public water or sewer; ask Chandler Development Services whether your address has a sewer connection.

Can you live in an RV or tiny home in Chandler?

Chandler prohibits inhabiting an RV or other prescribed vehicle while it is parked on a residential street; the rule allows only loading and unloading for up to 48 hours5. That rule addresses street parking, not every case of living in an RV on private property, and we could not confirm a separate rule for private lots.

We also could not confirm any Chandler rule for tiny-home occupancy5. Ask Planning & Zoning before you buy a lot for either plan11.

Building a home in Chandler: the steps, in order

  1. Confirm the lot's zoning district and its lot-size and coverage rules with Planning & Zoning11.
  2. Complete the city's pre-technical review for a new building or subdivision12.
  3. Plan driveway access from a local or collector street, because new residential access from an arterial street is not allowed16.
  4. Check whether the lot is in a flood zone, where permits are required for any building or site alterations8.
  5. Submit plans to Building Safety, designed to the 2024 codes4.
  6. If the lot uses septic, request the final inspection through Maricopa County3.

What stays with Maricopa County, and what to check before you buy

Septic final inspections go through the county3, and Arizona's statewide well rule requires notice of intent to drill, although we could not confirm how it applies to a Chandler lot17. For land outside city limits, read the Maricopa County page, because the county's building and zoning rules apply there instead.

County-level context: Maricopa County's typical home value is $461,31518, its effective property tax rate is about 0.5 percent19, and annual precipitation averages about 8.6 inches20.

Watch-outs

  • Chandler's rules apply only inside city limits; a parcel with a Chandler mailing address may sit in unincorporated Maricopa County, where the county's own building and zoning rules apply, so confirm the jurisdiction with Planning & Zoning11.
  • Plans submitted on or after July 1, 2025 must meet the 2024 codes, so older plan sets may need redesign4.
  • We could not confirm Chandler's rules on owner-builder permits, height limits, minimum dwelling size, tiny homes or agricultural exemptions; call Planning & Zoning or Building Safety before you commit11.
