Does Kingsburg, California have zoning, and what does it mean for lot size and setbacks?

Kingsburg has its own zoning code, and it applies to land inside city limits1. Fresno County's zoning ordinance covers only the unincorporated area, so county district rules do not govern a Kingsburg lot8.

In the R-1-7 district, the minimum site area is 7,000 square feet; R-1-10 and R-1-20 require 10,000 and 20,000 square feet5. The RA Residential Acreage district sets a 20,000 square foot minimum, and subdivisions there must average 40,000 square feet6.

In R-1 districts the minimum side yard is 5 feet, the rear yard 10 feet, and the front yard 20 feet in R-1-7 and R-1-109. Dwellings and garages may cover up to 40 percent of the site10, and buildings may reach 35 feet11. In RA, the front yard is 35 feet and the side and rear yards 10 feet12; structures may cover 35 percent of the site13 and reach 35 feet14.

Do you need a building permit in Kingsburg, and who issues it?

Inside Kingsburg, the City of Kingsburg handles building permits, plan check and inspections through its Building Department15. Kingsburg adopts the 2022 California Code of Regulations, Title 24, with local amendments2. We could not confirm the city's list of work that is exempt from a building permit, so ask the Building Department before starting any project15.

Fresno County's Building & Safety division issues building permits only for unincorporated Fresno County, so the county counter is the wrong office for a Kingsburg address16. Inspections are done on weekdays and must be requested ahead of time through the city's inspection line15. For land outside city limits, see the Fresno County page.

Can you live in an RV or tiny home in Kingsburg?

Kingsburg limits camping on private property to five days in any one month, with the owner's consent, and all municipal code and health and sanitation rules still apply3. Living in an RV on a lot as a home is therefore not something the camping rule allows. We could not confirm a separate residential RV rule inside the city, so ask the Building Department.

Kingsburg adopts California Residential Code Appendix AQ (Tiny Houses)2. We did not find which zoning districts allow a tiny house as a dwelling, so confirm the district with the city before you buy. Manufactured housing is allowed in R one-family districts under section 17.56.05017.

Can you add an accessory dwelling unit in Kingsburg?

Kingsburg allows accessory dwelling units and junior accessory dwelling units in residential or mixed-use zones, reviewed ministerially7. A detached unit may be up to 1,200 square feet with 4-foot side and rear setbacks7. The application is the same as a single-family building permit application7, and owner-occupancy is required for permits issued after January 1, 20257.

These are the city's rules. Fresno County sets stricter ADU limits on unincorporated parcels, so do not apply the county's 800-square-foot cap to a Kingsburg lot18.

How do septic permits work in Kingsburg?

Inside Kingsburg we could not confirm who permits a septic system or well. Fresno County Environmental Health regulates septic systems in unincorporated Fresno County, and California lets a city sign an agreement with the county, name the county in its own ordinance, or run its own program4. Which one Kingsburg uses is unconfirmed, so call19 and the city Building Department before you plan a system.

The county issues well construction permits only in unincorporated areas; inside a city, it directs callers to the city itself20. A city lot usually has sewer and water mains, but we could not confirm a mandatory-connection rule, so ask the city.

Building a home in Kingsburg: the steps, in order

  1. Confirm the zoning district of the parcel with the city, since lot size, setbacks and height differ by district5.
  2. Check lot size, setbacks and coverage for that district against your plans9.
  3. Submit plans to the City of Kingsburg Building Department by email15.
  4. Build to the adopted 2022 California code with Kingsburg's local amendments2.
  5. Request inspections by phone through the city inspection line15.
  6. Ask Fresno County Environmental Health about septic and wells before design is final19.

What stays with Fresno County, and what to check before you buy in Kingsburg

Fresno County's rules for unincorporated land, including its building permit, zoning and ADU rules, do not apply inside Kingsburg8. Septic and wells are the questions to put to the county first4.

County-level figures: typical home values are about $411,44221, and the effective property tax rate is 0.7 percent22. Annual precipitation is about 19.4 inches23. Find the parcel's zoning district, ask about septic or sewer, and check flood status with the city before closing.
