Does Mendota, CA have zoning, and what does it mean for RVs, lot size and setbacks?

Yes. Mendota adopted its own comprehensive zoning ordinance, Title 17 of the city code, with districts including R-A, R-1-A, R-1, R-2, R-3 and MHP1. The rules differ by district, so check the zoning of the exact parcel.

In the R-1 district, each lot needs at least 6,000 square feet6, with front and rear yards of 20 feet and side yards of 5 feet9. Buildings may cover up to 40 percent of the lot10, and structures top out at two stories and 30 feet11.

In the R-A single-family residential/agricultural district, the minimum lot is 24,000 square feet7, with a 30-foot front yard, 10-foot side yards and a 20-foot rear yard12. Coverage is capped at 30 percent13 and height at 30 feet14.

Do you need a building permit in Mendota, and who issues it?

New dwellings in the R-1 district need a building permit from the city, and the zoning administrator reviews the architectural features before the permit is issued2. Manufactured homes placed on R-1 lots also need a certificate of occupancy before anyone moves in15.

We could not confirm the city's permit fees, its permit process or which staff member handles building inspections, and we could not confirm which building code the city adopted. Call Mendota City Hall's planning staff before you buy. California's 2025 Building Standards Code applies to permit applications filed on or after January 1, 202616.

Owner-builders in California must pull all building permits and pass inspections17. We could not confirm any Mendota-specific owner-builder rule.

How do septic permits work inside Mendota?

We could not confirm who issues septic permits inside Mendota city limits. California requires a permit for every new or replacement septic system, issued either by the local city or county or by the regional water board4. Fresno County Environmental Health is the likely office, and it is the one to call first18.

Well permits inside the city are also unconfirmed; in California, well permitting is carried out by local agencies such as a county environmental health department19.

Can you live in an RV, tent or tiny home in Mendota?

No. Mendota makes it unlawful to camp or live in a trailer coach, camper, motor vehicle or trailer on any lot inside the city, except in a legally constituted and licensed trailer park or camp3. Camping or living on any lot other than in a permanent building with toilet facilities is also unlawful20.

Manufactured homes are different: a one-family manufactured home certified under the 1974 federal act and placed on a foundation is a permitted use in R-15. Accessory dwelling units are also listed as permitted in R-18. We could not find a tiny-home provision in the city code; ask city planning before you plan one.

Building a home in Mendota: the steps, in order

  1. Confirm the parcel's zoning district under Title 17 with Mendota City Hall1.
  2. Check lot size against the district minimum, 6,000 square feet in R-1 or 24,000 in R-A67. Splitting a lot below the district minimum is not allowed21.
  3. Ask Fresno County Environmental Health about septic and wells18.
  4. Apply for the building permit; the zoning administrator reviews architecture first2.
  5. If the parcel is in flood zone A1-30, AH or AE, the city's flood standards apply22.
  6. For a manufactured home, request a certificate of occupancy before moving in15.

What stays with Fresno County, and what to check before you buy

Fresno County's zoning and building permit rules cover unincorporated land only, not parcels inside Mendota city limits23. For land outside the city, use the Fresno County page.

Flood zones matter inside the city: in zones A1-30, AH and AE, recreational vehicles must be on site fewer than 180 consecutive days and highway-ready, or follow the city's permit rules22. Fresno County's effective property tax rate is 0.7%24.

Watch-outs

  • Do not rely on Fresno County's building or zoning counter for a parcel inside Mendota; the county's rules cover unincorporated land only23.
  • We could not confirm Mendota's septic authority, permit fees or adopted building code, so call city planning and Fresno County Environmental Health before you commit to a purchase18.
  • RV living is unlawful on lots inside the city, outside a licensed trailer park3.
