Does Sanger, California have zoning, and what does it mean for RVs and lot size?

Yes. The City of Sanger Planning Division administers zoning regulations inside the city2. Zoning rules differ by district, so the district on your parcel decides the answer.

In the R-1-6 single-family district, each lot needs at least 6,000 square feet, buildings may cover no more than 40 percent of the lot, and height tops out at two stories or 25 feet589. In R-1-7.5, the minimum lot is 7,500 square feet and height can reach 35 feet1011. In the R-A residential agricultural district, the minimum net lot area is 36,000 square feet6.

Setbacks also vary by district: R-1-6 requires a 20-foot front yard, R-1-7.5 requires 25 feet, and R-A requires 35 feet, or 60 feet on a major or secondary highway121314.

RVs: Sanger's code makes it unlawful to live in an RV or travel trailer unless it sits in a city-licensed trailer park. The city manager can grant a temporary permit during construction on the site for up to six months, with a three-month extension3. We could not confirm Sanger's rules on tiny homes, so call the Planning Division before buying for one.

Do you need a building permit in Sanger, and who issues it?

The City of Sanger Building Division handles building permit applications and inspections inside city limits1. Applications go in through the city's online permit page, and inspection requests go through the contractor portal1.

We did not confirm a list of projects exempt from a city permit, so assume a permit is needed and ask the Building Division. California requires owner-builders who sign a building permit application to pull all building permits and pass inspections7. Statewide, buildings are subject to the California Building Standards Code15.

For land outside city limits, the answer is different: Fresno County's county page covers unincorporated rules, and the county's offices there do not serve addresses inside Sanger.

How do septic permits and wells work inside Sanger?

We could not confirm who regulates septic systems inside Sanger city limits. Fresno County's septic program says incorporated cities may set an agreement with the county, name the county department in a city ordinance, or run their own program16. Sanger's choice is not confirmed, so call Fresno County Environmental Health before you plan a septic system4.

California requires permits for new and replacement septic systems statewide17. Fresno County states that for wells inside an incorporated city, you contact the city directly18. Ask the Building Division about well permits within Sanger1.

Building a home in Sanger: the steps, in order

  1. Look up your parcel's zoning district with the Planning Division, using the city zoning map2.
  2. Check lot size, setbacks and height for that district against your plans121314.
  3. Ask Fresno County Environmental Health whether septic or sewer applies to the address4.
  4. Submit the building permit application to the Building Division1.
  5. Request inspections through the contractor portal as work proceeds1.
  6. If any part of the parcel lies in a special flood hazard area, expect the city's flood standards to apply to development there19.

What stays with Fresno County, and what to check before you buy in Sanger?

Fresno County's own building and zoning offices serve unincorporated land, not addresses inside Sanger20. Septic is the open question, as covered above4.

On flood risk, Sanger requires development in special flood hazard areas to minimize flood damage, and RVs there must stay fewer than 180 consecutive days or meet permit and elevation rules19. Property tax figures are county-level: Fresno County's effective property tax rate is about 0.7 percent21.

Watch-outs

  • Living in an RV on a Sanger lot is unlawful outside a city-licensed trailer park, apart from a construction-period permit3.
  • We could not confirm septic authority inside Sanger city limits; call Fresno County Environmental Health to confirm4.
  • Fresno County's unincorporated rules (ADU limits, county permits) do not apply inside Sanger; use the city's Building and Planning divisions12.

Unanswered questions are usually a sign that Sanger publishes no rule on the point, not that none exists. Fresno County’s page lists the county offices to call.
