Does Calexico have zoning, and what does it mean for lot size, setbacks and height?

Calexico adopts and administers its own zoning ordinance for land inside city limits, and the city's8 Planning Division processes rezonings, conditional use permits and subdivision maps1. The city publishes a zoning map9, and its code identifies residential and agricultural districts, so find the parcel's district before you plan anything.

Rules differ by district:

  • R-1 single-family: minimum lots of 6,000 square feet5; setbacks of 25 feet front, 5 feet each side and 20 feet rear6; height up to 35 feet or 2 stories, whichever is less10.
  • RR rural residential: minimum lots of 1 acre11.
  • Agricultural: minimum lots of 20,000 square feet with one dwelling per legal lot12; setbacks of 30 feet front, 40 feet rear and 10 feet each side13.

Do you need a building permit in Calexico, and who issues it?

Inside Calexico, the City of Calexico Building Department handles building applications and schedules inspections of permitted construction; to book one, give the permit number, address and type of inspection214. Planning reviews residential development proposals and land-use entitlements before or alongside building review15.

The building application can route to Planning, Fire, Utility, Engineering, Police and other departments15. Fees include development impact fees set by council resolution before building permits are issued, and a special inspection fee of $84 when it applies16.

We could not confirm the full list of work that needs a building permit inside the city, so ask the Building Department before starting any project. Imperial County Planning & Development Services issues building permits only for unincorporated land, not for addresses inside Calexico.

How do septic permits work inside Calexico?

We could not confirm who issues septic permits for addresses inside Calexico. Imperial County Environmental Health regulates septic systems in unincorporated Imperial County, and its program applies inside a city only when the city gives written authorization3. In incorporated areas outside the county program, the state's Tier 1 standards apply to new and replacement systems17.

Most city lots never reach that question. Inside Calexico, each building must have its own sewer service where city water and sewer are available, and the owner is responsible for installing and maintaining the line from the building to the property line or an approved manhole18.

If your lot is not on city sewer, call the19 Imperial County Environmental Health Division and the City Building Department before you buy.

Can you live in an RV, tiny home or ADU in Calexico?

Camping is unlawful in Calexico except for listed exceptions. One exception allows overnight camping on private residential property with the owner's consent, in the rear yard of a developed residential lot, limited to 3 consecutive nights and 14 nights per calendar year4. That is a visitor allowance, not a way to live in an RV.

We could not confirm a complete city rule on year-round RV occupancy, or any rule specific to tiny homes, on private land inside Calexico. Statewide, RVs are not intended as permanent dwellings and are generally limited to mobilehome parks or special occupancy parks unless a local ordinance allows otherwise20.

A second-kitchen accessory dwelling in the R-1 zone is allowed with a conditional use permit: attached to the existing home, up to 640 square feet and 2 occupants, with the owner living on site21.

Building a home in Calexico: the steps, in order

  1. Find the parcel's zoning district on the city zoning map and read its lot size, setback and height limits9.
  2. Ask the8 Planning Division whether the project needs a conditional use permit, rezoning or subdivision map1.
  3. Confirm whether the lot is in a special flood hazard area; new construction there must have its lowest floor at or above base flood elevation22.
  4. Confirm city sewer and water service and plan the building's own sewer service18.
  5. Apply through the14 Building Department and expect review routing to several city departments15.
  6. Plan access: each building site in an R zone needs a vehicular access to a street at least 20 feet wide23.
  7. Schedule inspections with your permit number, address and inspection type2.

What stays with Imperial County, and what to check before you buy in Calexico

Outside city limits, the county's rules apply instead; see the Imperial County page for unincorporated land.

Imperial County Planning and Development regulates new water wells, well reconstruction and abandonment of old wells within Imperial County24. We could not confirm a well permit rule specific to Calexico addresses.

California's owner-builder exemption lets an owner build on their own property without a contractor license if the work is not intended for sale, but it does not remove building-permit or inspection requirements7. We could not confirm any extra owner-builder rule inside the city.

Imperial County's effective property tax rate is 0.8%25, and the median property tax bill is $2,348 a year26. Heat is a design factor: average annual temperature is 74.3 °F27, and mid-century projections show about 128 days a year at or above 100°F28.

Watch-outs

  • Septic authority inside Calexico city limits is unconfirmed; ask Imperial County Environmental Health and the City Building Department which applies to your address3.
  • The county's building rules cover unincorporated Imperial County only; inside Calexico, building and zoning questions go to the city's own Building Department and Planning Division12.
  • We could not confirm Calexico's rules on year-round RV living, tiny homes, certificates of occupancy or short-term rentals; ask the Planning Division before you buy8.
  • Development impact fees are set by council resolution and apply before building permits are issued, so ask the city for the current amount16.
