Does El Centro have zoning, and what does it mean for lot size, RVs and tiny homes?

Yes. The City of El Centro administers its own zoning ordinance, Chapter 29 of the city code, which sets zoning designations, use regulations by zone, development standards and review procedures1. Dimensional rules depend on the district. In the R1 residential district a single-family lot needs at least 6,000 square feet9, buildings may cover up to 50 percent of the lot10 and may be up to 35 feet tall11. In the RAP residential/agricultural-preservation district the minimum lot is 43,560 square feet12, coverage is capped at 35 percent13 and height at 35 feet14. Existing legal lots and some infill lots can qualify for exceptions9.

For a second home on the lot, El Centro allows one accessory dwelling unit and one junior ADU with a single-family home, with no minimum lot size and no rentals under 30 days5. A distinct tiny-home rule inside the city is unconfirmed; ask the Community Development Department which category a specific unit would fall into2.

Do you need a building permit in El Centro, and who issues it?

Yes, expect to need one. California law requires a separate permit from the building official before a building or structure is built, altered, moved or demolished15, and in El Centro the Building Division provides building code enforcement for all construction projects inside the city2. The city publishes a building permit application, an ADU checklist and a residential re-roof application on its applications page8.

The city's rules apply inside El Centro only. Land outside city limits falls under Imperial County, which has separate offices; see the Imperial County page.

Owner-builders can pull their own permit. State law lets an owner build on their own property without a contractor license under conditions, including that the work is not intended for sale7, and El Centro requires an owner-builder declaration form before it issues an owner-builder permit8. The state also says an owner-builder signing a permit application must pull all permits and pass code inspections16.

Who do you call for building permits and inspections in El Centro?

The City of El Centro Community Development Department has three divisions: Building and Safety, Code Enforcement, and Planning and Zoning2. It sits at 1275 W Main Street and answers at 760-337-45452. To schedule an inspection, call the Building and Safety Division at 760-337-4508; requests made by 4 PM are scheduled for the following business day17.

Fee schedules for planning and zoning, development impact, and water and sewer capacity are posted on the city's applications page, and school impact fees may also apply to new construction8.

How do septic permits work inside El Centro?

We could not confirm who administers septic permits for land inside El Centro city limits. California requires a permit for every new or replacement septic system, usually issued by a county or city18. Imperial County's Environmental Health Division handles septic in unincorporated land, and its program reaches inside a city only when the city gives written authorization3.

If your lot is on city sewer, a septic system may not be relevant at all. If it is not, call Imperial County Public Health Department's Environmental Health Division, which reviews septic design plans and building permit applications on lots served by septic systems19, and ask the El Centro Building Division whether the city has authorized the county to administer septic inside city limits2.

Wells are also unconfirmed inside the city. State law requires a well permit from the local environmental health agency or water district20; confirm which applies before drilling.

Can you live in an RV or manufactured home in El Centro?

RV living on a residential lot is restricted. El Centro prohibits parking recreational vehicles over one ton capacity on private property in any residential zone, with narrow exceptions, and no such vehicle may stay parked more than 24 hours at a time or more than 14 days in a year4. California also treats RVs as not intended for permanent dwelling and generally limits occupancy to mobilehome parks or special occupancy parks unless a local ordinance allows otherwise21. RVs placed in mapped flood zones face extra rules, including a 180 consecutive day limit for temporary placement unless another option is met22.

Manufactured homes are allowed as single-family residences on private lots when they sit on a permanent foundation and meet design, site-plan, building permit and occupancy-approval requirements6. The city's assistant community development director must approve the project before final occupancy23.

Building a home in El Centro: the steps, in order

  1. Confirm the zoning district and the lot standards for it with the Planning and Zoning Division2.
  2. Check sewer, septic and well questions with the city and Imperial County Environmental Health19.
  3. Download the building permit application, and the owner-builder declaration if you are building yourself, from the city's applications page8.
  4. Submit to the Building and Safety Division and pay the posted fees8.
  5. Call 760-337-4508 for each inspection17.
  6. For a manufactured home, get final occupancy approval from the assistant community development director23.

What to check before you buy land in El Centro

Confirm that the parcel is inside city limits, because county and city rules differ. Check the flood zone, since manufactured homes in mapped zones A1-30, AH and AE must be elevated to or above base flood elevation22. A driveway onto a state highway needs a Caltrans encroachment permit24. County-level numbers for Imperial County: the effective property tax rate is 0.8 percent25 and annual precipitation is 3.2 inches26.

Watch-outs

  • Septic and well rules inside El Centro city limits are unconfirmed; call Imperial County Environmental Health at (442) 265-1888 and the city Building Division before you buy19.
  • Minimum lot size, coverage and height depend on the zoning district, so confirm the district of your parcel with the city before relying on any figure27.
  • Imperial County's permit offices serve unincorporated land only; they are the wrong counter for a lot inside El Centro2.
