Zoning, building permits and septic rules in Agoura Hills, California

Agoura Hills, California requires a building permit from the city's own Building Official for construction, additions and regulated electrical, gas, mechanical and plumbing work1. The city also administers its own zoning code, so Los Angeles County's unincorporated-area rules do not govern lots inside city limits2. We could not confirm who permits septic systems inside the city; ask LA County Public Health3.

Does Agoura Hills have zoning, and what does it mean for lot size and setbacks?

Agoura Hills administers its own zoning through Article IX of the municipal code, with residential districts and a zoning map2. The City's Planning Division handles zoning and land use8. Dimensional rules depend on the district, so find the parcel's district on the zoning map first.

In the RL (Residential-Low Density) district, the minimum lot is 20,000 square feet or larger as shown on the zoning map, with a minimum depth of 200 feet and width of 75 feet5. RL front setbacks are 1¼ feet per vertical foot of building height with a 25-foot minimum9. In the RV (Residential-Very Low Density) district, the minimum lot is 1 acre except for permanent open space lots10, with 25-foot front, 12-foot side and 25-foot rear setbacks11.

The RH district sets a 17,500 square foot minimum lot12. Los Angeles County's Title 22 zoning applies only to unincorporated land, not to lots inside Agoura Hills13.

Do you need a building permit in Agoura Hills, and who issues it?

Yes. Anyone who intends to construct, enlarge, alter, move or demolish a building, or install or replace regulated electrical, gas, mechanical or plumbing systems, must first apply in writing to the Building Official and obtain each required permit1. Grading needs its own grading permit unless it is exempt under California Residential Code Appendix J, § J103.21. Unpermitted work can bring a Stop Work Order, an investigation fee and corrective conditions1.

The City of Agoura Hills Building & Safety Division reviews building plans, issues permits and conducts inspections8. Construction follows the 2025 California Residential Code as adopted by the city with local amendments, including Appendix BB (Tiny Houses)4. Los Angeles County Public Works issues building permits only for unincorporated properties14, so the county counter is the wrong office for a lot inside city limits.

We could not confirm Agoura Hills' building permit fees or its owner-builder procedures; ask Building & Safety15. California's owner-builder exemption from contractor licensing exists statewide, but the owner-builder remains responsible for obtaining building permits and passing inspections16.

How do septic permits work inside Agoura Hills?

We could not confirm which agency permits septic systems inside Agoura Hills city limits, so confirm with LA County Public Health, Environmental Health before you plan on one3. The county's program reviews septic plans for unincorporated areas and contracted cities17; whether an Agoura Hills address falls under it is the question to ask.

Septic is unlikely to be an option on many lots. Property in the IH Indian Hills Design Overlay District cannot be developed with a private sewer system and must connect to the public sewer18. The overlay allows a private wastewater system only for a newly created lot when public sewer connection requires an offsite improvement and state law does not prohibit the exception19.

Soils are a second hurdle. Across Los Angeles County, only 6.6% of soils rate as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system20. We could not confirm a well permit rule for the city; Los Angeles County Environmental Health reviews wells in most of the county21.

Can you live in an RV or tiny home on your lot in Agoura Hills?

Agoura Hills regulates where recreational vehicles and motorhomes may sit on residential lots. No recreational vehicle or motorhome may be located within the required front or rear yard of a residential lot6. In the RM or RS zones, vehicles over six feet tall may not be parked for more than 48 hours within five feet of a side property line6. We could not confirm whether the city allows anyone to live in an RV on a lot; ask the Planning Division8.

For tiny homes, the city adopted Appendix BB (Tiny Houses) of the residential code4, but we could not confirm any occupancy allowance or restriction. California's framework treats a tiny home on a chassis with axles as an RV, camping cabin or park trailer, and one on a foundation as subject to the building code22. Camping inside city parks is allowed only in designated areas23. Accessory dwelling units and junior ADUs are allowed under the city's ADU standards and state law7.

Building a home in Agoura Hills: the steps, in order

  1. Find the parcel's zoning district on the city zoning map and check lot size and setbacks with the Planning Division248.
  2. Confirm sewer or septic. Inside the Indian Hills overlay, plan on public sewer18; elsewhere ask LA County Public Health3.
  3. Apply in writing to the Building Official and get each required permit before work starts1.
  4. If the project involves grading, get a grading permit unless it is exempt1.
  5. Schedule inspections through your dashboard on MGO Connect15.
  6. For a new structure, the final inspection leads to a certificate of occupancy15.

What stays with Los Angeles County, and what to check before you buy

Los Angeles County's rules for unincorporated land do not apply inside Agoura Hills; the county planning department covers areas outside any city25. For land outside city limits, see the Los Angeles County page.

Check these before buying. First, the district and zoning map designation, since minimum lots run from 17,500 square feet in RH12 to 1 acre in RV10. Second, whether the lot sits in the Indian Hills overlay, which requires public sewer18. Third, subdivision plans: tentative maps for land divisions must show water wells, septic and leach lines among other items26. Fourth, property tax: Los Angeles County's effective property tax rate is 0.7%27. We could not confirm floodplain or short-term rental rules inside the city; ask the Planning Division8.

Watch-outs

  • Agoura Hills' septic and well authority inside city limits is unconfirmed; call LA County Public Health, Environmental Health before assuming a septic system is possible3.
  • Los Angeles County planning and building counters serve unincorporated land only, so a lot inside Agoura Hills goes to the city's Building & Safety and Planning divisions instead14.
  • Agoura Hills could not be confirmed to allow living in an RV on a lot; the confirmed rule only keeps RVs out of required front and rear yards6.
  • Building permit fees, owner-builder procedures, floodplain rules and short-term rental rules inside Agoura Hills were not confirmed; ask the Building & Safety Division15.
