Does Bradbury, CA have zoning, and what does it mean for lot size and home size?

Yes. The City of Bradbury administers its own Development Code and zoning districts for land inside city limits2. The districts we reviewed are R-7,500, R-20,000, A-1, A-2 and A-5, and other districts may exist elsewhere in the code4.

Minimum dwelling size depends on the district. A primary dwelling in R-7,500 must be at least 1,500 square feet5. In R-20,000 the minimum is 1,850 square feet9. In A-1 it is 2,250 square feet10, and in A-2 and A-5 it is 2,500 square feet611.

Buildings in R-20,000 and A-1 may not exceed the lesser of the height approved under the ridgeline and view preservation rules or 28 feet1213. In R-7,500, the limit is one story and 28 feet, though the principal single-family dwelling may have two stories14. Look up the parcel's district on the city's zoning map before you make an offer.

Do you need a building permit in Bradbury, and who issues it?

Yes. All new construction and remodeling activity inside Bradbury city limits requires building permits and Planning Department approval1. The city's flyer lists new dwellings, roofs, doors and windows, water heaters, walls and fences, pools and tennis courts, interior remodeling, barns, paddocks, corrals, patio covers, grading and additions of enclosed floor area115.

The City of Bradbury issues these permits itself. Bradbury has adopted the Los Angeles County residential code, as amended, with the 2026 California Residential Code16. Development in floodprone areas, including manufactured-home placement, also needs a development permit from the city17.

We could not confirm whether Bradbury offers an owner-builder exemption from its permit rules, so ask City Hall at (626) 358-321815. California law lets owners who build on their own property avoid the contractor-licensing requirement, but that does not remove the city permit18.

How do septic permits work inside Bradbury?

Septic is handled by Los Angeles County, not by Bradbury City Hall. Property owners submit plans for a new or modified onsite wastewater system to the county's Onsite Wastewater Treatment Program for review and approval3. The program reviews designs and records and performs site and installation inspections before it issues final system design approvals19.

Approved, stamped plans can then go to the local Building and Safety Department to obtain building permits3. In practice, order matters: get the septic plans approved first, then file for the city building permit.

The county program reviews soil evaluations and percolation test data20. Across Los Angeles County, about 7% of soils rate as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system21. Call (626) 430-5380 to confirm what your lot needs20.

Can you live in an RV or tiny home on your land in Bradbury?

We could not confirm a rule that allows living in an RV, a tiny home or a manufactured home on a Bradbury lot. The code regulates storage and parking of recreational vehicles in certain yard areas, but no provision establishing residential RV occupancy turned up in what we reviewed, and no tiny-home rule turned up either. Call Bradbury City Hall at (626) 358-3218 before planning to live in either one15.

What the city does allow is an accessory dwelling unit. An attached or detached ADU must be a permanent structure on a permanent foundation with living, sleeping, food-preparation, sanitation and bathing provisions7. The maximum size is 1,000 square feet7. Short-term rental of an ADU is prohibited8.

Building a home in Bradbury: the steps, in order

  1. Check the parcel's zoning district and any homeowner association rules. The city flyer notes that projects in Bradbury Estates or Woodlyn Lane Estates may need approval under CC&Rs15.
  2. Get septic plans approved by the county Onsite Wastewater Treatment Program if the lot is not on sewer3.
  3. File a development permit application with the Planning Department; Planning Department approval is required along with building permits1.
  4. Submit plans for plan check, and pay all fees before construction begins1.
  5. Call the Building Department for an inspection as each phase is completed, including foundation, framing and final; work cannot proceed until each phase is signed off22.
  6. Obtain City Engineer and Planning approval, then request the final inspection and Certificate of Occupancy23.

What stays with Los Angeles County, and what to check before you buy in Bradbury

Septic plan review stays with the county's Onsite Wastewater Treatment Program3. The county's rules for unincorporated land do not apply inside Bradbury; for land outside city limits, see the Los Angeles County page.

Before you buy, confirm the zoning district, the minimum dwelling size for it, and whether the lot is in a floodprone area that needs a development permit17. Driveway work that connects to a state highway needs a Caltrans encroachment permit24. We could not confirm a general city driveway-access rule or a well-permit rule for land inside Bradbury, so ask City Hall and the county before you commit.

Los Angeles County's effective property tax rate is 0.7%25.

Watch-outs

  • We could not confirm whether Bradbury offers an owner-builder exemption, an agricultural permit exemption or a well-permit requirement; ask City Hall at (626) 358-321815.
  • Short-term rental of an ADU or junior ADU is prohibited in Bradbury8.
  • Projects in Bradbury Estates or Woodlyn Lane Estates may also need homeowner association approval under CC&Rs15.
