Zoning, building permits and septic rules in Diamond Bar, California

Diamond Bar, California has its own zoning: the City Planning Division administers the zoning and subdivision ordinances1. The City Building and Safety Division enforces California building codes inside city limits2, so building permits come from City Hall, not Los Angeles County Public Works. We could not confirm who issues septic permits inside Diamond Bar; Los Angeles County Environmental Health is the office to ask.

Does Diamond Bar have zoning, and what does it mean for lot size, setbacks and height?

Yes. The City of Diamond Bar Planning Division prepares and administers the zoning and subdivision ordinances inside city limits111. The residential districts are RR, RL, RLM, RM, RMH, RH and RH-30, and the special-purpose districts are AG, OS, REC and SP12.

The two lowest-density residential districts show the range. In the RR rural-residential district, new subdivision parcels need at least 1 acre3, the front setback is 30 feet13, lot coverage tops out at 30 percent14 and structures can reach 35 feet5. In the RL district, the minimum parcel is 10,000 square feet4, the front setback is 20 feet15, coverage is capped at 40 percent16 and height is capped at 35 feet6.

Hillside lots add extra setback measurement rules13. Look up a parcel's district on the city's GIS map or call the Planning Division before you make an offer.

Do you need a building permit in Diamond Bar, and who issues it?

Diamond Bar issues its own building permits. The Building and Safety Division enforces California building codes inside city limits172, and California law requires a separate permit from the building official for each building or structure before construction, alteration or repair begins18. Los Angeles County Public Works handles building permits only for unincorporated areas, so it is the wrong counter for a Diamond Bar address.

We could not confirm whether every category of small work, such as sheds or fences, needs a permit in the city; ask the Building and Safety Division before assuming any project is exempt. Owner-builders can use the state contractor-license exemption, but California still requires the owner-builder to sign the permit application and pass codes and inspections919.

The city's fee schedules for building and planning are published; the Fiscal Year 2026 schedules took effect July 1, 2025, and credit-card payments may carry a 2.5% bank processing fee20.

How do septic permits work inside Diamond Bar?

We could not confirm whether Diamond Bar sends septic permits to a city office, to Los Angeles County Public Health, or elsewhere. California's septic rules are set statewide, and local agencies such as county environmental health departments issue the permits for new and replacement systems2122.

The office to call first is the Los Angeles County Department of Public Health Onsite Wastewater Treatment Program, which reviews plans, soil evaluations and percolation test data for the county23. Ask whether it covers your Diamond Bar address and whether the lot can connect to public sewer instead. We also could not confirm sewer connection rules or private well permits inside the city, so confirm both with the Building and Safety Division before relying on either.

Conventional drain fields rate poorly across Los Angeles County: only about 6.6% of county soils are rated not limited for them, so expect a site evaluation24.

Can you live in an RV or tiny home on your land in Diamond Bar?

We could not confirm any Diamond Bar rule for living in an RV or tiny home on private land, so do not assume it is allowed. California's state rule is that RVs are not intended as permanent dwellings, and unless a local ordinance allows otherwise, RV occupancy is generally limited to mobilehome parks or special occupancy parks25. The city's camping rule is about public property, where camping is prohibited outside designated city areas and approved events26.

A tiny home is allowed under state law only if it is approved as a HUD-code manufactured home, a California Residential or Building Code home, factory-built housing, an RV, a park trailer or a camping cabin, and only where the location is approved for that classification27. Short-term rentals of homes or rooms for fewer than 30 days are prohibited citywide7. Ask the Planning Division before you buy.

Can you add an accessory dwelling unit in Diamond Bar?

State law covers accessory dwelling units. Approval of an ADU or junior ADU is ministerial, with no discretionary review or hearing, and the local permitting agency must tell you within 15 business days whether the application is complete8. Inside Diamond Bar, the Planning Division clears the project first, and Building and Safety then runs plan check28. We did not confirm the city's own ADU size limits, so ask the Planning Division for them.

Building a home in Diamond Bar: the steps, in order

  1. Call the Planning Division to confirm the parcel's zoning district, setbacks, lot coverage and height1112.
  2. Get Planning Division clearance. Plans must be reviewed and approved by Planning before a plan check is filed with Building and Safety, and some projects need approval from the Planning Director, Planning Commission or City Council first28.
  3. Submit electronic plans for plan check. They usually include floor plans, structural plans and energy calculations, and staff email fees and further review steps afterward28.
  4. Check whether the lot is in a special flood hazard area. New construction there must be anchored and use flood-resistant materials, and lowest-floor elevation requirements apply29.
  5. Settle sewer or septic with the county Onsite Wastewater Treatment Program23.
  6. Schedule inspections at least the day before; the city inspects Monday through Thursday, 9 a.m. to 5 p.m., except holidays30.

What stays with Los Angeles County, and what to check before you buy

Diamond Bar's rules apply inside city limits only. For land outside the city, use the Los Angeles County page, where unincorporated-area rules differ.

Septic and wells are the items most likely to sit with the county or state rather than the city; California requires well permits from the local environmental health agency or water district31. A driveway that connects to a State highway needs a Caltrans encroachment permit32.

Costs are county-level: Los Angeles County's effective property tax rate is 0.7%33, the median property tax bill is $5,438 a year34 and the typical home value is $888,42635.

Watch-outs

  • Search results for Diamond Bar often show Los Angeles County Public Works or County Planning, but those offices serve unincorporated land; inside city limits, building permits and zoning come from City Hall21.
  • We could not confirm septic authority, sewer connection or private well rules inside Diamond Bar; ask the Building and Safety Division and the county Onsite Wastewater Treatment Program23.
  • Planning Division clearance comes before Building and Safety plan check, so budget time for two reviews28.
  • The 2025 California Building Standards Code applies to permit applications dated on or after January 1, 202636.
