Los Angeles County, California

Zoning, building permits and septic rules in Huntington Park, California

Huntington Park, California requires building plans and permits for most residential construction on private property, and the city's Building & Safety Division issues them1. The city administers its own zoning code, not Los Angeles County2. Septic is not confirmed inside the city: the city's sewer code requires a permit from the building department for any public sewer connection3. Ask the Los Angeles County Department of Public Health about septic.

Do you need a building permit in Huntington Park, California?

Yes, for most work. Huntington Park says building plans and permits are required for most residential, commercial and industrial construction on private property, whether new, added, remodeled or altered1. Permits also cover electrical, mechanical, plumbing, signs, solar and EV charger work1. For a specific project, the city tells applicants to call the building division to find out whether a permit is needed9.

The county's permit rules do not apply here. Los Angeles County Public Works issues building permits for unincorporated land, and the county page notes that properties outside its jurisdiction may be handled by another office10. Inside Huntington Park, that other office is the city.

Only properly licensed persons, or persons specifically exempt under Business and Professions Code section 7044, may pull a permit for code-regulated work6. Owners who pull permits must do the work safely and carry workers' compensation for others on the project, except owners living on the property and immediate family living there6.

Who issues building permits in Huntington Park, and how do you reach them?

The City of Huntington Park Building & Safety Division issues building permits for construction inside the city8. Call (323) 584-6271, email building@hpca.gov, or visit 6550 Miles Avenue, Huntington Park, CA 90255, care of Building & Safety8.

The division enforces the 2025 California Building Standards Code. Plan check submittals on or after January 1, 2026 must comply with the 2025 code, and submittals before that date may follow the 2022 code if the plan check has not expired5.

The city's published page does not lay out the full permit steps or forms, so ask the division which documents your project needs9. We could not confirm the city's inspection schedule, certificate of occupancy rules or building permit fees; ask the division.

Does Huntington Park have zoning, and what does it mean for lot size, setbacks and ADUs?

Yes. Huntington Park administers its own zoning under Title 9 of the city code, with residential district standards in Chapter 42. The residential districts are R-L (low-density), R-M (medium-density) and R-H (high-density)4. There is no agricultural or rural-residential district in the residential article11.

In R-L, the main single-family district, the minimum lot is 5,000 square feet, 45 feet wide and 80 feet deep, though lots created before 2019 with no more than one dwelling are exempt11. Setbacks are 20 feet in front, 10 feet at the rear and 4 feet on each side, plus 1 foot per story above one12. Buildings may cover up to 45% of the lot13 and main structures may be up to 35 feet and 2 stories tall14.

Accessory dwelling units are permitted in R-L, R-M and R-H, subject to Article 26 of the zoning code7. Manufactured homes on permanent foundations are permitted in R-L15. Commercial, mixed-use and overlay zones were not reviewed here; ask the city.

How do septic permits work in Huntington Park?

We could not confirm any septic rule inside Huntington Park. What the city's code does say is that anyone connecting to the public sewer must first get a permit from the building department3. Whether a new home must connect when sewer is nearby is not something we located in the city code3.

For Los Angeles County's unincorporated land, the county Department of Public Health reviews and approves septic plans under its Local Agency Management Program, which also reaches contracted cities16. Whether that program covers an address in Huntington Park is unconfirmed, so call the LA County Environmental Health Onsite Wastewater Treatment Program at (626) 430-5380 before assuming a septic system is possible17. Wells inside the city were not researched; the state says local agencies such as county environmental health departments permit and enforce well rules18.

Can you live in an RV or tiny home in Huntington Park?

We could not confirm it. The residential zoning article we reviewed contains no recreational vehicle rule, and the general regulations chapter was not reviewed2. Tiny-home and camping rules inside the city are also unconfirmed, so ask the Building & Safety Division before parking or placing anything to live in8.

California's tiny-home guidance may help frame the question: a tiny home on a chassis with axles is treated as an RV, camping cabin or park trailer, while one on a foundation must meet the California Building Standards Code or factory-built housing standards19. Los Angeles County's ban on living in an RV applies to unincorporated land, not to a city's lots20.

Building a home in Huntington Park: the steps, in order

  1. Confirm the lot's zoning district under Title 9 and check lot size, setbacks, coverage and height2.
  2. Call the Building & Safety Division at (323) 584-6271 to confirm what permits the project needs8.
  3. Prepare plans to the 2025 California Building Standards Code for submittals on or after January 1, 20265.
  4. Use a licensed contractor, or confirm you qualify as an exempt owner under Business and Professions Code section 70446.
  5. Get a sewer connection permit from the building department before connecting to the public sewer3.
  6. Ask the division about inspections, since the city's page does not publish a schedule8.

What stays with Los Angeles County, and what to check before you buy

Inside city limits, the county's building and zoning rules do not apply; the county's Title 22 zoning covers unincorporated areas only21. For land outside any city, see the Los Angeles County page.

Before buying in Huntington Park, ask the city about floodplain status, driveway access and building permit fees, which we could not confirm. Typical home value in Los Angeles County is about $888,42622, and the county's effective property tax rate is 0.7%23. Huntington Park is a dense urban city, not rural land. A conventional septic system is rarely an option here; only 6.6% of county soils rate as not limited for a drain field24.

Watch-outs

  • Septic rules inside Huntington Park are unconfirmed; call LA County Environmental Health at (626) 430-5380 and the city Building & Safety Division at (323) 584-6271 before planning a septic system178.
  • Plan check submittals on or after January 1, 2026 must follow the 2025 California Building Standards Code, and outdated code information will not be accepted5.
  • Do not rely on Los Angeles County's unincorporated-area rules for a Huntington Park lot; they apply only outside cities21.
