Building permits, zoning and septic rules in Montebello, California

Montebello, California issues its own building permits through the city's Building & Safety Division1 and administers its own zoning code through the Planning Division2. Los Angeles County's unincorporated-area rules do not apply inside city limits3. We could not confirm who permits septic systems inside Montebello; ask city Building & Safety first and the county's Onsite Wastewater Treatment Program second.

Does Montebello have zoning, and what does it mean for lot size, setbacks and manufactured homes?

Yes. The City of Montebello Planning Division is responsible for implementing the city's general plan and zoning code2. Los Angeles County's Title 22 zoning applies to the unincorporated area, not automatically to cities such as Montebello3.

Dimensional rules depend on the district. In the R-1 Single-Family Residential zone, every one-family dwelling needs at least 1,200 square feet of floor area and must be at least 20 feet wide4. New lots in R-A and R-1 need 5,000 square feet south of Beverly Boulevard and 6,000 square feet north of it10. Residential zones require a 20-foot front setback and 5 feet on the side for habitable buildings11. R-A and R-1 lots allow 40% lot coverage including accessory structures and patio covers5 and buildings up to 35 feet tall6.

A manufactured home in the R-1 zone must be certified under the National Mobile Home Construction and Safety Standards Act of 1974, sit on a permanent foundation, and meet the same development standards as other one-family dwellings12.

Do you need a building permit in Montebello, and who issues it?

Montebello's Building & Safety Division issues building, electrical, plumbing, mechanical and grading permits inside city limits1. The division asks you to contact it before starting any project to find out whether city approvals, permits and inspections are required1. Do not send a Montebello address to the Los Angeles County Public Works counter: the county issues permits for properties in unincorporated Los Angeles County, and another office may handle a property outside that jurisdiction13.

The city has adopted the 2019 California Residential Code with later amendments14, and the 2025 California Building Standards Code applies to permit applications filed on or after January 1, 202615. Building permit fee amounts are set by city council resolution, not in the municipal code16.

The permit counter is open Monday through Thursday and closed Friday1. California's owner-builder exemption from contractor licensing exists, but owner-builders remain responsible for obtaining building permits and passing inspections17. We could not confirm Montebello's own owner-builder procedure, so ask Building & Safety.

Can you build an accessory dwelling unit in Montebello?

Montebello's code permits second dwelling units as a matter of right in the R-1 and R-A zones when the lot has one existing single-family dwelling9. The city's text caps a detached unit at 1,200 square feet and bars units on substandard lots9. That ordinance text predates recent state ADU amendments, so state law may override some limits9. California requires ADU applications to be approved ministerially, without discretionary review or a hearing, and the permitting agency must tell you within 15 business days whether the application is complete18. Confirm current standards with the Planning Division2.

How do septic permits work inside Montebello?

We could not confirm who permits septic systems inside Montebello city limits; the city's code sections we reviewed do not say. Los Angeles County's Department of Public Health reviews and approves onsite wastewater treatment systems under its Local Agency Management Program for residents of unincorporated areas and contracted cities7, and in the unincorporated area an application and plan approval are required before any work begins19. Whether a Montebello address falls under that program is not confirmed, so call Building & Safety1 and then the county Onsite Wastewater Treatment Program20.

California lets local agencies run septic programs consistent with the state's onsite wastewater policy21. Los Angeles County-wide, only 6.6% of soils rate as not limited for a conventional drain field22, so expect a site evaluation if septic is ever proposed. Wells are also unconfirmed inside the city; local enforcing agencies administer well permits in California23.

Can you live in an RV or tiny home in Montebello?

We could not confirm a Montebello rule on living in an RV or tiny home on private residential land; ask the Planning Division2. The rules we did confirm are narrow. Camping in a public park inside the city requires permission of the director of parks and recreation, and that rule does not cover private land8. In flood zones, RVs must be on site fewer than 180 days and road-ready, or meet permit and elevation requirements24.

State law gives the baseline: RVs are not intended as permanent dwellings, and unless a local ordinance allows otherwise they generally may be occupied only in mobilehome parks or special occupancy parks25. A tiny home on a chassis with axles and 400 square feet or less of floor area is treated as an RV, while one on a foundation must meet the California Building Standards Code or factory-built housing standards26.

Building a home in Montebello: the steps, in order

  1. Call the Planning Division at (323) 887-1478 to confirm your parcel's zone and its lot, setback, coverage and height limits2.
  2. Confirm the zone allows your use, such as a one-family dwelling or an accessory dwelling unit9.
  3. Contact Building & Safety at (323) 887-1497 before starting, to learn which permits and inspections apply1.
  4. Submit plans for plan checking and pay the permit fee set by city council resolution16.
  5. Ask Building & Safety and the county Onsite Wastewater Treatment Program who handles wastewater for your address20.
  6. Request inspections as work proceeds; inspections are done only during city hours, Monday through Thursday1.

What stays with Los Angeles County, and what to check before you buy in Montebello

For land outside Montebello's city limits, see the Los Angeles County page; the county's unincorporated-area rules do not govern lots inside the city3.

Before buying inside the city, check whether the lot sits in a special flood hazard area: new construction and substantial improvements there must be anchored against flotation, collapse and lateral movement, and manufactured homes must be elevated on a permanent foundation to or above base flood elevation24. Los Angeles County's effective property tax rate is 0.7%27, and its typical home value is $888,42628.

Watch-outs

  • Search results for Montebello permits often show Los Angeles County Public Works, but the county issues building permits for unincorporated land only13.
  • Montebello's permit counter and inspections run Monday through Thursday only, so plan around the Friday closure1.
  • We could not confirm septic authority, wells, certificate of occupancy or a residential RV rule inside Montebello; call Building & Safety1 and the Planning Division2 before relying on any of them.
  • The city's ADU ordinance text predates recent state ADU amendments, so state ADU law may override its limits9.
