Does Rosemead, California have zoning?

Yes. The City of Rosemead adopts and administers its own zoning code, Title 17, with R-1, R-2 and R-3 residential districts1. Commercial and industrial districts include C-1, C-3, C-4, CBD, P-D, CI-MU and M-110. The Garvey Avenue Specific Plan has its own standards1.

Rules differ by district. Minimum lot area is 6,000 sq ft in R-1 and R-2 and 10,000 sq ft in R-35. A house in R-1 needs a ground floor of at least 1,000 sq ft, and one in R-2 at least 750 sq ft, both excluding open porches and garages67. The front yard for the main building is 20 ft in R-1 and R-2 and 15 ft in R-311. Height is limited to 2 stories and 30 ft in R-1 and R-2, and 3 stories and 35 ft in R-312.

For zoning questions, contact the Planning and Economic Development Division13.

Do you need a building permit in Rosemead, and who issues it?

Rosemead has its own Building and Safety Division, which takes permit forms at 8838 E. Valley Blvd2. We could not confirm the city's building permit thresholds or fees, so call the division before you start any project.

Los Angeles County Public Works issues building permits only for unincorporated land14. A Rosemead address is inside a city, so the county counter is the wrong office for it.

California's owner-builder exemption covers contractor licensing; it does not by itself waive local building permits or inspections9.

How do septic permits work inside Rosemead?

We could not confirm who issues septic permits inside Rosemead city limits. LA County Public Health reviews and approves septic systems for unincorporated areas and contracted cities15; whether it covers an address in Rosemead is something to confirm with that office before you buy.

In unincorporated Los Angeles County, plan approval is required before any septic work begins16. That is the county's rule for unincorporated land, not a confirmed Rosemead rule. Ask the city's Building and Safety Division and the county's Onsite Wastewater Treatment Program which of them handles your address23.

Can you live in an RV, tiny home or manufactured home in Rosemead?

RVs: no. The city code says that at no time may a recreational vehicle be used for living purposes, though a temporary non-fee permit can be issued for up to two weeks in any six-month period4. RVs may be parked only in R-1 and R-2 side and rear yards, screened by a six-foot fence or wall, on a paved surface4.

Manufactured homes: a manufactured housing unit counts as a single-family dwelling under the residential district standards, with a permanent masonry or concrete foundation and a minimum 4:12 roof pitch17.

Tiny homes: we could not confirm a Rosemead rule. California requires that a tiny home be approved as a recognized structure type, such as a California Residential Code home, factory-built housing or an RV18. Ask the Planning and Economic Development Division13.

Can you add an accessory dwelling unit in Rosemead?

Yes, in zones that allow residential use. The Community Development Director approves an attached or detached ADU after administrative site plan and design review8. A detached ADU must be at least 150 sq ft, cannot be sold separately, and cannot be used as a short-term rental8. California law requires ADU applications to be handled ministerially, without a hearing19.

Building a home in Rosemead: the steps, in order

  1. Confirm your lot's zoning district and its lot size, setback and height limits with the Planning and Economic Development Division113.
  2. Check whether the parcel is in a flood-prone area, where the city requires anchoring, flood-resistant materials and elevated utilities20.
  3. Ask the city and LA County Public Health who handles septic at your address3.
  4. Submit permit forms to the city's Building and Safety Division2.
  5. Request inspections from the Building and Safety Division as work proceeds2.

What stays with Los Angeles County, and what to check before you buy

Unanswered questions are usually a sign that Rosemead publishes no rule on the point, not that none exists. Los Angeles County’s page lists the county offices to call.
