Does Rocklin, California have zoning, and what does it mean for RVs, tiny homes and lot size?

Rocklin adopts and administers its own zoning in Title 17 of the municipal code, with residential zones such as R1-3.5, R-2, R-3, RA-5 and RA-101. Placer County's zoning ordinance covers only the unincorporated parts of the county, so it does not govern a lot inside Rocklin10.

Lot size depends on the zone. In the R1-3.5 zone, the minimum lot area is 3,500 square feet8. In the RA-5 residential agricultural zone, the minimum is five net acres11. In R1-3.5, a house needs a front setback of at least 10 feet for the porch and living area, and 18 feet to the garage face12.

Manufactured homes are allowed on residential single-family lots if they meet city criteria, including a permanent foundation and roof overhangs of at least 16 inches7. We could not confirm a Rocklin rule specific to tiny homes, so ask the Building Division before you plan one3.

Do you need a building permit in Rocklin, and who issues it?

Inside Rocklin, the City of Rocklin Building Division is the office to contact about building permits3. Placer County's own building pages tell applicants whose property lies within a city limit to contact that city's building department instead of the county13, and its septic page names Rocklin specifically4.

We could not confirm Rocklin's permit thresholds, fees or owner-builder rules from the city's own pages, so call the Building Division before you assume anything is exempt. California's owner-builder rules concern contractor licensing; they do not by themselves exempt a project from local permits or inspections14. The county's building permit rules, fees and owner-builder paperwork apply to unincorporated land; see the Placer County page for that.

How do septic permits work for a Rocklin address?

Septic systems are not a city building matter. Placer County Environmental Health provides permitting and inspections for septic systems in the county5. Where public sewer is unavailable for a new home, the county requires a septic system, and a Septic Construction Permit application with supporting documents must be submitted; incomplete applications cannot be processed4.

If the parcel has no soils testing report, soils testing by a sewage disposal consultant and an Environmental Health representative is required first4. We could not confirm how many Rocklin lots are on sewer versus septic, so ask Environmental Health15 and the Building Division3 which applies to your address.

Well permits are also a county matter: only a well driller with a C-57 license can apply for a well permit in Placer County16.

Can you live in an RV or tiny home in Rocklin?

Living in an RV is not allowed inside Rocklin. The municipal code says no person shall use any accessory vehicle for living or sleeping purposes except as specifically provided in Title 172. Utility connections for water, sewer or power are treated as evidence of residence, and accessory vehicles may not be stored in front or street-side setbacks, driveways or public streets for long stretches2.

A short stay is a different matter. Camping on private property in Rocklin with the owner's written consent is allowed for no more than two consecutive nights, and that rule gives way to the RV living ban where the two conflict6. For a tiny home, we could not confirm a Rocklin provision; contact the Building Division3.

Building a home in Rocklin: the steps, in order

  1. Confirm the parcel's zone and whether your plan fits it under Title 171.
  2. Check whether the lot is on public sewer; if not, contact Placer County Environmental Health for soils testing and a Septic Construction Permit4.
  3. Ask the City of Rocklin Building Division what a building permit application needs3.
  4. If the parcel is in a mapped flood zone, plan for floodplain rules: manufactured homes in zones A1-30, AH and AE must have the lowest floor at least two feet above base flood elevation17.
  5. If you are dividing land, expect a tentative map under Rocklin's subdivision rules in addition to the state Subdivision Map Act18.

What stays with Placer County, and what to check before you buy in Rocklin

The county's rules for building permits, zoning and driveways apply to unincorporated Placer County, not to Rocklin city lots19. If the land you are looking at sits outside city limits, use the Placer County page instead. Septic and wells stay with county Environmental Health either way5.

Before buying, confirm whether the address is inside city limits, check its zone, and ask whether it has sewer. Short-term rental plans need a city permit and are limited to 90 days per year9. Property taxes are county-level: Placer County's effective property tax rate is 0.9%20.

Watch-outs

  • Rocklin's rule against living in an RV applies to any property inside the city, even your own lot2.
  • Utility hookups at an RV count as evidence that someone lives there2.
  • We could not confirm Rocklin's building permit thresholds, fees or inspection steps from the city's own pages; call the Building Division before starting work3.
  • County pages for building permits, zoning and driveways describe unincorporated land only; do not apply them to a lot inside Rocklin19.

Unanswered questions are usually a sign that Rocklin publishes no rule on the point, not that none exists. Placer County’s page lists the county offices to call.
