Does Poway, California have zoning, and what does it mean for lot size and height?

Yes. Poway adopts its own zoning in Title 17 of the city's municipal code, and residential zones are covered by Chapter 17.081. The residential zones are RR-A through RR-C, RS-1 through RS-7, RC and RA10. Zoning is set by the city, not by San Diego County, whose Zoning Ordinance covers only land that is not part of a city3.

The main single-family district, RS-1, appears to require 20,000 square feet of net lot area, and the rural-residential zones are printed as a range from 1 acre to 40 acres; confirm your parcel's zone against the printed code45. RS-1 lot coverage tops out at 35 percent11. Residential buildings are capped at 35 feet or 2 stories, whichever is less, unless an adopted specific plan says otherwise6.

To find your parcel's zone, the Planning Division points to the city's GIS site, and parcels labeled Planned Community or Planned Residential follow a specific plan instead8. We could not confirm setbacks for the rural-residential zones; ask the Planning Division.

Do you need a building permit in Poway, and who issues it?

Yes, with limited exceptions. The City of Poway states that a building permit is required anytime you construct, alter, move, add to, repair or demolish a structure inside the city2. The city's Building Division handles plan check, permitting and inspection, and contracts with Esgil Corporation to provide those services2. Questions go to the Building Division at 858-668-46442.

Applications are online only2. Zoning and planning questions go to the Planning Division at 858-668-4610, at City Hall, 13325 Civic Center Drive8. Since July 1, 2024, single-family homes no longer need a Minor Development Review application8.

San Diego County's Planning & Development Services issues building permits only for unincorporated land12. A Poway address does not go to the county counter.

How do septic permits work inside Poway?

We could not confirm who issues septic permits inside Poway city limits. Poway's municipal code has a chapter on subsurface sewage systems, but we did not confirm its permit process or issuing office7.

San Diego County's septic rules are written for unincorporated areas and for cities that have delegated authority to the County13. We did not find that delegation for Poway. Where public sewer is within 200 feet of a building or abuts the lot, the county's rule requires connection, but that rule is also written for unincorporated and delegated areas14.

For a Poway lot, ask the City Building Division first, then the County's Land and Water Quality Division at (858) 565-51737. Countywide soil data rates only 12.3 percent of soils as not limited for a conventional drain field, so expect a site evaluation15.

Can you live in an RV or tiny home on your land in Poway?

We could not confirm Poway's rules for RVs, tiny homes on wheels or temporary camping on private lots. The city's residential chapter sends temporary uses to a separate chapter of the municipal code, which we could not confirm8. Ask the Planning Division at 858-668-4610 before you buy a lot with a trailer in mind8.

Outside city limits, in unincorporated San Diego County, the county states that RVs are not approved for permanent habitation on private lots16. That is the county's rule and does not automatically apply inside Poway.

Accessory dwelling units are one option the city does regulate. An ADU or junior ADU needs a building permit, and an ADU must be one story and no higher than 16 feet1718. An attached ADU cannot exceed 50 percent of the main home's floor area17.

Building a home in Poway: the steps, in order

  1. Confirm your parcel's zone and any specific plan on the city's GIS site, then call the Planning Division at 858-668-46108.
  2. Check lot size, lot coverage and height against Chapter 17.086.
  3. Ask the Building Division at 858-668-4644 whether the city or the County handles septic or sewer at your address2.
  4. Have a qualified drafter, designer, architect or engineer prepare plans for a new residence; the Building Division lists the required drawings2.
  5. Submit the building permit application online2.
  6. Expect a first review of up to 10-12 business days for building and up to 28 calendar days for planning and engineering2.
  7. Book inspections through the Building Division until final sign-off2.

The city's driveway rules limit paved driveway and parking area to 50 percent of the required front yard19.

What stays with San Diego County, and what should you check before you buy in Poway?

Inside Poway, the city decides zoning and building permits. For land outside the city limits, use the San Diego County page, because the county's rules apply only to unincorporated land3.

Wells are regulated countywide: the County Department of Environmental Health and Quality requires a permit to install or modify a well in San Diego County20. We could not confirm any extra Poway well rule.

Before you buy, confirm the zone and any specific plan, ask who handles septic at the address, and check whether the lot is on public sewer. County figures give context: San Diego County's typical home value is about $940,98621, and its effective property tax rate is 0.7 percent22. The county also shows 13 inches of annual precipitation23.

Watch-outs

  • Septic: we could not confirm whether the city or San Diego County permits septic systems at a Poway address; the County's rules are written for unincorporated and delegated areas13.
  • Lot size: the RS-1 figure comes from a printed table with unlabeled columns, so confirm your parcel's minimum with the Planning Division4.
  • Specific plans: parcels marked Planned Community or Planned Residential follow their own specific plan for uses and setbacks8.
  • RVs and tiny homes: not confirmed in Poway's code; ask the Planning Division before relying on a county rule8.

Unanswered questions are usually a sign that Poway publishes no rule on the point, not that none exists. San Diego County’s page lists the county offices to call.
