Inside Sonora, California, the City's Community Development Department oversees all building and planning activities, so building permits and zoning approval come from City Hall, not Tuolumne County1. Sonora has its own zoning code with districts such as R-1, RE and AR2. Septic permits stay with Tuolumne County Environmental Health3. Land outside city limits follows the county's rules instead.

Does Sonora, CA have zoning, and what does it mean for lots and setbacks?
Yes. Sonora, in Tuolumne County, adopts and administers its own zoning, separate from the county's2. Rules differ by district, so check the zoning map for your parcel first. In the R-1 single-family zone the minimum parcel area is 6,000 square feet6, required yards are 10 feet in front and 20 feet at the rear10, buildings may cover at most 35 percent of the parcel11, and height tops out at 35 feet and two stories12. The RE zone asks for 20 feet in front, 10 feet on the sides and 30 feet at the rear13. The AR zone asks for 50 feet in front, 20 feet on the sides and 50 feet at the rear14. We reviewed only the AR, RE and R-1 districts, so ask the City about any other zone4. Parcels cannot be divided below the zone minimums15.
Do you need a building permit in Sonora, and who issues it?
The City of Sonora Community Development Department oversees all building and planning activities in the city and issues the permits1. Its building inspector checks plans and inspects work against the California building codes and the City's zoning ordinance1. Sonora automatically adopts revised state building code editions each January 1 after the state adopts them, unless the council amends them16. A building permit is expressly required for ADUs and for mobile homes placed on foundations17. We could not confirm the City's exemption thresholds for small projects such as sheds or fences, so call the department at (209) 532-3508 before you skip a permit1. Land outside city limits falls under Tuolumne County's rules, where the county Building and Safety Division handles building permits18.
How do septic permits work inside Sonora?
Septic permits stay with Tuolumne County Environmental Health, not the City's building department19. A sewage disposal permit is required before work begins on a new, replaced or modified onsite system, and for a new dwelling it must be obtained before construction of the dwelling starts3. The county's fee schedule lists $1,025 for a standard septic system and $1,314 for a new alternative system3. Inside Sonora, a dwelling must connect to a sewage disposal system or sanitary sewer20. A parcel without public sewer needs at least 10,000 square feet per dwelling unit21. An ADU's on-site septic needs approval from both Tuolumne County Environmental Health and the City5. Wells are handled by local enforcing agencies such as county environmental health departments22; we could not confirm a separate City well rule.
Can you live in an RV or tiny home in Sonora?
Camping on private residential property in Sonora is limited to family, relatives and guests, monitored by a resident adult, and may not run past two consecutive nights without at least seven non-camping days7. That is not a rule for living in an RV, and we found no City provision allowing it, so ask Community Development before parking one for longer1. California generally limits RV occupancy to mobilehome parks and special occupancy parks unless a local ordinance allows otherwise23. Tiny homes can serve as ADUs if they sit on a foundation and meet the California Building Standards Code; a tiny home on a chassis is not permitted as an ADU unless modified8. Sonora also requires a Transient Use Permit for short-term rentals9.
Building a home in Sonora: the steps, in order
- Confirm your parcel's zoning district and its lot, setback and height rules with the City's Community Development Department at (209) 532-35081.
- Check whether the parcel has public sewer; if not, plan for county septic approval and the larger area per dwelling unit21.
- Apply to Tuolumne County Environmental Health for a septic permit before construction of a new dwelling begins3.
- Submit plans to the City for plan check and a building permit1.
- If the parcel is in a mapped flood zone, plan to raise the lowest floor of a manufactured home two feet above base flood elevation24.
- Schedule City inspections through the department1.
What stays with Tuolumne County, and what should you check before you buy?
Septic permits come from the county Environmental Health Division for every address, city or not19. Parcels outside Sonora's limits follow Tuolumne County's zoning and building rules, which are different from the City's25; see the Tuolumne County page. Before buying, confirm that the parcel is inside city limits, look at its flood zone, and ask the City for any fee schedule. Tuolumne County's effective property tax rate is 0.7 percent26, and the typical home value is $395,77227. We could not confirm the City's building permit fees or owner-builder rules, so ask Community Development.
Watch-outs
- The City's own page does not list small-project exemptions, so call Community Development at (209) 532-3508 before building a shed, fence or deck1.
- Tuolumne County's septic, setback and RV rules apply outside city limits, not inside Sonora, except that county Environmental Health still permits septic19.
- Short-term rentals inside Sonora need a Transient Use Permit9.
