Does Meeker, Colorado have zoning?

Yes. The Town of Meeker zones land inside its own limits through Title 18 of its municipal code, administered by the Planning Commission and the town planner1. The Community Development Department administers the Land Use Code, which the town also calls its zoning regulations2. Rezonings, subdivisions, platting and annexation go through the Planning Commission9.

In the single-family residential (SFR) district, a lot needs at least 7,500 sq ft and 50 ft of width6. The primary building needs a ground floor living area of at least 564 sq ft7 and may be 35 ft tall10. Lot coverage tops out at 50%11. We reviewed only the SFR district, so check the zoning map for any other district before you buy.

These are town rules. Land outside Meeker town limits falls under Rio Blanco County's zoning instead; see the Rio Blanco County page.

What are the setbacks in Meeker's single-family district?

In Meeker's SFR district, a primary building sits at least 25 ft from the front lot line12. Side setbacks are 10 ft, rising to 12.5 ft next to a street and dropping to 5 ft next to an alley12. The rear setback for a primary building is 20 ft, or 5 ft next to an alley12.

Short-term vacation rentals in the SFR district are a conditional use, so a spare cottage is not automatically a rental property13. Other districts were not reviewed; ask Community Development which district a specific parcel sits in2.

Do you need a building permit in Meeker, and who issues it?

We could not confirm Meeker's building permit steps, fees or inspection rules online. What the town's own pages show: the Community Development Department lists a building inspector and code enforcement officer on its staff, and publishes a list of adopted building codes that includes the International Residential Code, 2003 Edition2. Plan on a permit and inspections for a new home, and confirm the exact requirements with Community Development before you commit to a lot.

The county's rules do not cover town lots. Rio Blanco County says its Building Division issues permits for work in areas the county administers, which is land outside town14. Do not take the county's counter as the answer for an address inside Meeker.

Can you live in an RV in Meeker?

Only briefly on private land. Meeker's code allows occupying an RV on private property inside town in three cases: in a licensed RV park, as guest housing for up to 14 consecutive days in 30, or with a temporary use permit of up to one year from the Planning Commission3. RV park spaces are for temporary use and may not be permanent residences3. An unoccupied RV may be parked on private property if it meets zoning setbacks3.

So living in an RV on your own lot while you build is not allowed in Meeker without a temporary use permit. Town-owned parks have their own camping limit of 14 days in 3015.

Are tiny homes and manufactured homes allowed in Meeker?

Manufactured homes face conditions. The SFR district lists a mobile home as a restricted building type, and the home must sit on a permanent foundation designed and certified by a Colorado-licensed engineer or architect5. A nonconforming manufactured home can only be replaced with Planning Commission approval5.

For tiny homes, Colorado's Division of Housing approves tiny homes for long-term living, but the unit must also meet local zoning requirements16. We could not confirm a Meeker rule written for tiny homes, so ask Community Development whether a specific tiny home design fits a given district2.

How do septic permits work inside Meeker?

We could not confirm who issues septic permits inside Meeker town limits or whether your lot connects to town sewer. Colorado requires a permit from the local public health agency for any on-site wastewater system17, and every local board of health sets detailed rules within its area18.

Rio Blanco County's Building Division handles septic (OWTS) permits in the county and requires a Colorado-engineered plan4. Call that office first about any lot not on sewer, and ask Community Development about sewer connection for lots in town192.

Building a home in Meeker: the steps, in order

  1. Call the Town of Meeker Community Development Department to confirm the parcel's zoning district and whether the lot is on town water and sewer2.
  2. Check the lot size, setbacks and house size against the district rules; in the SFR district, a lot needs at least 7,500 sq ft6.
  3. If the lot is in a flood hazard area, plan the lowest floor at least 1 ft above base flood elevation8.
  4. Ask the town building inspector which permits and inspections apply2.
  5. If the lot is not on sewer, contact the county for a septic permit19.
  6. Any variance or rezoning goes to the Planning Commission9.

What stays with Rio Blanco County?

Septic permits, and everything outside Meeker town limits, stay with Rio Blanco County. The county's Building Division issues building permits and its Planning Department runs zoning in unincorporated areas1420. A driveway onto a county road needs a county driveway permit with a $65 fee21.

For costs, Rio Blanco County's effective property tax rate is 0.3%, and the median property tax bill is $837 a year2223. The county page has the full picture for land outside town: Rio Blanco County.
