Does Archer, Florida have zoning, and what does it mean for lots and setbacks?
Yes. The City of Archer zones land inside its limits, with districts A, R-1, R-2, R-3, C-1, C-2, ILW, I and CSV2. The Agricultural district allows one dwelling per 5 acres10.
Lot size depends on the district and on whether city water is available. In the Agricultural district a lot on septic with no city water needs 5 acres and 200 feet of width9. In R-1 the same lot needs 43,560 square feet (one acre) and 100 feet of width8.
Principal-building setbacks in the Agricultural district are 30 feet in front on a non-arterial road, 25 feet on the side and 25 feet in the rear11. In R-1 they are 25 feet in front, 25 feet on the side and 50 feet in the rear11. Frontage on an arterial road needs 75 feet in every district11. Maximum structure height is 65 feet in Agricultural and 40 feet in R-112.
Do you need a building permit in Archer, and who issues it?
Yes. Archer's city code requires a building permit from the city before you construct any building or structure inside city limits1. Alachua County's Building Division issues permits for unincorporated land, so a reader inside Archer should start with City Hall at13, not the county counter.
We could not confirm which city desk takes building permit applications, what the city charges, or whether the city has its own owner-builder rule. Call City Hall to ask. Florida law lets an owner act as their own contractor on a one-family or two-family home for the owner's own use, provided the home is not offered for sale or lease14.
Building permits are separate from septic permits, which come from the health department, not the city (see below).
How do septic permits work inside Archer?
Archer's city code allows only two ways to dispose of sewage: a connection to the city sewer system, or a septic system approved by the state department of health5. Inside the city, a new septic system needs a permit and must be one the state health department approves15.
The Florida Department of Health in Alachua County, Environmental Health, handles septic permits and inspections for Alachua County addresses, city or not416.
City sewer can take the choice away. A property bordering or within 200 feet of an existing public sewer must connect within 30 days after the city manager gives notice17. Property bordering or within 1,000 feet of the public water supply must connect to water on the same 30-day notice18.
Soils matter too: only about 15% of Alachua County soils rate as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system19.
Can you live in an RV, tiny home or accessory dwelling in Archer?
RVs: the only RV occupancy rule we confirmed lets a bona fide house guest use a travel trailer or motor home for up to 21 days in any calendar year, and RV parking belongs in the rear or side setback, not the required front setback6. We could not confirm any rule allowing an RV as a primary residence in Archer, so ask City Hall before you move one onto a lot.
Tiny homes: we could not confirm a tiny-home rule in Archer's code. Ask City Hall at13.
Accessory dwellings: Archer allows one accessory dwelling unit in the A, R-1, R-2 and R-3 districts10. The unit's living area cannot exceed 50 percent of the principal residence or 1,000 square feet, whichever is greater, and the owner must live in either unit7.
Building a home in Archer: the steps, in order
- Call City Hall at13 to confirm your parcel's zoning district and whether city water or sewer is within reach.
- If sewer is not available, ask the Alachua County health department for a septic site evaluation before you design the house16.
- Check the district's lot size, setbacks and height against your plans11.
- Apply for the city building permit; Archer's code requires it before construction starts1.
- Ask City Hall about flood-zone review, inspections and a certificate of occupancy; we could not confirm the city's process for these.
What stays with Alachua County, and what to check before you buy in Archer

Watch-outs
- Archer's city code requires a building permit, but we could not confirm the application process, fees or inspection steps, so call City Hall before you plan a schedule1.
- Septic permits come from the Florida Department of Health in Alachua County, not from Archer City Hall, even for lots inside city limits4.
- Property within 200 feet of a city sewer line can be required to connect within 30 days after notice, which can rule out a new septic system17.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
