Macclenny, Florida requires a building permit from the city's building inspector before any building is erected, moved, added to or structurally altered1. The city also sets its own zoning through its land development regulations2. Septic permits are issued by the health officer at the Florida Department of Health in Baker County, with city administrator approval on top inside Macclenny3.

Does Macclenny have zoning, and what does it mean for lot size and setbacks?
Yes. Macclenny divides the city into zoning districts shown on its official zoning map2. The base districts include RS-1 and RS-2 for single-family homes, RMH for mobile homes, RG, commercial and industrial districts9.
In the single-family districts, RS-1 lots need at least 10,000 square feet and 90 feet of width, while RS-2 lots need at least 7,500 square feet and 75 feet of width5. Required yards in RS-1 are 30 feet in front, 10 feet on the sides and 15 feet in the rear; RS-2 requires 25 feet in front, 10 feet on the sides and 10 feet in the rear10. Buildings may cover at most 35 percent of an RS-1 lot and 40 percent of an RS-2 lot11, and the height limit in both is 35 feet12.
We could not confirm a minimum dwelling size in the sections we reviewed, so ask the Building, Zoning & Code Enforcement office13. These rules apply inside Macclenny only; land outside city limits falls under Baker County's zoning14.
Do you need a building permit in Macclenny, and who issues it?
Yes. Macclenny's code says no building or structure may be erected, moved, added to or structurally altered without a building permit issued by the building inspector1. The city's Building, Zoning & Code Enforcement office is the place to start13.
A landscape plan must be approved by the building and zoning office before a building permit, paving permit or tree removal permit is issued15. Macclenny's fee schedule lists heated living area at $30 per square foot of valuation, a driveway permit at $20, and charges a double fee for work started before a permit is pulled; the city reviews fees each September and the published code text may lag current fees, so confirm amounts with the office16.
Inside Macclenny the city, not Baker County, issues building permits. Outside city limits, Baker County's Community Development Department handles building permits17. Florida's statewide building code applies in both places18. We could not confirm from the city code which building code edition Macclenny inspects to or when a certificate of occupancy is required, so ask the city office.
How do septic permits work inside Macclenny?
Septic permits for Macclenny addresses come from the health officer, not the city building office. The city code says no one may build, repair, alter or enlarge a septic tank without approval from the city administrator and a valid permit issued by the health officer3. In Baker County that health officer is the Florida Department of Health in Baker County, which handles septic permitting and inspection1920.
Public sewer comes first. Inside Macclenny, septic tanks and privies are unlawful except as the code provides, and a septic system is allowed only where no sewer is available and the health officer and the mayor and council approve it4. Sewer counts as available to a new single-family dwelling when it can be connected with 200 linear feet of gravity flow line from the nearest point of the property21.
Where septic is allowed, the Baker County application starts with a soil evaluation by a private site evaluator22. Soils here rate poorly for conventional drain fields: only 0.4% of Baker County soils rate as not limited, so expect a site evaluation and possibly an engineered system23.
Can you live in an RV or tiny home in Macclenny?
Living in an RV on an ordinary lot in Macclenny is not something we could confirm. The one rule we found covers mobile home parks: a park may have only one space that can take an RV or travel trailer, and use of that space is limited to 30 days before a city permit must be obtained6. The city's general RV rules were not fully reviewed, so call the Building, Zoning & Code Enforcement office before parking an RV to live in13.
RVs in flood hazard areas must be on site fewer than 180 consecutive days or be ready for highway use24.
Tiny homes: we found no tiny-home provision in the city code sections we reviewed, so ask the city whether a tiny house is treated as a single-family dwelling, an accessory dwelling or an RV.
Mobile homes are clearer. The RMH district allows mobile homes on individual lots and in parks and subdivisions, on lots of at least 7,500 square feet, and they must be skirted7. Guesthouses and similar accessory housing cannot sit in a required yard, and garage apartments in RS-1 and RS-2 are special exceptions25.
Building a home in Macclenny: the steps, in order
- Confirm the lot is inside Macclenny and check its zoning district with the Building, Zoning & Code Enforcement office, phone 904-259-752913.
- Ask whether public sewer is available. If it can be reached with 200 linear feet of gravity line, the city expects you to connect rather than install a septic tank21.
- If sewer is not available, apply for a septic permit through the Florida Department of Health in Baker County, starting with a private site evaluator's soil evaluation, and get city administrator approval223.
- Get the landscape plan approved by the building and zoning office15.
- Apply for the building permit from the city's building inspector1. If you plan to act as your own contractor, Florida's owner-builder exemption has conditions, including that the home is for your own use and not offered for sale or lease26; we could not confirm Macclenny's own owner-builder paperwork, so ask the office.
- Build to the setbacks and lot coverage for your district10, then schedule the inspections the city requires.
What stays with Baker County, and what to check before you buy in Macclenny
Septic and drinking-well permits stay with the Florida Department of Health in Baker County, which issues drinking well construction permits27. Macclenny's fee schedule also lists a $10 deep well permit, but we found no city rule explaining when it applies, so ask the city office16.
For land outside city limits, use the Baker County page: Baker County's Community Development Department handles building permits and zoning there1714.
Before buying inside Macclenny, check the flood map. Manufactured homes placed in flood hazard areas need a certified elevation of the lowest floor submitted to the floodplain administrator24. Baker County's farmland averages about $8,182 per acre28, the typical home is valued around $321,61929, and the effective property tax rate is 0.6%30. These are county-level figures, not Macclenny-only numbers.
Watch-outs
- Macclenny's city building and zoning office handles building permits inside city limits, so the Baker County Community Development counter is the wrong office for a lot inside Macclenny1.
- Septic permits inside Macclenny need both the health officer's permit and city administrator approval, and septic is allowed only where public sewer is not available34.
- We could not confirm Macclenny's rules on tiny homes, minimum dwelling size, certificates of occupancy or short-term rentals; ask the Building, Zoning & Code Enforcement office at 904-259-752913.
- Permit fees in the city code may lag the current fee schedule, and work started before a permit is pulled is charged a double fee16.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
