Pompano Beach, Florida zones its own land under the city's Chapter 155 Zoning Code1, and the city's Building Department enforces the Florida Building Code inside city limits2. Septic permits in Broward County come through the Florida Department of Health in Broward County3; whether a given Pompano Beach lot may use septic at all is not confirmed, so ask that office and the city before you buy.

Does Pompano Beach have zoning, and what does it mean for lot size and setbacks?
Yes. Land inside Pompano Beach city limits is governed by the city's own Chapter 155 Zoning Code, and Article 3 sets the zoning districts1. Residential districts include RS-1 through RS-4, RS-L, RD-1, RM-7 through RM-45 and the MH-12 mobile home park district8.
Dimensional rules depend on the district. In RS-1, a typical new lot is at least 12,000 sq ft and 90 ft wide, or 110 ft on a corner lot4. RS-1 setbacks are 35 ft front, 10 ft interior side, 18 ft street side and 20 ft rear, with 25 ft from a waterway or canal9. RS-1 allows lot coverage up to 30% and a height of 35 ft1011, and a house needs at least 1,500 sq ft of floor area12.
RS-2 is tighter: lots of at least 7,000 sq ft and 70 ft wide5, with 25 ft front and 20 ft rear setbacks13 and a 1,250 sq ft minimum house14.
Do you need a building permit in Pompano Beach, and who issues it?
The City of Pompano Beach Building Department issues building permits inside the city, not Broward County. Its page says the department enforces the standards of the Florida Building Code and runs a "one permit" approach covering trades such as plumbing, electrical and roofing2. We could not confirm the city's rule for a brand-new house from its code, so ask the Building Department for the exact submittal list.
One recent change matters. A new state law lets Pompano Beach homeowners do certain minor single-family work without a building permit when the building portion costs under $7,5002. The exemption is not automatic and covers only the building permit portion of a project2. Homes in flood zones A, AE, AH, AO, AR, A99, V or VE do not qualify2, and there is no fee2. Electrical, plumbing, mechanical, gas and zoning compliance permits are still required where they apply.
How do septic permits work inside Pompano Beach?
Septic permits for Broward County, including addresses inside cities, are handled through the Florida Department of Health in Broward County rather than by the city3. A permit is required to install, replace, repair, modify or abandon a septic system anywhere in Florida15.
We could not confirm whether a new home on a given Pompano Beach lot must connect to city water and sewer, or whether septic is allowed at all; the city's Title V utility rules were not verified. Florida law can also require an existing septic system to connect when a public sewer becomes available16. Broward County's soils add to the caution: USDA rates about 0% of the county's soils as not limited for a conventional drain field17, so expect a site evaluation and often an engineered system if septic is allowed. Call the health department at 954-467-470018 and the city Building Department before you commit to a lot without sewer.
Can you live in an RV or tiny home in Pompano Beach?
We could not confirm whether Pompano Beach allows living in an RV or tiny home on private residential land, or how it treats temporary camping. The city's use table and use standards were not verified. Florida's statewide RV rules cover licensed RV parks and recreational camps19, so they do not answer whether you can live in an RV on your own lot.
The city's zoning code does list an MH-12 mobile home park district8. Whether a manufactured home can sit on an ordinary lot is also unconfirmed, though Florida requires an onsite installation inspection and a certificate of occupancy for installed mobile homes20. Call the zoning help desk at 954.786.46796 before buying or moving anything onto a lot.
Building a home in Pompano Beach: the steps, in order
- Confirm the lot's zoning district and its lot size, setbacks and height limits with the zoning help desk at 954.786.46796.
- Check the flood zone, since flood zone A and V lots are excluded from the minor-work permit exemption2.
- Ask the Health Department at 954-467-4700 and the city whether the lot will use city sewer or a septic system18.
- Apply for the building permit and any zoning compliance permit through the city's eplan portal; the Building Department can be reached at (954) 786-46702.
- If you plan to act as your own contractor, ask the Building Department how the city handles owner-builder applications; Florida law allows owners to act as their own contractor for a one- or two-family residence under conditions21.
What stays with Broward County, and what to check before you buy?
Septic permits and water well permits stay with the county health department rather than the city; Broward County requires a permit for water wells 12 inches in diameter or smaller7. For land outside Pompano Beach city limits, use the Broward County page, where the county's rules apply to unincorporated land.
Costs to weigh are county-level figures: Broward County's effective property tax rate is about 0.9%22, the median property tax bill is $3,610 a year23, and a typical home insurance premium is $6,148 a year24. The typical Broward County home value is about $424,26125.
Watch-outs
- Some RS-2 figures (lot coverage, minimum floor area, setbacks) may change under a city ordinance still pending, so confirm current RS-2 numbers with the zoning help desk before relying on them13.
- The minor-work exemption does not cover homes in FEMA special flood hazard zones, and sub-trade permits are still required2.
- We could not confirm Pompano Beach's rules on RV living, tiny homes, permit fees, driveway permits or floodplain development; ask the Building Department at (954) 786-4670 or the zoning help desk at 954.786.467926.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
