Does Crystal River, Florida have zoning?

Yes. The City of Crystal River adopts its own zoning map, kept on file with its growth management department1. The city's zones are UC-1, UC-2, UN-1, UN-2, SN-1, SN-2, CIV and CON, plus the special districts IND, IU and PUD5. Dimensional rules differ by zone, so find the zone for a specific lot before you plan anything.

In SN-1 the setbacks are 20 ft front, 20 ft rear and 15 ft corner; in SN-2 they are 25 ft front, 25 ft rear and 15 ft corner6. Waterfront lots need 25 ft to the mean high water line, and porches may encroach up to 8 ft into the front or corner setback6. Maximum lot coverage is 60% in SN-1 and 50% in SN-2, counting buildings, pavement and other impervious surfaces9. Height in both zones tops out at 38 ft to the top plate and 50 ft to the ridge, and FAA approval may be needed near airports7. Single-family lots in the UC and UN zones use a separate lot-width table6.

Do you need a building permit in Crystal River, and who issues it?

Inside Crystal River city limits, building permit applications go to the city's building department, not to Citrus County3. Docks, davits, lifts and boat covers need a city building permit and a city inspection first10. The city's Building Department sits within Growth Management; it takes zoning applications, permit applications and inspection requests through its online portal, and inspections are performed on Mondays, Wednesdays and Fridays2.

Florida's statewide building code applies in every city, with local amendments allowed11. A Florida owner who builds a one- or two-family home for their own use can act as their own contractor, but must sign the permit application, supervise the work onsite, and still get permits and inspections8. We could not confirm the city's own owner-builder form or fee schedule; ask the Building Department.

How do septic permits work inside Crystal River?

The city does not issue septic permits. The Florida Department of Health in Citrus County continues to permit and inspect septic tanks for Citrus County, and the Florida Department of Environmental Protection implements the state rules behind them412. Florida law requires a permit application for any septic system and a site evaluation of the lot13.

Soils matter here. Across Citrus County, only about 1.3% of soils rate as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system14. If a public sewer line is available to your lot, state law can require an existing septic system to connect after written notice15. Ask the city whether sewer reaches your address before you plan a septic system.

Can you live in an RV or tiny home in Crystal River?

We could not confirm Crystal River's rules for living in an RV or tiny home on a private lot, or for accessory dwellings. Statewide RV rules cover permitted RV parks and camps, not a private residential lot16. Florida lets a city allow accessory dwelling units in single-family zones by ordinance, but does not require it17. Call the city's Growth Management office at (352) 795-4216 and ask what the zone for your lot allows2.

A manufactured home built off site must be permitted as of right in any zone where single-family detached homes are allowed, subject to uniform design standards and the usual installation, permit and health requirements18.

Building a home in Crystal River: the steps, in order

  1. Find your lot's zone and its setbacks, coverage and height limits with Growth Management52.
  2. Check flood zones; the city's code requires plats in flood hazard areas to show flood zones and design flood elevations19.
  3. Apply for the septic permit with the Florida Department of Health in Citrus County, or confirm a sewer connection12.
  4. Submit the building permit application to the city's Building Department, not the county32.
  5. Schedule inspections through the city's online portal2.
  6. Get the certificate of occupancy; we could not confirm the city's own process, so ask the Building Department.

Watch-outs

  • Septic permits for lots inside the city still come from the Florida Department of Health in Citrus County, not the city4.
  • The county's rules for unincorporated land do not apply inside city limits, and city rules do not apply outside them3.
