Does Sebastian, FL have zoning, and what does it mean for lots, setbacks and RVs?
Yes. Sebastian adopts its own zoning, with published districts including RE-40, RS-20, RS-10, RM-8, RM-10 and PUD-MH4. The Community Development Department administers the city's zoning and land development regulations2.
Dimensions depend on the district. In RS-10, the minimum lot is 9,500 square feet, 80 feet wide and 100 feet deep9; setbacks are 25 feet in front, 10 feet on the sides and 20 feet at the rear11; the maximum height is 25 feet12. In RS-20, the minimum lot is 20,000 square feet, 100 feet wide and 150 feet deep13; setbacks are 30 feet in front, 15 feet on the sides and 25 feet at the rear14; the maximum height is 35 feet15. Building coverage is capped at 30% in both16. Lots near wetlands or open water face extra setbacks11.
Do you need a building permit in Sebastian, and who issues it?
Inside Sebastian city limits, the City of Sebastian Building Department handles building permits, plan review and inspections1. Indian River County's Building Division covers unincorporated land only17, so a buyer inside the city should not start at the county counter.
Applications go through the city's online portal, and an owner-builder's first application must be made in person at 1225 Main Street18. Florida allows an owner to act as their own contractor on a one-family or two-family home for their own use, not for sale or lease19. Sebastian also offers a request form for certain work valued under $750020. A new residence needs a certificate of occupancy, and the required trees must be planted before it is issued21.
How do septic permits work inside Sebastian?
Septic permits for property in Indian River County, including inside Sebastian, come from the Florida Department of Health in Indian River County, Environmental Health3. The city does not issue them. Florida law requires a permit before anyone installs, repairs, modifies or abandons a septic system22.
Soil is the catch. Only about 0.1% of Indian River County soils rate as not limited for a conventional drain field23, so expect a site evaluation and possibly an engineered system. If public sewer becomes available, the owner of a working septic system must generally connect24. Sebastian's rules for accessory dwellings send them to central water and sewer when available, or to the health department's well and septic requirements25. Call Environmental Health at 772-794-7440 before you buy26.
Can you live in an RV, tiny home or manufactured home in Sebastian?
Not in an RV on a residential lot. Sebastian allows an RV to be parked on an improved lot but not used for sleeping, housekeeping or living quarters, and limits it to 40 feet in length and two RVs outside a garage5. Sleeping on public property is prohibited by the city's trespass ordinance27.
Manufactured housing may be permitted if it meets city standards, and mobile homes are limited to the R-MH and PUD-MH districts28. An accessory dwelling unit is allowed once per parcel, and it cannot be a mobile home or an RV10. We could not confirm a general tiny-home rule; ask Community Development at 772-589-53302.

- Contact Environmental Health about septic or sewer before closing3.
- Apply for the building permit with the Building Department; owner-builders apply in person first18.
- Schedule inspections through the city's portal1.
- Plant the required trees and obtain the certificate of occupancy21.

- Septic permit fees, the city's own permit fees and a general tiny-home rule were not confirmed; ask the Building Department at 772-589-5537 and Environmental Health1.
- Lot-size figures differ by district, so confirm your parcel's district with Community Development before relying on any number here4.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
