Aventura, Florida adopts its own zoning, so rules for lots inside city limits come from the City of Aventura, not Miami-Dade County1. The city's Building Division issues building permits for new construction and renovations2. Septic permits in Miami-Dade County go through the county health department, and we could not confirm any Aventura-specific septic rule3. Manufactured homes are not permitted inside the city4.

Does Aventura have zoning, and what does it mean for lot size and setbacks?
Aventura sets zoning for land inside city limits through its own Land Development Regulations, with residential, conservation and town center districts1. Miami-Dade County's zoning code covers only unincorporated land, so the county's rules do not apply to a lot in Aventura7.
Rules differ by district. In the RS1 single-family district, lots need at least 7,500 square feet and 75 feet of width8. The RS2 district allows lots of 4,000 square feet and 40 feet9. RS1 setbacks are 25 feet in front, 8 feet on the sides and 25 feet in the rear, with 15 feet on a corner lot's street side10. RS1 buildings are capped at two stories or 30 feet, whichever is less11, while RS2 allows three stories or 55 feet12. Buildings may cover 35 percent of an RS1 lot13 and 45 percent of an RS2 lot14.
Do you need a building permit in Aventura, and who issues it?
The City of Aventura Building Division issues building permits for new construction and renovations inside the city2. Miami-Dade County's building permit office serves unincorporated land only, and incorporated municipalities administer permits within their own limits15. A buyer inside Aventura should therefore skip the county permit counter and call the city.
We could not confirm Aventura's permit fees, its owner-builder rules or its inspection schedule, so ask the Building Division at2 before you plan a budget. Plan review checks applications against zoning, the Florida Building Code and other agencies2. Florida's Building Code is adopted statewide without separate local adoption16. Florida law gives an owner-builder no exemption from the permit requirement itself17.
How do septic permits work in Aventura?
Septic permits in Miami-Dade County come from the county health department offices, which handle permitting and inspection for septic tanks3. Miami-Dade DERM must also review and approve new and total replacement systems, and conventional Type 1 systems are not allowed for them18. Aventura's own code on septic systems was not confirmed, so ask the health department at19 whether a lot inside the city can use one at all.
Soils point the same direction. Miami-Dade County has 0% of soils rated not limited for a conventional drain field, meaning nearly every lot needs a site evaluation or an engineered system20. If public sewer reaches a property, a working septic system must generally connect within 365 days of written notice21.
Can you live in an RV, tiny home or manufactured home in Aventura?
Manufactured homes, as defined in Florida Administrative Code 15C-1.0101, are not permitted in Aventura4. Camping on public or private property in the city is unlawful unless the city or the property owner specifically authorizes it, and the penalty can reach a $500 fine, 60 days in jail, or both5. Living in an RV on a lot in Aventura is therefore not a workable plan.
Florida's rules for permitted RV parks and recreational camps do not make an RV legal on a private residential lot22. We could not confirm any Aventura rule on tiny homes or accessory dwelling units; the single-family districts list only one-family detached dwellings, so ask Planning & Zoning at23 before you buy for either one.
Building a home in Aventura: the steps, in order
- Confirm the lot's district with Planning & Zoning, which interprets the city's land use regulations for landowners23.
- Check the district's lot size, setbacks, height and coverage; in RS1 the minimum floor area is 2,500 square feet, excluding garage and unairconditioned areas6.
- Call the Building Division about the permit application and fees2.
- Ask the county health department whether septic or sewer serves the lot19.
- Expect inspections by qualified, licensed inspectors during construction2.
- Hire licensed contractors; Aventura warns that doing business with an unlicensed contractor is against state law2.
What stays with Miami-Dade County, and what to check before you buy in Aventura
Septic permitting and inspection stays with the county health department rather than the city3. Well permits in Miami-Dade County require Florida Department of Health approval, though a city lot is unlikely to use a well24. For land outside Aventura, see the Miami-Dade County page, where the county's rules for unincorporated land apply.
For budgeting, these are Miami-Dade County figures, not Aventura's own. The typical home value is $522,60125, the median property tax bill is $3,516 a year26, and the typical home insurance premium is $7,089 a year27. Flood rules inside Aventura exist in the city code, but we could not confirm the permit requirement, so ask the Building Division before buying.
Watch-outs
- Aventura's building permit fees, owner-builder rules and inspection details could not be confirmed; ask the Building Division at 305-466-89372.
- Search results for Miami-Dade County permits usually describe unincorporated land only, and those county permit rules do not apply inside Aventura15.
- Manufactured homes are not permitted in Aventura, regardless of Florida's general rule on off-site-built homes4.
- New septic systems in Miami-Dade County must be advanced systems, because conventional Type 1 systems are not allowed for new and total replacement systems18.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
