Does El Portal, Florida have zoning, and what does it mean for RVs, lot size and setbacks?
Yes. The Village of El Portal, in Miami-Dade County, adopts its own Zoning and Land Development Code (Chapter 24), which includes a form-based code with Transect Zones Z3-Z51. Inside village limits these rules apply, not the county's unincorporated-area zoning code.
In the Zone 4 (Z4) Main Street district, new lots need at least 5,000 square feet and 50 feet of width5. Lot coverage is capped at 60% with at least 10% open space7. Z4 buildings may be three stories at most8. Z4 front setbacks are at least 10 feet, with 0 feet on the sides9. Z4 driveways are limited to 12 feet wide at the property line10.
Older lots can still be built on: the code lets a single-family dwelling go on a nonconforming lot of record in districts where single-family homes are permitted1. We did not confirm the numbers for other districts, so ask the village which district a parcel is in.
Can you live in an RV or tiny home in El Portal?
Not in an RV. El Portal's code makes it unlawful to live, sleep or cook in a mobile home, motor home, camper or recreational vehicle parked or stored in the village, excluding the mobile home park described in the code2. Camping in campers and RVs inside the village is likewise prohibited11. An RV may be stored, unoccupied, in a garage or rear or side yard if it is no more than 9 feet high and 26 feet long, and parking on public streets for more than 24 hours is unlawful2.
We could not confirm any village rule on tiny homes or accessory dwelling units; ask the village building official before planning one.
Do you need a building permit in El Portal, and who issues it?
Inside El Portal, the village has its own building official, listed in Miami-Dade County's directory of municipal building officials at 500 NE 87th Street, El Portal, FL 33138, phone 305-795-78803. Miami-Dade County's building division handles building permits for unincorporated land, and its pages state that incorporated municipalities administer permits within their city limits12.
Florida's statewide building code applies to residential construction13. We could not confirm the village's permit process, fees or owner-builder rules, so call the number above before you start. For the county's owner-builder rules, which apply to unincorporated land, see Miami-Dade County.
How do septic permits work inside El Portal?
Septic permits for El Portal come from the Florida Department of Health in Miami-Dade County, not from the village4. Miami-Dade DERM must also review and approve new and total replacement systems, and conventional Type 1 septic systems are not allowed for those14. Florida requires a site evaluation as part of the septic application15. Miami-Dade County's NRCS soil rating shows virtually no soils rated not limited for conventional drain fields, so expect an engineered system16.
We did not confirm whether El Portal requires a sewer connection; ask the village and the Miami-Dade Water and Sewer Department.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
