The City of Belleair Bluffs, Pinellas County, Florida sets its own zoning through land use districts such as Residential Low1. Building permits and inspections inside the city are issued by SAFEbuilt, the vendor the city hired2. Installing a manufactured home is not permitted in the city3. Septic permits come from the county health department4.

- Power Bluetti Solar generators and home battery backup for living off the grid.
- Septic Soil percolation test kit Run your own perc test before paying an engineer — the first thing a septic office asks about.

Does Belleair Bluffs have zoning, and what does it mean for homes and RVs?
Yes. Belleair Bluffs zones land through its own code, with land use categories such as Residential Low (RL), Urban, Medium and High, all shown on a Land Use Map that the City Clerk keeps7. Pinellas County's zoning rules cover only unincorporated land, so county districts like R-A do not apply inside the city8.
In Residential Low, each single-family dwelling must have at least 1,200 square feet of living area5. Structures there may not exceed 25 feet unless the code says otherwise6, and residential uses may cover 45% of the lot surface, up to 55% with approved mitigation9. In Residential Urban, a single-family lot needs 6,000 square feet10. Residential High allows 65 feet and six stories11.
The city's manufactured-home rule is blunt: installation of manufactured homes is not permitted in the city3. For RVs and tiny homes on private lots, we could not confirm a city rule; ask the City Clerk. The only camping rule we found covers sleeping on the city Causeway between 12:01 a.m. and 6:00 a.m.12.
Do you need a building permit in Belleair Bluffs, and who issues it?
The city moved its permitting and inspections to SAFEbuilt, so Pinellas County no longer issues building permits for addresses inside Belleair Bluffs2. Permits that were already open when the change happened stayed with the county through final inspection2. SAFEbuilt also processes contractor registrations2.
We could not confirm the city's exact permit thresholds, such as which small jobs are exempt, or its owner-builder procedure. Ask SAFEbuilt at (727) 202-6825 or belleairbluffs@safebuilt.com before you start any work2. Florida's building code applies statewide whatever the local threshold13. Florida also lets owners act as their own contractor on a one-family or two-family home they will occupy and not sell or lease, but the owner still pulls a permit14.
How do septic permits work inside Belleair Bluffs?
Septic permits for Pinellas County are handled by the county health department, not by Pinellas County Building and not by the city4. Pinellas is outside the Panhandle counties where the state environmental agency took over septic permitting15.
Onsite systems in Pinellas are allowed only where public sewer connection is not required and soils support them16. In a dense, developed city, whether your lot has a sewer line is the first question for the city and the health department. We could not confirm the city's own sewer connection rules. Florida law can require a working septic system to connect within 365 days of written notice that sewer is available17.
Building a home in Belleair Bluffs: the steps, in order
- Confirm the lot's land use category with the City Clerk at 727-584-215118, and check minimum living area, height and lot coverage for that district5.
- Rule out a manufactured home; the city does not permit installing one3.
- Ask the Florida Department of Health in Pinellas County whether the lot can use septic or must use sewer16.
- Apply for the building permit through SAFEbuilt2.
- Schedule inspections through SAFEbuilt and obtain a certificate of occupancy; we could not confirm the city's certificate procedure, so ask SAFEbuilt2.
What stays with Pinellas County, and what to check before you buy
Outside city limits, Pinellas County's own rules apply to unincorporated land, and its zoning chapter covers only that land8. See the Pinellas County page for the county's answers.
Pinellas County's conventional septic suitability is poor: USDA rates 0% of its soils as not limited for a drain field, so expect a site evaluation and possibly an engineered system19. The county's effective property tax rate is 0.7%20, and the typical home insurance premium is about $4,764 a year21. Flood zone rules in the city were not confirmed; ask SAFEbuilt about flood zone requirements for your address.
Watch-outs
- Building permits inside Belleair Bluffs now go through SAFEbuilt, so a Pinellas County building counter will send you back to the city's vendor2.
- Installing a manufactured home is not permitted in Belleair Bluffs, even though unincorporated Pinellas County has a manufactured-home district3.
- We could not confirm the city's rules on accessory dwellings, short-term rentals, wells, or flood-zone building; ask the City Clerk at 727-584-215118.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
