The City of Tarpon Springs, Florida adopts its own zoning code, and its Building Development office handles building permit applications inside city limits12. Living in an RV is allowed only inside an approved RV park3. Septic permits inside the city come from the Florida Department of Health in Pinellas County, not the city4.

Does Tarpon Springs have zoning, and what does it mean for lots, setbacks and RVs?
Yes. Tarpon Springs zones land inside city limits under Appendix A, the Comprehensive Zoning and Land Development Code, and a parcel's use is also limited by its future land use map designation1.
The single-family districts are R-100, R-100A and R-70A8. Minimum lots run 10,000 square feet in R-100, 7,000 in R-100A and 6,500 in R-70A5. In R-100 the front yard is 25 feet and the rear yard is 30 feet9. All three districts cap height at 35 feet6, and minimum floor area is 1,200 square feet in R-100 and R-100A and 1,000 square feet in R-70A7.
On RVs, Tarpon Springs does not allow living, sleeping or housekeeping in a recreational vehicle except within an approved recreational vehicle park3. Camping in an RV on a residential lot is therefore off the table10. We could not confirm the city's rules on tiny homes or accessory dwellings; ask the city planning staff before you rely on either.
Do you need a building permit in Tarpon Springs, and who issues it?
Inside Tarpon Springs, the City of Tarpon Springs Building Development office takes building permit applications through an online permit portal, and also runs inspections and floodplain information2. Call 727-942-5617 or visit 324 East Pine Street2.
The Florida Building Code applies statewide without separate local adoption11. We could not confirm the city's fee schedule or the exact list of work that needs a permit, so ask Building Development before you start.
Pinellas County's own building rules apply only to unincorporated land, not inside city limits12. See the Pinellas County page for land outside the city.
How do septic permits work inside Tarpon Springs?
Septic permits are not a city matter. The Florida Department of Health in Pinellas County handles septic permitting and inspections for Pinellas County, which is outside the counties where the state environmental agency took over413.
Florida law requires a permit for any onsite sewage system14. Where public sewer is available the state can require a working septic system to connect within 365 days of written notice15. In Pinellas County, onsite systems are permitted only where public sewer connection is not required and soils support them16. Pinellas soils rate poorly for conventional drain fields, so expect a site evaluation17. We could not confirm the city's own sewer-connection rule; ask Building Development.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
