North Port, Florida sets its own zoning through the city's Unified Land Development Code1, and the city's building division handles building permits and inspections2. Septic permits are not a city job: the Florida Department of Health in Sarasota County permits and inspects septic systems in Sarasota County3. Sleeping in an RV on private land inside the city is limited to the owner, family, lessees or people with the owner's written permission4.

Does North Port, Florida have zoning?
Yes. North Port administers zoning itself through Chapter 3 of its Unified Land Development Code1. The code publishes residential districts (AG, R-1, R-2, R-3 and MH) plus non-residential, corridor and activity-center districts9. The agriculture district supports very low-density residential and low-intensity agricultural uses1.
Lot coverage is one rule the city states plainly: in residential districts 35% of a lot may sit under a hard roof, and in agricultural districts the limit is 20%10. Minimum lot size, setbacks, height and minimum home size by district are in the code's dimensional tables, which we could not confirm; ask the Planning & Zoning Division11 before you buy.
An accessory dwelling unit is allowed with limits: one per lot, no larger than 800 square feet and not more than 65% of the main home's living area7. For land outside city limits, see the Sarasota County page; the county's zoning applies only to unincorporated land.
Do you need a building permit in North Port, and who issues it?
Inside North Port, the city's building division issues building permits, reviews plans and runs inspections; Sarasota County Building Services does not2. Applications go through the city's Accela Citizen Access portal5. Inspections are part of every building permit, and the city enforces the Florida Building Code2.
Florida law now exempts owners of single-family homes from a building permit for work valued under $7,500, but the city lists exceptions: electrical, plumbing, mechanical, gas and structural work still need permits, as does any property in a flood hazard area5. Detached sheds of 50 square feet or less need no building permit5. Request the exemption in writing from the building division at bldginfo@northportfl.gov5.
One fee the city publishes: a Certificate of Zoning Compliance for new one- and two-family construction is $615 and includes land clearing12. Building permit fees themselves we could not confirm; the building division can quote them.
How do septic permits work inside North Port?
Septic permits for North Port addresses come from the Florida Department of Health in Sarasota County, not from the city10. The health department does the permitting and inspection for septic systems in the county13, and the city sends well and septic questions to that office10.
Sarasota County Code requires new septic construction permits and modification permits to be designed by a professional engineer13. Soils point the same way: none of the county's soils rate as "not limited" for a conventional drain field, so expect a site evaluation and often an engineered system14.
Where city sewer is not yet available, an accessory dwelling must meet well and septic separation rules checked with the health department and must connect to public water and sewer when it becomes available7. Whether the city requires sewer hookup for a new home we could not confirm; ask the city's Utilities Department.
Can you live in an RV or tiny home in North Port?
Sleeping in an RV or camper on private land inside North Port is camping under the city code, and it is allowed only for the owner, the owner's family, lessees, or someone with the owner's written permission4. The permission must name the campers and describe the property, and campers must be able to show it to law enforcement15. Zoning rules for long-term RV living on a lot we could not confirm; the Planning & Zoning Division can say whether a given lot allows it11.
Tiny homes appear in the city's zoning code only for the R-2 Residential, Medium district, where development may include cluster housing, tiny homes or cohousing6. Standards for other districts were not found, so confirm the district and rules before buying for a tiny home.
Building a home in North Port: the steps, in order
- Confirm the zoning district and its lot coverage, setbacks and minimum sizes with the Planning & Zoning Division at (941) 429-715611.
- Ask the Florida Department of Health in Sarasota County whether the lot can take a septic system, or whether city sewer is available, and plan on an engineered design13.
- Check flood hazard status; development in flood hazard areas has extra requirements16.
- Create an Accela account and apply for the Certificate of Zoning Compliance and building permit5.
- Owners may act as their own contractor on a one- or two-family home for personal use, with on-site supervision and a signed disclosure statement8.
- Schedule each inspection through Accela or the automated inspection line2.
What stays with Sarasota County, and what to check before you buy in North Port
Septic and well questions go to the county health department, and land outside city limits follows the Sarasota County rules instead10. Lot splits and combinations go to the Sarasota County Property Appraiser per the city's own guidance10.
County-level costs: Sarasota County's effective property tax rate is about 0.8%17, and a typical home insurance premium is about $4,616 a year18. Check the flood zone before you commit, because flood hazard areas change what the city requires for building and elevation16.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
