Does Venice, Florida have zoning, and what does it mean for RVs and lot size?

Yes. The City of Venice zones land inside its limits through the Land Development Code, Chapter 871, and publishes its own district table8. Sarasota County's separate zoning code covers only unincorporated land9.

In Venice's single-family districts, minimum lot area runs from 15,000 sq. ft. in RSF-1 down to 10,000 in RSF-2, 7,500 in RSF-3 and 5,000 in RSF-410. Lot coverage is capped at 35%11, and buildings may not exceed 35 ft, with no height exceptions in RSF7.

RVs may be parked on a residential lot if operational with current tags, but no such vehicle may be used for living, sleeping or housekeeping3. Overnight camping is allowed only in designated areas12. Manufactured homes fit only through the RMHP park district, which needs at least 15 acres13. One accessory dwelling unit per single-family detached lot is permitted6.

Do you need a building permit in Venice, and who issues it?

Inside Venice city limits, the City of Venice Building Department takes building permit applications, and only online: the department no longer accepts paper applications2. The permit center is at City Hall, 401 West Venice Avenue2. Florida requires a permit before building, altering or repairing any building under the Florida Building Code14.

The Venice permitting page says an owner may apply for a building permit under F.S. 489.103(7) when the owner-builder requirements are met2. The owner must personally sign the application and supervise the work onsite15.

We could not confirm Venice's permit fee schedule or its building-code amendments; ask the Building Department. Sarasota County Building Services issues permits only outside city limits.

How do septic permits work inside Venice?

Septic permits are not a city function. The Florida Department of Health in Sarasota County continues to do septic permitting and inspection after the state moved program oversight to the Department of Environmental Protection5. New septic construction and modification permits in Sarasota County must be designed by a professional engineer16.

Whether a given Venice address is on city sewer or needs a septic system is something we could not confirm; ask the health department at 941-861-61334. Sarasota County's conventional drain-field soil rating is poor, so expect a site evaluation and often an engineered system17.

Building a home in Venice: the steps, in order

  1. Confirm the zoning district and lot standards in the Venice Land Development Code8.
  2. Check flood hazard status; development in flood hazard areas is subject to floodplain permitting and inspection18.
  3. Ask the county health department whether septic is allowed or sewer is available4.
  4. Apply for the building permit online with the City Building Department2.
  5. Schedule inspections and finish with a certificate of occupancy; we could not confirm Venice's inspection steps, so ask the Building Department.

What stays with Sarasota County, and what to check before you buy

Unanswered questions are usually a sign that Venice publishes no rule on the point, not that none exists. Sarasota County’s page lists the county offices to call.
