Does Port St. Lucie have zoning, and what does it mean for lot size and setbacks?

Yes. Port St. Lucie runs its own Zoning Code (Chapter 158), and the residential districts are RE, RS-1, RS-2, RS-3, RM-5, RM-8, RM-11, RM-15, RMH, GU, LMD, PUD and MPUD5. Rules depend on the district, so check the zoning map or call Planning & Zoning before you buy9.

  • RS-3 single-family: a single-family lot needs at least 7,500 square feet and 60 feet of width6. Setbacks are 25 feet in front and rear and 7.5 feet on each side10. Maximum height is 35 feet11.
  • RE estate residential: lots need at least 20,000 square feet and 100 feet of width7. Side setbacks are 10 feet12, and buildings may cover no more than 30 percent of the lot13.

The zoning rules above come from only some of the city's districts; we did not review the rest.

Is there a minimum house size in Port St. Lucie?

In some districts, yes. In RS-3, a one-story house needs 1,200 square feet of living area and 1,400 square feet of ground area14. In the RE estate district, the minimum is 1,700 square feet of living area and 2,200 square feet of ground area for a one-story house15. Tiny homes under those sizes would not meet these two districts' minimums; we could not confirm any tiny-home provision, so ask Planning & Zoning about the specific district9.

Do you need a building permit in Port St. Lucie, and who issues it?

The City of Port St. Lucie Building Department handles building permits, plan review and inspections inside city limits, and the city lets you look up the current and past permits on any property online2. Contractors apply and schedule inspections through the city's e-permits portal2. Florida's statewide building code applies everywhere in the state16. We did not confirm the city's specific permit thresholds or fee schedule, so call the department before you start work.

Port St. Lucie sits in St. Lucie County, but the county's Permitting/Zoning Division at the Fort Pierce permit center serves unincorporated land only17; for land outside the city, see the St. Lucie County page.

Can you build your own home in Port St. Lucie as an owner-builder?

Florida law lets owners act as their own contractor on a one-family or two-family residence for their own occupancy, with direct onsite supervision, and the owner must personally appear and sign the permit application and meet local permitting requirements8. Whether Port St. Lucie's Building Department adds its own steps was not confirmed, so ask the department before you buy materials2.

How do septic permits and wells work in Port St. Lucie?

Septic permits in St. Lucie County are issued by the Environmental Public Health program of the Florida Department of Health's local county health department3. The application goes in with a soil evaluation completed by a private site evaluator18. Wells are permitted by the same health department under a program delegated from the South Florida Water Management District4.

We could not confirm whether a particular lot inside Port St. Lucie is on city sewer or must use septic, so ask the health department and the city before you buy. County soils matter too: only about 0.4 percent of St. Lucie County soils rate as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system19.

Can you live in an RV or add a guest house in Port St. Lucie?

We could not confirm a general rule for living in an RV on a residential lot inside Port St. Lucie; ask Planning & Zoning9. Where a lot is in a flood hazard area, the city's floodplain rules say an RV must stay fewer than 180 consecutive days or be fully licensed and ready for highway use, or manufactured-home rules apply20. Unincorporated St. Lucie County, by contrast, generally bars using an RV as a residence outside approved camps or parks21.

In the RE estate district, a guest house on a lot larger than one acre is a special exception that needs City Council approval22.

What stays with St. Lucie County, and what should you check before you buy?

Septic permits and well permits stay with the county health department even for addresses inside Port St. Lucie34. The county's own zoning and permit fees apply only to unincorporated land23.

  1. Confirm the lot's zoning district with Planning & Zoning9.
  2. Check whether the lot is in a flood hazard area, where the city's floodplain rules and Floodplain Administrator inspections apply20.
  3. Ask the health department about septic or sewer for the lot18.
  4. Budget for taxes: St. Lucie County's effective property tax rate is about 0.9 percent24, with a median bill of about $2,893 a year25.

Watch-outs

  • We could not confirm Port St. Lucie's building permit thresholds, fees or certificate-of-occupancy steps; call the Building Department before you start2.
  • Tiny homes and RV living inside city limits were not confirmed; ask Planning & Zoning about your specific district9.
  • County rules for unincorporated land, including its RV limits, do not apply inside Port St. Lucie21.
