Off-grid gear
Going off-grid in Coleman means bringing your own water and power. The kit we’d start with:
- Water Crystal Quest Filter any source — well, rain, or creek — to drinking-clean.
- Power Bluetti Solar generators and home battery backup for living off the grid.
- Septic Soil percolation test kit Run your own perc test before paying an engineer — the first thing a septic office asks about.
- Water Well water test kit Bacteria, nitrates, hardness — know what the well on a parcel is really pumping.

Does Coleman, Florida have zoning, and what does it mean for lot size and homes?
Yes. The City of Coleman defines and establishes its own zoning districts in its land development code1. Districts include agricultural (A10), rural residential (RR5, RR2.5, RR1), residential (R2, R4, R6) and high-density residential (HDR-12, HDR-24)5.
Minimum lot sizes depend on the district. Inside Coleman, RR5 requires 5 acres, RR2.5 requires 2.5 acres and RR1 requires 1 acre12. The A10 agricultural district sets a 10-acre minimum lot and a 330-foot minimum lot width9. Height is capped at 35 feet in the RR and R districts and 60 feet in HDR10.
Manufactured homes are limited by district: "C" districts allow only conventional construction and Class A manufactured homes, "M" districts also allow Class B, and mobile homes built before June 15, 1976 are prohibited in every district8. Ask City Hall which district a specific parcel sits in6.
Do you need a building permit in Coleman, and who issues it?
We could not confirm from Coleman's land development code who issues building permits inside city limits, or whether the city has its own building department. What the city does show is a link on its own website for online building permits that leads to the Sumter County Building Department4. Sumter County Building Services issues building permits for unincorporated Sumter County and enforces the 2023 Florida Building Code1314.
Before buying or starting work, call Coleman City Hall at6 to confirm which office takes the application, then Sumter County Building Services15 if the city sends you there. Inside the city, the only building-inspection rule we confirmed covers manufactured homes installed or replaced in flood hazard areas, which the building official inspects16.
How do septic permits work inside Coleman?
Septic permits for Coleman addresses are handled at the state and county level, not by City Hall. The city code requires every principal use and subdivision lot to be served by a sewage disposal system that meets state law, and it leaves primary responsibility for compliance with the Florida Department of Environmental Protection or the Florida Department of Health2.
In Sumter County, the county health department continues to do the permitting and inspection for septic tanks3. Sumter County Building Services will accept a septic application only when it is submitted with a building permit17; the Florida Department of Health in Sumter County handles the review18.
Soils matter in this part of Florida. Only about 6% of the soils across Sumter County rate as not limited for a conventional drain field19, so expect a site evaluation and possibly an engineered system.
Can you live in an RV while building in Coleman?
Sometimes. Coleman allows an RV as a temporary residence during construction, but only with a valid building permit for the principal structure; a 90-day hardship exception exists without one7. The approval lasts at most one year, renewals are granted only as reasonably necessary to finish the home, and the RV must be removed within 30 days after the approval expires or the principal structure is occupied7.
An RV in a flood hazard area must stay fewer than 180 consecutive days or be fully licensed and highway-ready7. RV parks are handled through the RVPUD district7. We did not find city rules on tiny homes or accessory dwellings, so ask City Hall before planning either6.
Building a home in Coleman: the steps, in order
- Call Coleman City Hall to confirm the parcel's zoning district and whether the lot meets that district's minimum area612.
- Check the flood hazard status; development in flood hazard areas needs floodplain approval and inspection11.
- Confirm which office issues the building permit (the city's website links to Sumter County Building Services)4.
- Apply for the septic permit with the building permit through Sumter County Building Services, reviewed by the county health department17.
- If you live in an RV during construction, request the temporary-use approval after the building permit is in hand7.
- Finish the inspections. Sumter County requires a certificate of occupancy in its unincorporated area, and Coleman's rule should be confirmed with City Hall20.
What stays with Sumter County, and what to check before you buy in Coleman?
Septic and wells sit outside the city's decision-making: the Sumter County health department permits and inspects septic systems3. The rules in Sumter County's Land Development Code apply to unincorporated Sumter County, not inside Coleman's city limits21. For land outside Coleman, see the Sumter County page.
County-level numbers for context: Sumter County's effective property tax rate is 0.8%22, and about 58% of the county is wooded23. Check flood status, the zoning district, the building-permit office and the septic evaluation before you close.
Watch-outs
- Who issues building permits inside Coleman city limits is unconfirmed; the city website links to Sumter County Building Services, so call City Hall to verify before you apply4.
- Do not rely on Sumter County's unincorporated-area rules, such as its RV and accessory dwelling limits, inside Coleman; the city's own code governs there24.
- Tiny homes, accessory dwellings, permit fees and well permits inside Coleman are unconfirmed; ask City Hall6.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
