Zoning, building permits and septic rules in Chipley, Florida

Chipley, Florida requires a building permit for construction inside city limits and zones its own land under Chapter 44 of the city code12. Septic permits for Chipley addresses come from the Florida Department of Environmental Protection, and the city code bars septic tanks within 200 feet of a sewer line3. Land outside the city falls under Washington County's rules instead4.

Does Chipley have zoning, and what does it mean for RVs, tiny homes and setbacks?

Chipley zones land inside city limits under Chapter 44 of the city code2. Residential land is split into low, medium and high density districts, plus a historical residential district and a recreational/open space district10.

Setbacks depend on the district. In the low density residential district, the front setback is 30 feet, the side setback is 10 feet and the rear setback for the principal building is 20 feet8. In the medium density residential district, the front setback is 25 feet, the side setback is 7 feet and the rear setback is 20 feet11. Maximum lot coverage in the residential districts is 35 percent12.

Manufactured homes inside Chipley must be residential designed (RDMH) homes to count as a residential use7. We could not confirm Chipley's rules for tiny homes, accessory dwelling units or living in an RV on a private lot; ask City of Chipley Planning & Zoning at 850-638-635013. Camping in city parks is unlawful unless authorized and posted14.

Do you need a building permit in Chipley, and who issues it?

Yes. Chipley's code says no building permit is issued for construction or reconstruction of a building inside the city unless a written drainage plan accompanies the application1. The owner, contractor or developer must also provide culverts for access that meet city specifications1.

The city's Planning & Zoning department posts the permit forms, fee schedule, site plan form and manufactured home packet, and its page states that all permits must be approved by the city administrator's office before payment15. Development in flood hazard areas inside the city first needs an application to the floodplain administrator, even for buildings exempt from the Florida Building Code16.

We could not confirm which office performs building inspections or issues the certificate of occupancy inside the city, or the permit fees. Call 850-638-6350 before you draw plans13.

How do septic permits work inside Chipley?

Septic permits for Chipley addresses are state permits, not city permits. Chipley's code allows only septic tanks approved by the state department of health inside the corporate limits, and Florida DEP's Onsite Sewage Program has handled septic permitting in Washington County since January 2, 2025317.

Sewer comes first where it is close. The city code lets a septic tank be used only if the property is more than 200 feet from the sewer line5. A dwelling lot within 200 feet of sewer must connect within one year of notification by the city clerk, and no connection is required where the sewer line is more than 200 feet from the lot18.

For a septic permit or a permit-status question, contact the Florida DEP Onsite Sewage Program field office for Northwest Florida at 850-595-065619.

Can you live in an RV or tiny home in Chipley?

We could not confirm a Chipley zoning rule on living in an RV on a private lot, and the city's code sections we reviewed do not address tiny homes. Ask City of Chipley Planning & Zoning at 850-638-6350 before buying a lot for either13.

One rule is confirmed. RVs and park trailers placed in flood hazard areas inside Chipley must be on the site for fewer than 180 consecutive days, or else be fully licensed and ready for highway use with no permanent attachments6. Camping in city parks and recreational facilities is unlawful unless authorized and posted14.

Outside city limits the answer is different: Washington County states that permanent residential use of RVs is prohibited20.

Building a home in Chipley: the steps, in order

  1. Call City of Chipley Planning & Zoning at 850-638-6350 to confirm your lot's zoning district and what the district allows13.
  2. Check the sewer line distance. A septic tank is allowed only if the property is more than 200 feet from the sewer line5.
  3. If the lot is in a flood hazard area, apply to the floodplain administrator first16.
  4. Prepare a written drainage plan and plan culverts to city specifications for the building permit application1.
  5. Submit the permit application; the city administrator's office must approve it before you pay15.
  6. If you use septic, get the state permit through Florida DEP's Onsite Sewage Program319.
  7. Plan driveway access to city standards, including culverts meeting city specifications21.

What stays with Washington County, and what to check before you buy

Chipley sits in Washington County, Florida. The county's Planning Department regulates land development in unincorporated areas and in Caryville, Ebro, Vernon and Wausau under the county's Land Development Code, so land outside Chipley follows county rules22. See the Washington County page for the county's building permit, driveway permit and zoning answers for land outside city limits.

Before buying, check whether the lot is in a flood hazard area, how far it is from the sewer line, and which zoning district it sits in. Washington County's typical effective property tax rate is 0.5%23. Only about 8.2% of the county's soils rate as not limited for a conventional septic drain field, so if the lot is beyond sewer, expect a site evaluation and possibly an engineered system24.

Watch-outs

  • Washington County's building and planning offices serve unincorporated land; do not assume the county counter handles a Chipley address22.
  • Septic tanks are barred within 200 feet of the sewer line, so a lot near sewer will likely have to connect rather than use septic3.
  • We could not confirm Chipley's building code adoption, inspection process, certificate of occupancy, permit fees, minimum lot size or accessory dwelling rules; ask City of Chipley Planning & Zoning at 850-638-635013.
