Dallas County, Iowa

Zoning, building permits and septic rules in Waukee, Iowa

In Waukee, Iowa (Dallas County), the city's Community Development department processes building permits1, the city administers its own zoning under Code chapters 165 to 1692, and septic permits come from the Dallas County board of health, not the city3. Land outside city limits follows Dallas County's own zoning and permit rules instead4.

Do you need a building permit in Waukee, Iowa?

Yes: building permits inside Waukee city limits are processed by the city's Community Development department1. Waukee's city code adopts the International Building Code in full, with local amendments, and also adopts the residential, mechanical, plumbing, electrical, fuel gas, energy and fire codes12.

Waukee also requires a certificate of occupancy: moving into a permitted structure before a temporary or final certificate is issued is a code violation11. Permit fees are calculated and given to the builder when the permit is issued1.

Building your own house does not by itself skip the permit. Iowa's owner-builder rule is an exemption from contractor registration, and it is not stated to waive building permits or inspections13.

Who issues building permits in Waukee, and how do you reach them?

The City of Waukee Community Development department handles building permits and inspections inside the city1. The permit and inspection hotline is 515-978-95331. Applications can be submitted online or at the Waukee Public Works building1. City Hall is at 230 W. Hickman Road, Waukee, Iowa 502631.

Dallas County's Planning & Development Department in Adel serves only unincorporated land, so inside Waukee it is not the office to call for building permits14.

Does Waukee have zoning, and what does it mean for lot size, setbacks and home size?

Waukee administers its own zoning under Code chapters 165 to 169, and the rules apply only inside city limits2. The districts include A-1, AR and R-1 through R-6, plus commercial, industrial and planned districts5. Rules differ by district:

  • R-1 (single-family residential): lots of at least 10,000 square feet, or 20,000 square feet where no public sewer is available6. Dwellings need 30 feet front and rear yards, and a total of 15 feet of side yard15. Minimum floor area is 1,050 square feet for a single-story home and 1,400 square feet for two or more stories9.
  • AR (acreage): a single-family dwelling needs at least 2 acres7, with 50 feet front and rear yards16 and a 1,050 square foot minimum floor area10.
  • A-1 (agricultural): a single-family dwelling needs at least 5 acres8, with a 75 foot front yard and a 50 foot rear yard17.

Accessory buildings in R-1 are capped at 14 feet18; in A-1 the cap is 20 feet on lots under 10 acres19.

How do septic permits work inside Waukee?

Septic permits for addresses inside Waukee come from the Dallas County board of health, not the city: Waukee's code says no one may install or alter an on-site wastewater system without a permit from the county board of health3. Design, capacity, location and layout must follow state rules in Iowa Administrative Code 567, chapter 6920. Dallas County Environmental Health can be reached at 515-993-580321.

Septic only works until the sewer arrives. In subdivisions, an owner must connect once a public sanitary sewer is placed in an abutting street, alley or easement22. Where no public water is available, subdivision wells need approval from the Dallas County health department23.

Dallas County also requires a septic inspection before transfer of title24. County-wide, about a third of soils rate as not limited for a conventional drain field, so many lots need a site evaluation or an engineered system25.

Can you live in an RV or tiny home in Waukee?

We could not confirm whether Waukee allows long-term RV living, temporary camping, tiny homes or accessory dwellings on private lots inside city limits. Ask Community Development at 515-978-9533 before buying or parking anything1.

What the numbers above do show: a dwelling in R-1 or AR must meet a minimum floor area9 and a principal building needs a permanent perimeter foundation in R-19, which makes a small or movable unit hard to place as a permanent home.

Building a home in Waukee: the steps, in order

  1. Confirm the lot's zoning district (A-1, AR, R-1 or another) and check lot size and setbacks against Waukee's code2.
  2. Ask Dallas County Environmental Health about a septic permit, or confirm that a public sewer will serve the lot21.
  3. Apply for the building permit with Community Development, online or at the Public Works building1.
  4. Pay the permit fees the city calculates when it issues the permit1.
  5. Call the inspection hotline for inspections during construction1.
  6. Get a temporary or final certificate of occupancy before anyone moves in11.

Watch-outs

  • City zoning applies only inside Waukee city limits; unincorporated land nearby falls under Dallas County's separate zoning4.
  • Septic permits for Waukee addresses come from the Dallas County board of health, so the city's building office does not issue them3.
  • A lot near the city edge may be required to connect to public sewer once a line abuts it, ending septic use22.
  • We could not confirm Waukee's rules on RV living, tiny homes, accessory dwellings or fee amounts; ask Community Development at 515-978-95331.
