Do you need a building permit in Jasper County, Iowa?

Yes. Covered construction in unincorporated Jasper County requires a county building permit.1 The building-permit package includes completed building and electrical applications, plans or blueprints, a site plan showing dimensions from property lines and other structures, and an E911 address; certain construction documents must be prepared, signed and sealed by a registered design professional.12 Jasper County has adopted a building code through its Building Regulations Ordinance, the listed Building Code ordinance is dated March 26, 2024, but we could not confirm the technical code edition.1314

Permitted work is subject to county building inspections at the footings, foundation-wall, rough-in and final stages.11 The owner or applicant must schedule those inspections; missing inspections can lead to fines, removal of completed work or denial of a certificate of occupancy for a building subject to county occupancy approval.1115 Start only after Jasper County issues the building permit because beginning construction first doubles the building-permit fee.6

Who is the Jasper County building department, and how do you reach it?

Jasper County Community Development is the building-permit and zoning contact for unincorporated property, at 315 W. 3rd St. N. Suite 150, Newton, IA 50208; call 641-792-3084 or use the county online application portal.16 Ask Community Development for the current base building-permit fee; we could not confirm a complete current fee schedule.616

Newton and Prairie City administer their own building permits.1718 Mitchellville, mainly in Polk County but reaching into Jasper County, also issues its own building permits.19 Jasper County Community Development remains the contact for countywide septic service and private-well construction permits.45

Does Jasper County, Iowa have zoning?

Jasper County zoning applies outside city corporate limits, with district rules and stated exceptions for agricultural land and buildings primarily adapted for agricultural purposes; the Flood Plain Overlay District is excepted from those exclusions.2 Newton sets its own zoning, as does Mitchellville, a city mainly in Polk County that reaches into Jasper County.2021 County Community Development remains the septic and private-well contact.45

Jasper County lists a zoning ordinance dated November 18, 2025; confirm current parcel standards with Community Development before relying on the earlier district articles.2216 The earlier RR5 article specifies principal-structure setbacks of 80 feet along state or federal roads, 60 feet along other roads, 30 feet at the side and 50 feet at the rear, but current applicability requires confirmation.23 Jasper County regulates land subdivision; we could not confirm the current thresholds and procedures for a proposed split.24

How do septic permits work in Jasper County?

Jasper County Community Development and Environmental Health administer septic service and provide the application.425 A construction permit from the administrative authority is required before installing or altering a private sewage disposal system; repairs that do not change treatment or disposal are exempt from that permit trigger.7 When public sewer is unavailable, every building where people reside, gather or work must have an approved private sewage disposal system, and wastewater generally may not be discharged to surface water, drain tiles, groundwater or the ground surface.26

A private system generally cannot be installed, repaired or rehabilitated where public sewer is available or local ordinance requires connection; when public sewer becomes available within 200 feet, connection is required under conditions set by the administrative authority.27 Only 3% of mapped Jasper County soils are rated without severe limitations for a conventional septic drain field, so make site and soil review an early contingency.28 Iowa generally requires a certified inspection before a qualifying transfer of property served by a private sewage system, subject to statutory exceptions.29

Can you live in an RV or tiny home on your land in Jasper County?

Jasper County’s 2024 zoning text prohibits an RV or camper as a permanent dwelling in unincorporated areas and allows temporary dwelling use only with an active building permit for a permanent home.308 Jasper County lists a later zoning ordinance, so ask Community Development to confirm the current RV rule and requirements for your timing and sanitation plan.2216

The 2024 text requires a single-family dwelling to have at least 720 square feet of usable ground-floor area, excluding open porches, garages and steps; more than one single-family dwelling on a lot requires Zoning Administrator approval.9 Jasper County does not separately define a tiny home, so confirm classification, current minimum area and code compliance with Community Development.319 Own-property work is exempt from Iowa contractor registration, but county building permits, zoning, code compliance and inspections still apply.10

Building a home in Jasper County: what are the steps?

  1. Confirm city limits, then ask Community Development for the current county zoning district, allowed residential use, lot standard, setbacks and zoning approval.23216
  2. Put the home, septic area, driveway and other structures on a preliminary site plan; the building-permit application requires property-line and structure dimensions.12
  3. Apply through Environmental Health for a septic permit and, if needed, a private-well construction permit; the well-permit fee is $125.75
  4. Ask the Engineer's Office about a county-road driveway permit; certain agricultural-district residential development requires approved access onto a county or state road.3334
  5. Submit the building and electrical applications, plans, site plan and E911 address, then wait for the building permit before starting.12
  6. Schedule footing, foundation-wall, rough-in and final building inspections, and confirm certificate-of-occupancy requirements before moving in.1115

What should you check before buying land in Jasper County?

Start with jurisdiction and current zoning: confirm city limits, the county zoning district, allowed use, lot size, setbacks and whether a proposed split triggers subdivision review.23224 Put road access, the building pad, well and wastewater area on the same concept plan before closing. County-road access questions go to the Engineer's Office; certain agricultural-district residential development requires approved access onto a county or state road.3334

Make septic feasibility a purchase contingency because only 3% of mapped soils are rated without severe limitations for a conventional drain field.28 Private-well construction requires a county permit with a $125 application fee.5 Development, buildings and improvements in the Flood Plain Overlay District must comply with the county floodplain ordinance, so have Community Development review the complete site plan.3516 Jasper County's effective property-tax rate is about 1.4%, and the median annual property-tax bill is about $2,518.3637

Watch-outs

  • Starting construction before Jasper County issues the building permit doubles the building-permit fee.6
  • Missing a required building inspection can lead to fines, removal of completed work for inspection or denial of a certificate of occupancy.11
  • Jasper County lists a later zoning ordinance than the 2024 RV, dwelling-size and setback text; confirm current requirements with Community Development before buying or designing.2216
  • We could not confirm a general agricultural building-permit exemption or temporary-camping rule; ask Community Development about the proposed use.16

annual earnings threshold: < 2000 USD (alternative statutory exclusion; the own-property exclusion is separate)

“However, a person who earns less than two thousand dollars annually or who performs work or has work performed on the person’s own property is not a contractor for purposes of this chapter.”

  • Manufactured homesAllowed (with conditions)

Placement and residential occupancy of manufactured homes under county zoning statewide in Iowa

    • A county may not disallow the proposed residential structure solely because it is a manufactured home.
    • The home must be located and installed under the same standards applicable to a site-built single-family dwelling on the same lot, including permanent foundation, setback, and minimum square footage standards.
    • The home must be assessed and taxed as a site-built dwelling.
    • A county may not require an incompatible perimeter foundation system and may not require more than one permanent foundation system.
    • Outside a manufactured home community or mobile home park, requirements may ensure visual compatibility of the permanent foundation system with surrounding residential structures.
    • Recorded restrictive covenants are not abrogated.
    • Counties may regulate transportation, water, sewerage, and other land development; the statute also bars width standards greater than twenty-four feet and certain design standards when federal standards are met.

maximum mandated width standard: <= 24 feet (if the housing otherwise complies with 42 U.S.C. §5403)

“A county shall not adopt or enforce zoning regulations or other ordinances which disallow the plans and specifications of a proposed residential structure solely because the proposed structure is a manufactured home. However, a zoning ordinance or regulation shall require that a manufactured home be located and installed according to the same standards, including but not limited to a permanent foundation system, set-back, and minimum square footage, which would apply to a site-built, single family dwelling on the same lot, and shall require that the home is assessed and taxed as a site-built dwelling.”
  • Septic inspectionRequired

Private sewage disposal systems serving buildings with one through four dwelling units, before qualifying ownership transfers statewide.

    • Inspection is required before transfer of ownership, including seller-financed real estate contracts.
    • The county recorder may not record the deed or conveyance document without a certified inspector report, unless weather or temporary physical conditions prevent inspection and the buyer executes a binding acknowledgment.
    • The requirement applies to sale, exchange, real estate contract, or other purchase of real estate and improvements.
    • Exceptions include specified court-ordered, foreclosure-related, fiduciary, family, demolition, recently installed system, partition, tax-sale, low-consideration, and qualifying family-entity transfers.
    • The septic tank must be opened and pumped at inspection, unless evidence shows it was properly pumped within three years before inspection by a licensed commercial septic tank cleaner.
    • A failing system must be renovated; a properly treating system without an unsanitary condition need not meet current construction standards.
    • Only a department-certified inspector may conduct the inspection.
    • An inspection is valid for two years for ownership transfers during that period.

dwelling units: 1-4 · inspection validity: 2 years (for ownership transfers during that period) · prior septic pumping evidence: <= 3 years (must be by a department-licensed commercial septic tank cleaner) · civil penalty for fraudulent report: 5000 USD (and certification suspension for one year)

  • Mandatory utility hookupConditional

Buildings served by private sewage disposal systems where a publicly owned treatment works is or becomes available.

    • A private sewage system may not be installed, repaired, or rehabilitated where a POTW is available or local ordinance requires connection.
    • A POTW may be considered unavailable when it is more than 200 feet from the proposed building or exterior drainage facility on an abutting served lot.
    • When a POTW becomes available within 200 feet, connection is required under conditions set by the administrative authority.
    • When no POTW is available, every occupied or employed-in building must have an approved private sewage system.

POTW distance threshold: <= 200 feet (The rule describes a POTW as potentially unavailable when it is more than 200 feet away.)

“When a POTW becomes available within 200 feet, any building then served by a private sewage disposal system shall be connected”
  • Agricultural exemptionConditional

    • An ordinance may still apply to any structure, building, dam, obstruction, deposit, or excavation in or on the floodplains of any river or stream.

    • Chapter 335 applies to any Iowa county at the option of its board of supervisors.
    • The zoning power is subject to Iowa Code section 335.2: ordinances generally do not apply to agricultural land, farm houses, farm barns, farm outbuildings, or other structures primarily adapted for agricultural purposes while so used, except that ordinances may apply to structures, buildings, dams, obstructions, deposits, or excavations in or on river or stream floodplains.

  • county building authorityGeneral

Iowa counties may adopt, administer, and enforce county building codes and may administer and enforce the state building code for buildings, including residential construction, in county jurisdiction outside incorporated municipalities, subject to statutory limitations.

    • A county building code may not apply within the incorporated area of a city except at the city's option.
    • A county building code may not apply within a city's two-mile limit under Iowa Code §414.23 to the extent the city has adopted a building code within that two-mile limit.
    • A county building code may not apply to farm houses or other farm buildings primarily adapted for agricultural purposes while so used or under construction for that use.
    • Administration and enforcement are conducted as prescribed by local law or ordinance.
    • The state building code applies in a governmental subdivision only after the governing body adopts an ordinance accepting it and files a certified copy with the commissioner; the ordinance fixes the effective date, which must be no more than six months after adoption.
    • A local building department may prohibit commencement of construction until a permit is issued after showing compliance with applicable state building-code provisions.
    • Thermal-efficiency energy-conservation standards apply to construction containing heated or cooled enclosed space, but the commissioner must provide appropriate exceptions where applying an energy-conservation requirement would be impractical.
“The power to adopt, administer, and enforce the state building code shall be exercised in accordance with chapter 103A. The power to adopt by ordinance, administer, and enforce a county building code, is subject to the following restrictions: a. A county building code shall not apply within the incorporated area of a city except at the option of the city, and shall not apply within a city’s two-mile limit referred to in section 414.23, to the extent that the city has adopted a building code within the two-mile limit. b.
