Lanark, Illinois, in Carroll County, has its own zoning code and requires a city building permit for work costing over $1,000 that changes a building's footprint12. Inside city limits the city, not the county, handles both. Septic and well questions for a Lanark address are not covered by the city rules we found; ask the Carroll County Health Department3.

Does Lanark, Illinois have zoning?
Yes. Lanark has its own Chapter 10 zoning ordinance, and county zoning does not govern land inside city limits1. The districts are Agricultural, R1 Low Density Residence, R2 Medium Density Residence, C1 Highway/Auto Commerce, C2 Downtown Commerce, C3 Mixed Residential and Commercial, and Industry7.
One rule applies citywide: a dwelling in Lanark must have at least 950 square feet of gross floor area5. A tiny home under that size is therefore a poor fit for a primary residence; we could not confirm whether the city treats tiny homes differently, so ask city hall before buying.
For manufactured housing, Lanark allows sectional manufactured homes on any site permitted for other residences if they are at least 20 feet long and 20 feet wide and sit on a permanent foundation8. A single mobile home gets no permits of any type in the R1 and R2 districts6. We could not confirm lot sizes, setbacks for houses, or building heights by district, so request the district schedule for your parcel.
Do you need a building permit in Lanark, and who issues it?
The City of Lanark issues building permits inside city limits, not Carroll County. A permit is required before construction, reconstruction or alteration of a building when the work costs more than $1,000 in combined materials and labor and changes the footprint of the existing structures2. The listed triggers include a new building, an addition, a change of use, any fence or retaining wall, an inground pool, and a new cement or blacktop driveway29.
Interior remodeling, siding, window and door replacement, and ordinary repairs are exempt, as are fences and garden walls four feet or lower2. Exempt work still has to meet zoning and setback rules2.
The application is returned to the city clerk or police chief10. Fees start at $25 for work valued under $10,000, plus $10 for each additional $10,000 of value, and work started without a permit costs twice the normal fee4.
How do septic permits work inside Lanark?
We could not confirm whether a Lanark address is on city sewer or may use a private septic system; we did not find the city's sewer-connection rule. Call Lanark city hall to ask whether your lot must connect to public sewer.
If a private system is allowed, the Carroll County Health Department conducts environmental-health inspections of private sewage disposal and water wells11. Illinois requires a permit to build a new private sewage disposal system12 and a permit for a new water well13. The city's building permit does not replace either. Soils vary by lot: about 54% of Carroll County soils are rated not limited for a conventional drain field, so a site evaluation is still wise14.
Can you live in an RV or tiny home in Lanark?
We could not confirm Lanark's rules for living in an RV or camping on private land inside city limits; the city's district use lists were not available to us. Ask the city zoning officer at Lanark city hall before parking a home RV on a lot.
Do not rely on Carroll County's RV rule. The county's rule that no RV may serve as a residence applies only to unincorporated land15, and inside Lanark the city's zoning controls instead1. For tiny homes, the city's 950 square foot dwelling minimum applies to any dwelling5.
Building a home in Lanark: the steps, in order
- Ask Lanark city hall which zoning district your parcel is in and whether the lot is on city water and sewer7.
- Confirm the home meets the 950 square foot minimum5.
- If private septic or a well is allowed, contact the Carroll County Health Department for those permits1112.
- Submit the building permit application to the city clerk or police chief10; the police chief may inspect the site and approve, conditionally approve, deny, or refer the request to council16.
- Pay the fee under the city schedule4.
- Ask the city whether inspections or an occupancy certificate apply; we could not confirm either.
What stays with Carroll County, and what to check before you buy
Land outside Lanark city limits is governed by Carroll County, which has separate zoning and building permit rules for unincorporated land; see the Carroll County page for those answers17. Floodplain rules also matter: Carroll County requires its floodplain regulation to be met before a structure is permitted on land subject to flooding18.
County-level figures: Carroll County's effective property tax rate is about 2%19, and the median property tax bill is about $2,308 a year20. Confirm the boundary of city limits with the Carroll County Zoning & Building office before relying on any rule here.
Watch-outs
- The city's code is posted on American Legal Publishing with a disclaimer that it may not reflect the most recent legislation, so confirm current rules with Lanark city hall1.
- Septic, well, sewer connection, building code adoption, inspections, occupancy certificates, RV rules, lot sizes and setbacks inside Lanark were not confirmed; call city hall and the Carroll County Health Department11.
- Work that needs no permit still must follow zoning and setback requirements2.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
