Cook County, Illinois

Zoning, building permits and septic rules in the Village of Northbrook, Illinois

The Village of Northbrook, Illinois requires a building permit for construction, alteration and demolition, issued by the village's own Development and Planning Services staff rather than Cook County12. Northbrook adopted a new zoning code in 20253. Campers, travel trailers and RVs may not be occupied or connected to utilities in its single-family districts4. Septic approval, where a lot has no sewer, runs through Cook County health officials5.

Does Northbrook, Illinois have zoning, and what does it mean for RVs, lot size and setbacks?

Yes. The Village of Northbrook runs its own zoning code, and the Village Board approved a new one in September 2025 that replaced the 1988 code; the old code applies only to applications filed before September 22, 20253. Cook County's zoning ordinance covers unincorporated land and excludes villages that have their own zoning, so the county's district rules do not govern a Northbrook lot10.

Single-family lots fall in districts R-1 through R-5, and the numbers change by district6. Interior lots need at least 50,000 square feet in R-1, 30,000 in R-2, 20,000 in R-3, 10,000 in R-4 and 7,000 in R-58. Required front, interior-side and rear setbacks in feet run 60 / 40 / 40 in R-1 and 25 / 6 / 40 in R-511. Single-family lots may cover up to 50 percent with all impervious surfaces and 35 percent with buildings12.

RVs: campers, travel trailers and recreational vehicles may not be used as accessory structures, connected to utilities or occupied in R-1 to R-5, and may not sit in front of the house4. We did not find a tiny-home rule, so ask the village before planning one2.

Do you need a building permit in Northbrook, and who issues it?

Yes. Northbrook's code makes it unlawful to erect, alter, remove or demolish a building or structure in the village without following its building chapter, so work needs a permit1. The village itself issues building permits, depending on the project2. Cook County's Department of Building and Zoning handles only unincorporated land and sends municipal addresses to the local authority13.

The village enforces the 2024 International Residential Code for one- and two-family homes, with local amendments7. Permits expire if work does not start within six months or finish within 18 months, subject to extensions1. Plans that involve architecture or engineering must be signed and sealed by an Illinois licensed professional1. Fees must be paid before a permit is issued14.

Call Development and Planning Services at 847-664-40502. The state does not issue building permits for private construction; that is left to local government15.

How do septic permits and sewer connections work inside Northbrook?

We could not confirm how septic or sewer service works for a specific Northbrook lot, so check before you buy. The village's permit page for a new home lists a separate Mission Brook Sanitary District sewer application for properties inside that district16.

Where a home does use a private septic system or well, Cook County Department of Public Health approval comes first. The county's rule is that Building and Zoning requires CCDPH approval before home construction involving wells and septic17. CCDPH reviews all private sewage disposal systems throughout Cook County except in Barrington Hills, Inverness, Palos Park and South Barrington18; Northbrook is not on that list. Call CCDPH Environmental Health at 708-836-860017. Whether the village layers on its own septic or well rules is unconfirmed, so ask Development and Planning Services too2.

Building a home in Northbrook: the steps, in order

  1. Confirm the lot's zoning district and its lot-size, setback and coverage limits with the village62.
  2. Ask whether the lot is on public sewer or needs a septic system or well, and get Cook County Department of Public Health approval first if it does17.
  3. Assemble the new-residence permit packet, including a sealed plat of survey, separate architectural and civil engineering drawings, and a $1,000 deposit at submission16.
  4. Expect a building construction and inspection fee of $3.00 per square foot of floor area at permit pick-up16.
  5. Order a spot survey after the foundation is installed1.
  6. Book inspections by calling the permit coordinator desk at least 48 hours ahead19.
  7. Get a certificate of occupancy after final inspection; a temporary one can run up to six months20.

What stays with Cook County, and what to check before you buy near Northbrook

The Village of Northbrook sits in Cook County, but the county's building and zoning rules apply only to unincorporated land; for land outside village limits, see the Cook County page13. Cook County's health department, not the village, is the named septic and well approver across the county18.

Before buying, ask the village about floodplain, public water and sewer connection, and driveway rules; we could not confirm those for Northbrook. An attached accessory dwelling is possible in R-1 to R-5 up to 600 square feet or 25 percent of the main house, whichever is less, with the owner living on-site at least six months a year and no short-term rental9. Property taxes are heavy: Cook County's effective rate is about 2 percent21, with a median bill of $6,053 a year22.

Watch-outs

  • Northbrook's new zoning code took effect for applications filed on or after September 22, 2025; the 1988 code applies only to earlier filings3.
  • RVs and campers cannot be occupied or hooked up to utilities in Northbrook's single-family districts; we did not review other districts4.
  • We could not confirm septic, well, floodplain, driveway or tiny-home rules inside the village; call Development and Planning Services at 847-664-40502.
  • A village listing says the code is the 2024 IRC while another village page mentions 2018 editions, so confirm the current code edition with the village before design7.
