Does Western Springs have zoning, and what does it mean for lot size and height?

Yes. The Village of Western Springs administers its own zoning through the Development Control Ordinance, Title 10, and publishes a zoning district table for its residence districts2. The table lists districts A, R1, R2, R3, R4, RB and SFA11.

Some limits apply broadly in the residence districts. Building height may not exceed 35 feet or two and one-half stories, whichever is less, and never more than 38 feet to the top of the highest gable8. Building coverage is capped at 30% of the lot area, reduced by 440 square feet reserved for garage space12. Driveways may use no more than 20% of the lot area, and driveway width in required front or corner side yards may not exceed 22 feet, or 33 feet for a three-car garage13.

Minimum lot area, setbacks and minimum dwelling size depend on the district, and we could not confirm them parcel by parcel. Ask the Community Development Department which district a lot is in before you plan a house or addition14.

Do you need a building permit in Western Springs, and who issues it?

Yes. The Village of Western Springs states that permits are required for construction of any type, including new buildings, additions, alterations, decks, fences, driveways and roofs1. The village's Community Development Department issues them, not Cook County14. The county's Department of Building and Zoning handles only unincorporated Cook County4.

The village has adopted the 2018 International Building Code and the 2018 International Residential Code with its own amendments56. Illinois itself does not issue building permits for privately funded construction; that falls to local government15.

Building permit fees run 1.75% of construction cost up to $1,000,000, with a $50 minimum9. Minor permits are often issued over the counter, while reviewed permits take at least 10 working days16.

How do septic permits work in Western Springs?

Inside the Village of Western Springs, septic is largely off the table. The village code makes it unlawful to construct or maintain a privy, septic tank, cesspool or other sewage disposal facility, except as the code otherwise provides3.

Owners of buildings that abut a public sanitary sewer must install toilet facilities and connect them directly to that sewer at their own expense7. Connection must be made within 90 days of official notice7. Water service connections need a permit and 24 hours' notice to the Department of Public Works17.

Cook County's septic rules, which the Cook County Department of Public Health applies throughout the county outside four named villages, are the place to ask if you think a lot qualifies for an exception to the village ban; Western Springs is not one of those four1819. We could not confirm village rules on private wells.

Can you live in an RV or tiny home in Western Springs?

We could not confirm a Western Springs rule on living in an RV, camping on a lot, or tiny homes; those rules sit in the village's zoning code, and the Community Development Department can tell you what applies to a specific lot14.

Do not rely on Cook County's RV rule here. The county bans living or sleeping in a parked RV on a residential lot, but that rule is written for unincorporated Cook County20. Western Springs sets its own rules inside village limits4.

Building a home in Western Springs: the steps, in order

  1. Ask Community Development which zoning district the lot is in, and what height, coverage and driveway limits apply214.
  2. Hire licensed contractors; permits are not issued until all contractors are licensed and bonded with the village1.
  3. Apply for the building permit. New home and addition projects require a $2,000 deposit by check9.
  4. For a development permit, submit a topographic survey for village engineer review, which adds at least 20 working days16.
  5. Request inspections 48-72 hours ahead by calling 708-246-1800 ext. 19121.
  6. Get a certificate of occupancy before anyone moves in22.

What stays with Cook County, and what to check before you buy in Western Springs

For land outside the village, use the Cook County page; the county's building and zoning rules cover only unincorporated Cook County4.

Homeowners acting as their own general contractor must provide a $1 million general liability certificate and a $10,000 surety bond; subcontractors must be licensed, and the permit still applies10.

Taxes are county-level figures: Cook County's effective property tax rate is about 2%23, and the median property tax bill is $6,053 a year24.

Watch-outs

  • Permit applications expire 6 months after the application date, so apply when you are ready to start1.
  • A re-inspection fee of $100 applies when work is not ready or accessible for inspection21.
  • The village code ties full occupancy to 100 percent completion, including landscaping and an as-built topographical survey, so budget for a temporary certificate of occupancy if you need to move in early22.
  • We could not confirm village rules on accessory dwellings, floodplain development, short-term rentals or private wells; ask the Community Development Department14.
