Does Carpentersville, Illinois have zoning?

Yes. The Village of Carpentersville adopts its own zoning in Title 16 of the village code, with R-1, R-2, R-2-A and R-3 single-family districts and an AG-1 agricultural district1. Kane County's zoning ordinance covers only unincorporated land, so it does not decide what you can build inside village limits8.

Lot sizes depend on the district. R-1 requires 12,000 square feet and 80 feet of width, R-2 and R-2-A require 9,000 square feet and 75 feet, and R-3 single-family detached requires 8,750 square feet and 70 feet9. Setbacks (front / side / rear) are 30 / 8 / 20 feet in R-1, 30 / 7 / 20 in R-2, 24 / 4 minimum with 10 combined / 15 in R-2-A, and 30 / 6 / 15 in R-310. In AG-1, the minimums are 50 feet front, 20 feet side and 50 feet rear11. Building height, lot coverage and minimum home size were not confirmed; ask the village's Community Development office.

Do you need a building permit in Carpentersville, and who issues it?

Building permits inside Carpentersville come from the village, not Kane County. The Community Development office takes permit applications by email at permits@cville.org and schedules inspections by phone or email2. The village's rule on exactly which projects need a permit was not confirmed in the codes we reviewed, so ask the office before starting any work.

Residential construction follows the 2018 International Residential Code as amended by the village, including mandatory automatic fire sprinklers in one- and two-family dwellings and townhouses, subject to listed exceptions4. Illinois does not issue building permits for private construction itself; any permit comes from local government12.

Kane County's building permit rules cover unincorporated land only13.

How do septic permits work in Carpentersville?

Septic permits in Kane County are issued through the Kane County Health Department, and a permit is required for a new system, a repair, or added capacity14. The department takes calls at 630-444-304015. Whether the department handles addresses inside Carpentersville village limits was not confirmed, so confirm with them before you plan a system.

Public sewer comes first where it is reachable: unless connecting requires more than a 4-inch pipe or creates an undue hardship, a new property must connect to public sewer16. Inside a village, that rule makes a septic system the exception. The county's soils are also poor for drain fields, so expect an engineered system if sewer is not available17.

Can you live in an RV, tiny home or mobile home in Carpentersville?

No RV living: the village code says no travel trailer or camping trailer may be used for residential, living or sleeping purposes within the village limits5. Occupying an accessory building such as a shed or garage as a dwelling is also prohibited6.

Mobile homes and trailer coaches cannot be placed on property in the village except units temporarily there for commercial, health, educational or philanthropic purposes and not used for residential or sleeping7. We did not find a tiny-home provision, so ask Community Development how a tiny home would be classified.

Building a home in Carpentersville: the steps, in order

  1. Confirm the lot's zoning district and its lot size and setbacks with the village1.
  2. Check whether the lot is in the 100-year flood plain; buildings there must be protected below the flood protection elevation18.
  3. Ask the Kane County Health Department whether sewer is available or a septic permit is needed15.
  4. Apply for the building permit with Community Development, designing to the village's amended 2018 residential code24.
  5. Schedule inspections through the same office as work proceeds2.

What stays with Kane County, and what to check before you buy

Septic and well permits are Kane County matters: a well permit comes from the county health officer19. For land outside the village, see the Kane County page, because county rules apply only to unincorporated land13.

Kane County's effective property tax rate is 2.4%20, with a median bill of $7,230 a year21. Look up the specific parcel's district, flood status and sewer access before closing.

Watch-outs

  • The village's own rule on which projects need a building permit, plus permit fees, the owner-builder rule and certificates of occupancy, were not confirmed; call Community Development at 847-551-3478 before you buy or build2.
  • Septic authority inside village limits is unconfirmed; Kane County Health says some municipalities require additional review, so call 630-444-30403.
  • Lots in the 100-year flood plain have extra elevation requirements, and an RV on site more than 180 days is treated as a building18.
