Do you need a building permit in East St. Louis, Illinois?
Yes. The City of East St. Louis lists projects that require a city building permit, including new structures and any structural changes, decks, fences, sheds, demolitions and sewer repairs2. The city also adopts the International Building, Residential, Mechanical, Fire, Plumbing and related codes by reference4. We could not confirm the city's permit fees or whether any owner-builder exemption applies, so ask the permit line before you plan a budget or a schedule2.
This is the city's rule, not St. Clair County's. The county's building permits cover only unincorporated land; see the St. Clair County page for land outside city limits.
Who issues building permits in East St. Louis, and how do you reach them?
The City of East St. Louis issues its own building permits. Call 618-482-6600, 8:30 a.m. to 4:30 p.m., Monday through Friday, at City Hall, 301 River Park Drive2. Inspections are requested separately on 618-482-6826 and need the address, the type of inspection and the permit number9.
All new construction must pass city inspection before the Department of Regulatory Affairs issues a certificate of occupancy9. Required stages include footing, foundation, slab, framing and final inspections9.
Does East St. Louis have zoning, and what does it mean for lot size and setbacks?
East St. Louis has city zoning. Chapter 122 of the city code sets R-1, R-1A, R-2 and R-3 residential districts1. Rules differ by district.
In the R-1 single-family district, the minimum lot is 6,000 square feet per dwelling, with 60 feet of frontage and 100 feet of depth6. The R-1 principal building needs a 25-foot front yard, 5-foot side yards and a 20-foot rear yard10. In R-1A the minimum lot is 5,000 square feet with 50 feet of frontage11. R-1 buildings may cover 30 percent of the lot, with accessory buildings limited to 10 percent12, and the principal building may be 35 feet tall13.
Manufactured homes must sit on a concrete foundation with footings at least 30 inches below grade14. We could not confirm which districts allow them, or any rule on tiny homes or accessory dwellings; ask the Department of Regulatory Affairs at 618-482-66002.
How do septic permits work inside East St. Louis?
Septic is the exception to easy rural building in East St. Louis. The city code makes it unlawful to install a septic tank, cesspool or lagoon except as the city's sewer article provides3. A private system is allowed only where public sewer is not available, meaning not within 150 feet of the property, and the system must be approved15. Once sewer becomes available, the property must connect and abandon the old tank5.
St. Clair County requires a permit from the County Health Department before a private sewage system is built or repaired, with a $300 application fee16. We could not confirm how the city and the health department split septic review for a lot inside city limits, so call the Health Department at 618-233-7769 and the city permit line before buying a lot without sewer16.
Can you live in an RV or tiny home in East St. Louis?
We could not confirm a general zoning rule on living in an RV or tiny home inside East St. Louis. The one rule we found is a floodplain rule: in the mapped floodplain, an RV kept on a site more than 180 days a year is treated as a building and must meet elevation and protection requirements, unless it is road-ready, 400 square feet or smaller and not a permanent dwelling7. Ask the Department of Regulatory Affairs at 618-482-6600 about RV and tiny-home occupancy on a specific lot2.
Building a home in East St. Louis: the steps, in order
- Confirm the lot's zoning district on the city's zoning map and check lot size and setbacks for that district1.
- Check whether the lot is in a mapped floodplain; development there needs a permit from the director of buildings and grounds8.
- Check whether public sewer is within 150 feet of the lot15, and if not, call the St. Clair County Health Department about septic16.
- Apply for the city building permit on 618-482-66002.
- Request each inspection on 618-482-6826 as work reaches that stage9.
- Pass final inspection to obtain the certificate of occupancy9.
What stays with St. Clair County, and what to check before you buy
Septic permits and wells are not city-issued building permits: St. Clair County requires a permit from its Health Department before a private sewage system is built or repaired16. Illinois also requires a permit from the state health department or an approved local health department before a new water well is drilled17.
For land outside city limits, the county has separate rules; see the St. Clair County page. County figures include an effective property tax rate of 2.1 percent18 and a median property tax bill of $3,533 a year19.
Watch-outs
- Do not assume the county's rules apply: inside East St. Louis, the city sets zoning and issues building permits, and St. Clair County's unincorporated rules do not govern city lots1.
- We could not confirm the city's building permit fees, owner-builder rules or how septic review is split between the city and the St. Clair County Health Department; call 618-482-6600 and 618-233-7769 before you commit216.
- Lots in the mapped floodplain need a city floodplain permit, and new buildings must be raised to the flood protection elevation, one foot above the base flood8.
