Does Elkhart, Indiana have zoning, and what does it mean for lots, homes and mobile homes?
Yes. The City of Elkhart administers its own zoning ordinance, Ordinance No. 4370, and an official zoning map for land inside city limits1. The ordinance names R-1 through R-5 residential districts, an MHP mobile home park district, office, business, central business and manufacturing districts9. A rewrite into a Unified Development Ordinance was in progress, so confirm the current text with the city's planning staff before relying on any figure here1.
In the R-1 one-family district, lots need 9,500 square feet and 75 feet of frontage6. Structures may cover 40 percent of the lot in total10, and height is limited to 30 feet, or 40 feet with a 25 foot total side yard11. A detached R-1 home at the minimum needs a 24 foot width and 1,250 square feet, with at least 850 on the ground floor7.
Occupied mobile homes are allowed in Elkhart only inside a mobile home park5.
Do you need a building permit in Elkhart, Indiana, and who issues it?
The City of Elkhart's Building Division approves construction permit applications for new construction, remodeling and fire suppression systems inside city limits12. Plans go through plan review for completeness and conformance to Indiana building codes before approval2. Applications are submitted in person at the Permit Center, 229 S. 2nd Street, or online12.
Indiana adopts its building codes statewide, and local units of government apply them to one- and two-family homes13. Zoning clearance is also required alongside the building permit1. Subdivision of land into two or more lots falls under the city's own subdivision ordinance14.
The Elkhart County Planning & Development office in Goshen serves unincorporated land, not city lots15.
How do septic permits work for a property in Elkhart, Indiana?
Septic permits come from the Elkhart County Health Department, not the city Building Division. All septic tanks, dosing chambers, ATUs and soil absorption fields in Elkhart County require an ECHD permit before installation3, and a registered installer must do the work16. A registered soil scientist's onsite evaluation comes before the permit is considered3.
We could not confirm on an official page how these rules apply to a lot inside Elkhart city limits, or whether city sewer connection is mandatory where sewer is available. Call Environmental Health Services at 574-971-460017 and ask the City of Elkhart Public Works and Utilities about sewer before you plan a septic system.
Indiana law also lets a local health officer require a sewer connection after a septic failure when sewer lies within 300 feet of the property line18. Across Elkhart County only 1.7% of soils rate as not limited for a conventional drain field, so expect a site evaluation19.
Can you live in an RV or tiny home in Elkhart, Indiana?
We could not confirm Elkhart's rule for living in a recreational vehicle or a tiny home on private land inside city limits. The ordinance treats installing an RV for more than 180 days as floodplain development, but the occupancy rule itself was not located8. Ask the city's planning and zoning staff before you buy.
Occupied mobile homes are the clearer case: the city limits them to a mobile home park5. Indiana's campground rule covers regulated campgrounds with ten or more sites, not a single deeded lot, so it does not answer the question20.
Building a home in Elkhart, Indiana: the steps, in order
- Confirm the zoning district and its lot, setback and size rules with the City of Elkhart's planning staff9.
- Check the flood map: a new home in a special flood hazard area needs its lowest floor two feet above base flood elevation8.
- Ask the Elkhart County Health Department how sewer or septic applies to your lot17.
- Submit plans and the permit application at the Permit Center or online12.
- If a well is planned, get the county well permit first4.
- Schedule inspections with the Building Division12.
What stays with Elkhart County, and what to check before you buy

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
