Franklin County, Massachusetts

Zoning, building permits and septic rules in Greenfield, Massachusetts

Greenfield, Massachusetts has its own zoning ordinance, and the city's inspector of buildings must issue a building permit before any new building goes up1. Does Greenfield, MA have zoning, and what does it mean for RVs, lot size and setbacks?

Yes. Chapter 200 of the City of Greenfield code is a zoning ordinance for all land inside city limits, with districts that include RA, RB, RC and others49. The city's Planning & Development Department helps applicants with land use permits and the boards that review them10.

Dimensions depend on the district. In the RB Suburban Residential District, a single-family lot needs 12,000 sq ft and 80 ft of frontage11. In the RC Rural Residential District, the minimum is 40,000 sq ft with 200 ft of frontage12. Where public sewer is not available, any district needs 40,000 sq ft with 200 ft of frontage7. RC principal buildings need a 30 ft front yard, 20 ft side yard and 30 ft rear yard13.

Greenfield does not allow a mobile home, trailer or camper as a permanent residence3. A camper can host nonpaying guests for up to 2 weeks a year with a permit from the inspector of buildings6. We could not confirm how the ordinance treats tiny homes, so ask the Building Inspections Department before you plan one14.

Do you need a building permit in Greenfield, MA, and who issues it?

Yes. Under Greenfield's zoning ordinance, no building may be constructed or changed in use or configuration until the inspector of buildings has issued a permit1. The inspector must refuse any permit that would violate the zoning ordinance15. New buildings must also meet the Massachusetts state building code1617.

The City of Greenfield Building Inspections Department administers state building law and checks that construction conforms to the city's zoning ordinance14. Applications may be mailed with payment to Building Inspections at City Hall, 14 Court Sq.14. Greenfield sits in Franklin County, but Franklin County has no county government that issues building permits; the city does18.

We could not confirm Greenfield's permit fee schedule, so ask the department for current fees.

How do septic permits work in Greenfield, MA?

The Greenfield Board of Health issues the sewage disposal works permit, and the zoning ordinance says the building inspector may not issue a building permit until that septic permit has been obtained where it applies52. The city Health Department says it ensures septic systems are properly assessed19.

State rules still apply: Massachusetts boards of health administer permits for systems serving residential buildings of up to four dwelling units, and a board must act on a completed application within 45 days20.

Lots without public sewer need 40,000 sq ft in every district, which leaves room for a septic field7. USDA rates only 1.4% of soils across Franklin County as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system21. We could not confirm Greenfield's rules on private wells or on composting toilets; ask the Health Department.

Can you live in an RV or tiny home on your land in Greenfield, MA?

Not as a permanent home. Greenfield's ordinance says no mobile home, trailer or camper may be used for permanent residence3. Temporary occupancy is limited to guest stays of up to 2 weeks a year with a permit, a temporary construction office, a licensed campground, or rebuilding after a fire622.

A manufactured home can also be placed for up to 12 months on the site of a residence destroyed by fire while it is rebuilt, under state law23.

We could not confirm any tiny-home rule for Greenfield. A single accessory dwelling unit is protected by state law in single-family residential districts, with a size cap of the smaller of half the main home's floor area or 900 sq ft24. Greenfield's city ordinance also restricts the keeping of livestock or poultry on parcels under 5 acres25.

Building a home in Greenfield, MA: the steps, in order

  1. Confirm the district and dimensions with the Planning & Development Department10.
  2. Check lot size: 40,000 sq ft with 200 ft of frontage if public sewer is not available7.
  3. If you are creating a new lot, expect Planning Board review; no more than 2 flag lots may be created from one lot unless approved in a definitive subdivision plan26.
  4. Get the septic permit from the Board of Health where it applies5.
  5. Apply to the inspector of buildings for the building permit114.
  6. Build to the Massachusetts state building code and schedule inspections1714.

What stays with Franklin County, and what to check before you buy in Greenfield?

Little stays with the county: Franklin County has no county government that runs zoning or building permits, so the city and state set the rules27. For land outside Greenfield, see the Franklin County page.

Being a homeowner building your own house exempts you from state home-improvement contractor registration only; it does not remove building permits or inspections8.

Franklin County's effective property tax rate is 1.5%, with a median bill of $4,595 a year2829. Ask the Building Inspections Department and the Health Department what they require for floodplain, driveway and well questions, since we could not confirm those city rules1419.

Watch-outs

  • Greenfield's zoning text we reviewed is the March 2019 printing, and the Planning Board was reported to be hearing amendments to Sections 200-5.3 and 200-6.2 in May 2026, so confirm current dimensions with the Planning & Development Department before you buy410.
  • We could not confirm Greenfield's rules for floodplain development, driveway entrances, private wells, permit fees or a minimum dwelling size; ask the Building Inspections Department14.
  • A septic permit may be required before the building permit issues, so start with the Board of Health519.
