Do you need a building permit in Northborough, MA?

Yes. Northborough's town code requires a building permit granted by the Building Inspector for erecting or constructing buildings and structures, and for listed alterations such as changes to foundations, walls, roof or floor framing, chimneys and changes of use1. Applications go to the Building Inspector, and the Board of Health agent must sign off when sewage disposal is involved8.

Massachusetts applies its state building code in every city and town, enforced by the local inspector9. Owner-occupied one- and two-family homes are exempt from the state's contractor licensing provisions if the owner acts as supervisor of any hired workers, but the building permit is still required7. We could not confirm Northborough's inspection sequence or occupancy-permit rules; ask the Building Department.

Who issues building permits in Northborough, and how do you reach them?

The Northborough Building Department at Town Hall, 63 Main Street, handles building permits and is also responsible for enforcing the town zoning bylaws10. To schedule an inspection, the department asks you to call or text (508) 393-501010. The Planning Board, a separate body, reviews subdivision plans, common driveways and site plans11.

This is the town's own office, not a Worcester County one. Worcester County has no functioning county government, and building permits in the county are handled by each city and town12. Worcester's offices are the wrong counter for a Northborough lot.

Does Northborough have zoning, and what does it mean for lot size and setbacks?

Yes. The Town of Northborough administers its own zoning bylaw, Part 7 of the town code2. Districts include RA, RB, RC, GR, MSR, DN, DB, BE, BW, BS, HB, HBSW and I4.

In the RA district, the main single-family residential district, the minimum lot is 80,000 square feet with 200 feet of frontage, and at least half of the required lot area must be contiguous upland5. RA setbacks are 30 feet front, 15 feet side and 25 feet rear, and the front setback may be averaged with neighbors in some infill cases13. Buildings may cover at most 25 percent of an RA lot14, and height is capped at 35 feet15. The RB district needs 40,000 square feet4. Massachusetts zoning cannot set a minimum interior floor area for a single-family home16.

An accessory dwelling unit is limited to one per lot and the lesser of half the main home or 900 square feet6.

How do septic permits work in Northborough?

A septic system in Northborough can be constructed only after a permit is secured from the Town Board of Health3. The Board of Health agent also signs off on building permit applications that involve sewage disposal17. The Health and Human Services Department lists septic systems and Title 5 among its programs18.

Statewide, the state environmental code sets minimum septic requirements and local boards of health administer permits19. Where the town has a public sewer in the street, Massachusetts law directs owners of abutting parcels to connect as the sewer authority directs20. We could not confirm whether a new Northborough home must connect to public sewer or water; ask the Department of Public Works.

Soils matter: only 1.4% of Worcester County soils rate as not limited for a conventional drain field, so expect a site evaluation and possibly an engineered system21.

Can you live in an RV or tiny home on your land in Northborough?

We could not confirm Northborough's rules on living in an RV, camping or occupying a tiny home on a lot. Ask the Building Department, which enforces the zoning bylaw, before you plan to live in one10.

Massachusetts does not offer a general answer here. The state's tiny-house law applies only in designated seasonal communities that adopt their own bylaws22. A manufactured home may be occupied on the site of a residence destroyed by fire or natural holocaust for up to 12 months while the residence is rebuilt23.

Building a home in Northborough: the steps, in order

  1. Confirm the zoning district and lot standards with the Building Department, which enforces the zoning bylaw10.
  2. If you are dividing land or creating a private way, the Planning Board reviews subdivision plans and common driveways11. Northborough regulates subdivisions under Part 10 of its code24.
  3. Get septic approval from the Board of Health3.
  4. Apply to the Building Inspector for the building permit; the Board of Health agent signs off if sewage disposal is involved8.
  5. Schedule inspections with the Building Department10.

We could not confirm Northborough's private well rules. Massachusetts lets a town require a local site permit from a well driller25.

What stays with Worcester County, and what to check before you buy

Northborough is in Worcester County, but the county page covers different ground; see the Worcester County page for land outside the town. Property taxes follow the town, but Worcester County's effective property tax rate is 1.3 percent26.

Before you buy a lot in Northborough, confirm its zoning district and frontage, whether it has upland contiguous enough to meet the 50 percent upland rule5, where septic can go, and whether public sewer is available. Ask the Health and Human Services Department about septic and wells18.

Watch-outs

  • Floodplain and wetland overlay rules in the Northborough zoning bylaw were not reviewed, so ask the Building Department before buying near water10.
  • Northborough's building permit fee schedule, occupancy-permit rules and private well rules were not confirmed; call the Building Department and the Health and Human Services Department1018.
  • Zoning dimensions on this page are for the RA district; other districts such as RB differ4.
