The Village of South Rockwood, Michigan requires a building permit from the Village Building Official for any construction inside village limits1. The village also has its own zoning ordinance and zoning map2. Septic permits come from Monroe County rather than the village3. Living in a recreational vehicle is prohibited inside the village4.

Do you need a building permit in South Rockwood, Michigan?
Yes. Inside the Village of South Rockwood, it is unlawful to build, alter, repair, change or enlarge a structure until the Building Official issues a building permit1. The village building department enforces the State of Michigan Construction Code10.
When the plans conform, the Building Official must issue the permit or give a written refusal within 20 business days of receiving the application11. Work is inspected, and the permit holder must tell the Building Official when it is ready for inspection12. A new or altered building cannot be occupied until the Building Official issues a certificate of occupancy9.
We could not confirm a village owner-builder rule or fee schedule; ask the building department before you apply. Michigan's residential-builder licensing exemption for owners building their own home does not remove permit, inspection or zoning requirements13.
Who issues building permits in South Rockwood, and how do you reach them?
The Village of South Rockwood Building Department issues building permits for land inside village limits. It adopted the State of Michigan Construction Code10. Call (734) 379-3683 or visit 5676 Carleton Rockwood Road, South Rockwood, MI 4817910.
The village is inside Berlin Charter Township in Monroe County, but the village, not the township or county, handles its own building permits and zoning21. Monroe County itself has no zoning authority14.
Does South Rockwood have zoning, and what does it mean for RVs, tiny homes and setbacks?
Yes. The village divides itself into zoning districts shown on an Official Zoning Map, which is the final authority on a parcel's zoning2. The districts include Residential Estates (RE), Low Density Single Family (RL), R-1A and R-1B single-family, Multiple-Family (R-M), Mobile Home Park (R-MH), Village Center (C-1), Highway Business (C-2) and Industrial (I)15. Check the map for your parcel first.
In the Residential Estates district, the minimum lot is 130,680 square feet and 200 feet wide16. Setbacks are 35 feet front, 15 feet on one side (30 feet total for both sides) and 35 feet rear17. Lot coverage is capped at 25 percent18, height at 30 feet and 2.5 stories19, and a home needs at least 1,200 square feet of usable floor area8.
Other districts have their own numbers that we have not confirmed. Accessory dwelling units are prohibited in a detached accessory building7. We found no village rule that classifies tiny homes; ask the Building Official how a tiny home would be treated.
How do septic permits work in South Rockwood?
Septic permits are not a village function. Monroe County's Environmental Health Division enforces state and local rules on onsite sewage systems5, and the county sanitary code makes it unlawful to build, repair, alter or extend a system in Monroe County without a Health Officer permit3. New buildings need an onsite system when public sanitary sewer is not available20. Michigan's plumbing rules likewise require connection to a public sewer where available21.
We could not confirm which addresses inside the village are on public sewer, or whether the village adds its own septic rule. The reviewed zoning ordinance requires multiple-family dwellings to connect to public sewer and water22; it does not set a connection rule for every single-family home. Ask the village office whether sewer reaches your lot, then call Environmental Health at 734-240-7900 if it does not23.
A homeowner installing a system for a home they will occupy can apply for a single installation license, but must first pass the Health Officer's written exam24.
Can you live in an RV or tiny home in South Rockwood?
Not in an RV. The village ordinance says a recreational vehicle may never be connected to natural gas or sanitary sewer and may never be used for living, lodging or housekeeping4.
The ordinance does allow temporary structures and uses, including a temporary dwelling on a single-family lot while a permanent home is under construction, generally for no more than one year, and it must meet village codes, emergency access, parking, drainage and soil-erosion standards6. Ask the Building Official whether your plan qualifies before you move anything onto the lot.
Tiny homes: we could not find an express village rule, so the minimum floor area for your district (1,200 square feet in Residential Estates) is the number to check against8.
Building a home in South Rockwood: the steps, in order
- Find your parcel's district on the Official Zoning Map and check lot size, width and setbacks2.
- Confirm the lot abuts a public street with frontage at least the district's minimum lot width; the village will not issue a building permit otherwise, and private streets are not permitted25.
- Ask the village whether public sewer serves the lot. If not, apply to Monroe County Environmental Health for a septic permit, which requires a site assessment and is generally valid for one year3.
- Apply for the building permit with the Building Official; site-plan, special-approval and outside-agency approvals come first where they apply11.
- Request each inspection through the permit holder12.
- Get the certificate of occupancy before anyone moves in9.
A driveway onto a state trunkline highway needs a separate state driveway permit26.
What stays with Monroe County, and what to check before you buy in South Rockwood
The village decides zoning and building permits inside its limits21. Monroe County decides septic permits3 and, through the Road Commission, permits for work in county rights-of-way27. For land outside the village, see the Monroe County page.
Before buying, check the zoning map, sewer availability, flood exposure and taxes. Michigan's state floodplain program bars new residential construction in a floodway and sets the lowest floor at least 1 foot above the 100-year flood elevation28; we found no village-specific floodplain permit rule, so ask the building department. Monroe County's effective property tax rate is 1.2%29 and typical home values are about $274,11630. Conventional drain fields rate poorly in the county's soils, with only 0.3% rated not limited31, so expect a site evaluation and possibly an engineered system if sewer is unavailable.
Watch-outs
- Septic rules specific to land inside the village were not confirmed; call Monroe County Environmental Health at 734-240-7900 and the village office at (734) 379-3683 before you rely on a sewer or septic plan2310.
- Zoning numbers above are for the Residential Estates district only; other districts differ, and the Official Zoning Map controls15.
- Building permit fees, agricultural exemptions and short-term rental rules inside the village were not confirmed; ask the Building Official10.

- Share of soils USDA rates "not limited" for a conventional septic drain field (SSURGO). A strict rating: the median county is about 6% and a tenth of counties are 0%, so a low figure means most lots need a site evaluation or an engineered system, not that septic is impossible.
